Thomas Anthony Birrell (1924-2011) was a man of many parts. For most of his working life he was Professor of English Literature in the University of Nijmegen, The Netherlands, where he was famous for his lively, humoristic and thought-provoking lectures. He was the author of some very popular literary surveys in Dutch, one of which - a history of English literature - has had seven editions so far. However, first and foremost he was a bibliographer and a book historian. The present collection contains fifteen of his book-historical articles, two reviews and one published version of a lecture for the illustrious ’Association Internationale de Bibliophilie’. The lecture - with a wealth of illustrations - about the British Library as the ’Custodian of the Unique’ gives one a sense of Birrell’s ability to present an audience with a complicated topic in comprehensible, but not simplified, terms. The reviews serve as a statement of principle of how to tackle the subject of ’English readers and books’ and the standards that ought to apply. The articles demonstrate Tom Birrell’s in-depth knowledge, dedication and scholarship. He once said that he felt that he could have talked to the 17th-century London booksellers on an equal footing and his work convinces one that they would have enjoyed these conversations. This monograph is the result of a course given to graduate students and to the faculty of the Dept. of Medical Physics and Biophysics of Nijmegen University, Nijmegen, The Netherlands, in the fall of 1984 and 1985. The course was intended to put together experi ment, theory, and analysis methods in order to study neural in teraction and coding in the brain. The following pages give a survey of neural interaction and its experimental substrate: cor related neural activity. The basic reason for restricting myself to vertebrate brains was to keep the material concise. As the text developed, however, it became more of a review, than a research monograph, in the attempt to balance theoretical and experimen tal aspects in brain research. Consequently, the book can be read from various points of view: that of requiring an overview of theories and theoretical principles, or an overview of experimental studies in neural interaction and the methods that can be used, or with the conviction that theory and experiment cannot be separat ed. The Rise of The Indo-Afghan Empire, c. 1710-1780 deals with the magnificent world of Afghan nomads, horse-dealers and mercenaries bridging the frontiers between the old metropolitan centres of India, Iran and Central Asia. During the eighteenth century they succeeded in establishing a vigorous new system of Indo-Afghan states. In Central Asia, the Afghans created an imperial tradition on the basis of long-standing Perso-Islamic ideals. In India, along the caravan routes with Turkistan and Tibet, they carved out thriving principalities in association with military service and the breeding and trade in war-horses. By fully incorporating this Afghan ascendancy into the fabric of Islamic and world history the author challenges the widely held notion of a gloomy Afghan past.
Universalization of primary education has been high on the policy agenda in India. This book looks at the reproduction of social inequalities within the educational system in India, and how this is contested in different ways. It examines whether the concept of `education for all’ is just a mechanically conceived policy target to chasing enrolment and attendance or whether it is a larger social goal and a deeper political statement about the need for attacking entrenched social inequalities. Drawing on original data collected in the two states of Andhra Pradesh and West Bengal, the authors present the multiple ways in which social class impinges on the educational system, educational processes and educational outcomes. The book goes on to explore issues around autonomy and accountability via an analysis of the position of teachers within the educational hierarchy, and by looking at the various possibilities of making teachers accountable. Recommendations related to the necessity for a larger debate and normative framework are made, including whether private schools should play a role, and whether it is necessary to move from government action and responsibilities to a broader concept of public action. Over the last twenty years the educational role of the museum has come to be central to its mission. There are now far more educational opportunities, new spaces, new interfaces - both digital and physical, and a growing number of education and interpretation departments, educational curators and public engagement programmes. Despite these developments, however, higher education has remained a marginal collaborator compared to primary and secondary schools and to other forms of adult learning. This has meant that the possibilities for partnerships between universities, colleges, museums and galleries has remained relatively unexplored, especially in relation to their potential for generating innovative patterns of research and learning. This book addresses the key issues which are preventing such partnerships and examines how to enable more effective and creative connections between museums and higher education. The authors identify conceptual and practical barriers and explore whether current academic models are fit for purpose. Why are regional unemployment differentials in Europe so persistent if, as the wage curve literature demonstrates, there is no compensation in labour markets? We hypothesize that workers in high-unemployment regions are compensated in housing markets. Modelling regional unemployment differentials as a consequence of centralized wage bargaining, we show that clearing of land markets may undo the incentive for workers to migrate to low-unemployment regions in general equilibrium. The compensating differentials hypothesis is tested on city-level data for several countries. Controlling for variation in income and amenities, housing is found to be about 3 percent less expensive on average in cities where unemployment is 10 percent up. An analysis of housing demand survey data, which takes account of housing heterogeneity, yields a similar negative relationship. The magnitude of the income effect generated by this compensating differential is consistent with a -0.10 wage curve elasticity. These findings weaken the case for regional support programs.

Over the past twenty to thirty years, evaluation has become increasingly important to the field of public policy. The number of people involved and specializing in evaluation has also increased markedly. Evidence of this trend can be found in the International Atlas of Evaluation, the establishment of new journals and evaluation societies, and the increase in systems of evaluation. Increasingly, the main reference point has become an assessment of the merit and value of interventions as such rather than the evaluator's disciplinary background. This growing importance of evaluation as an activity has also led to an increasing demand for the type of competencies evaluators should have.Evaluation began as a niche area within the social and behavioral sciences. It subsequently became linked to policy research and analysis, and has, more recently, become trans-disciplinary. This volume demonstrates an association between the evaluation tradition in a particular country or policy field and the nature of the relationship between social and behavioral science research and evaluative practice.
