He looks at challenges to the Administration from: · the labour movement · the bourgeoisie · the army · international powers Romero shows a politically apathetic population galvanised by the war into fierce debate about belligerence or neutrality. The debate divides the nation and the new political awareness leads to a questioning of the Administrations authority. There is also vast economic and social change, as Spain exploits its privileged position as supplier to both sides of the war. These factors lead to galloping inflation, civil unrest and political turmoil, finally resulting in the revolutionary strike of 1917.

More than four million Spaniards came to the Western Hemisphere between the mid-nineteenth century and the Great Depression. Unlike that of most other Europeans, their major destination was Argentina, not the United States. Studies of these immigrants—mostly laborers and peasants—have been scarce in comparison with studies of other groups of smaller size and lesser influence. Presenting original research within a broad comparative framework, Jose C. Moya fills a considerable gap in our knowledge of immigration to Argentina, one of the world's primary "settler" societies. Moya moves deftly between micro- and macro-analysis to illuminate the immigration phenomenon. A wealth of primary sources culled from dozens of immigrant associations, national and village archives, and interviews with surviving participants in Argentina and Spain inform his discussion of the origins of Spanish immigration, residence patterns, community formation, labor, and cultural cognitive aspects of the immigration process. In addition, he provides valuable material on other immigrant groups in Argentina and gives a balanced critique of major issues in migration studies.

While a wealth of studies have examined how northern Europeans from the Romantic period viewed Spain and Andalusia as Europe’s Orient, little attention has been paid to how contemporary Spanish artists and intellectuals assimilated Romantic legacies to engage in an internal form of orientalism. José Luis Venegas deftly explores Spain’s shifting engagements with oriental identity and otherness by looking, not just beyond national, ethnic, and racial borders, but at a territory that is institutionally embedded in the nation-state while symbolically placed between inclusion and abjection. The Sublime South shifts the focus and scale of Edward Said’s notion of orientalism by examining how it evolves and manifests transnationally, as the result of European colonialism in Africa and Asia, and intra-nationally, in a European yet orientalized country. Finally, Venegas challenges ethnocentric notions of Iberian cultures and fosters an understanding of the encounters between Western and Muslim cultures beyond opposing, and often mutually negating, essentialisms.

With respect to its international role, reorganization of the EU's external relations department was high on the list. The New World Architecture explores the contribution that the European Union is making to the emerging global governance system. It discusses the theoretical and historical aspects of European integration within the framework of the emerging regional EU and global governance systems. It explores three regimes of governance that are contributing to holding together the new emerging EU multilevel governance system. None of these is complete; all are partial. They include the political regime of governance; the socioeconomic regime of governance; and the territorial regime of governance. The author assesses the impact of the European Union on global politics. The Mediterranean and Latin America represent regions in which the European Union is investing considerable effort in order to create new forms of cooperation. Magone argues that within the next twenty-five years global governance may and should emerge as the new and reconfigured stable system of international relations. In this system, the European Union is and will remain the most advanced regional system. This volume will be of interest to specialists, scholars, and students of European Politics and the European Union.

In the last decade many countries turned to private sources to provide services formerly offered by public agencies. Europeans, particularly the British and the French, were leaders in this movement. Developing countries also experimented extensively with privatization in the 1980s, with varying degrees of success. Because governments around the world are heavily involved in transportation, it is a natural focus of privatization experiments and in many ways has been at the cutting edge. Going Private examines the diverse privatization experiences of transportation services and facilities. Cases are drawn from the United States, Asia, Europe, and Latin America. Since almost every country has experimented to some degree with highway and bus privatization, the authors focus particularly on these services, although they also discuss urban rail transit and airports. Highways and buses, they explain, encompass all three of the most common and basic forms of privatization: the sale of an existing state-owned enterprise; use of private, rather than public, financing and management for new infrastructure development; and contracting out to private vendors public services previously provided by government employees. After thoroughly examining these services and discussing the motives for, and objections to, privatization, the authors look at the prospects for privatization in other sectors and industries. They assess those circumstances in which privatization is most likely to succeed and those in which it is most likely to fail, for political as well as economic reasons. The authors conclude that privatization involves many political and social as well as economic dimensions. Privatization is usually not simply a matter of efficiency improvements or capital augmentation but also involves such deeply imbedded societal concerns as equity, income transfers, environmental problems, and attitudes toward taxation and the role of government.

Orthogonal Polynomials and Special Functions (OPSF) have a very rich history, going back to 19th century when mathematicians and physicists tried to solve the most important deferential equations of mathematical physics. Hermite-Padé approximation was also introduced at that time, to prove the transcendence of the remarkable constant e (the basis of the natural logarithm). Since then OPSF has developed to a standard subject within mathematics, which is driven by applications. The applications are numerous, both within mathematics (e.g. statistics, combinatory, harmonic analysis, number theory) and other sciences, such as physics, biology, computer science, chemistry. The main reason for the fact that OPSF has been so successful over the centuries is its usefulness in other branches of mathematics and physics, as well as other sciences. There are many different aspects of OPSF. Some of the most important developments for OPSF are related to the theory of rational approximation of analytic functions, in particular the extension to simultaneous rational approximation to a system of functions. Important tools for rational approximation are Riemann-Hilbert problems, the theory of orthogonal polynomials, logarithmic potential theory, and operator theory for difference operators. This new book presents the latest research in the field.
