Public administration is commonly assumed to be a young discipline, rooted in law and political science, with little history of its own. Likewise, teaching and scholarship in this field is often career oriented and geared either toward the search for immediately usable knowledge or guidelines and prescriptions for the future. Although most administrative scientists would acknowledge that their field has a history, their time horizon is limited to the recent past. Raadschelders demonstrates that public administration has in fact a long-standing tradition, both in practice and in writing; administration has been an issue ever since human beings recognized the need to organize themselves in order to organize the environment in which they lived. This history, in turn, underlines the need for administrators to be aware of the importance and contemporary impact of past decisions and old traditions. In seeking to go beyond the usual problem-solving and future-oriented studies of public administration, this volume adds greatly to the cognitive richness of this field of research. Indeed, the search for theoretical generalizations will profit from an approach that unravels long-term trends in the development of administration and government."Raadschelders approaches public administration history from a dual perspective, as trained historian and professor of public administration.... The volume is appropriately called a aehandbook' in view of its methodical listing of the literature on administrative history, together with summaries of numerous authors' principal theories. The second chapter is an essay on sources in the field, including an extended bibliography.... These parts of the book alone make it useful to scholars in the field.... Raadschelders is helpful in other ways as well. The third and fourth chapters offer a highly sophisticated discussion of methodological problems encountered in writing administrative history, including the issue of perceiving 'stage
When Jos Zorrilla completed Don Juan Tenorio in 1844 little did he know that he had just written what would become the most popular Spanish play of all time. While the opening performance was a modest one, Zorrilla's interpretation of the legendary Don Juan myth was so well-liked by the public that, in a very short time, its success was overwhelming. Shortly after, Don Juan Tenorio became not only the most popular play in Spain, but in the entire Spanish-speaking world, and to this day it is considered the chief representative of Spanish Romantic theater and the masterpiece of all Don Juan adaptations. This new translation of Zorrilla's classic play is unique in mirroring not only the content, but also the way in which an audience would experience a performance of the most famous of libertines in Spanish. As such, it strives to keep the essence of each stanza intact, while reflecting the rhyme and stress-pattern of the original. Although the exigencies of meter and rhyme entail making some minor concessions when it comes to rendering the content, the way in which the play was written is such a crucial aspect that, without its playful octosyllabic lines, its easy rhymes, and its carefully-studied meter, we cannot speak of Don Juan Tenorio. Intended for a wide variety of readers, the translation is preceded by an introduction in which several key aspects of the play are addressed, and the main text is complemented with footnotes clarifying key passages, or offering additional information about the characters, the time-period, or the literary history of the Don Juan character.
FINALIST FOR THE PULITZER PRIZE FINALIST FOR THE LOS ANGELES TIMES BOOK PRIZE LONGLISTED FOR THE NATIONAL BOOK AWARD A NEW YORKER BEST POETRY BOOK OF 2018 A VULTURE BEST POETRY BOOK OF 2018 A LIBRARY JOURNAL BEST BOOK OF 2018 Selected by Fady Joudah as a winner of the 2017 National Poetry Series, Jos Charles’s revolutionary second collection of poetry, feeld, is a lyrical unraveling of the circuitry of gender and speech, defiantly making space for bodies that have been historically denied their own vocabulary. “i care so much abot the whord i cant reed.” In feeld, Charles stakes her claim on the language available to speak about trans experience, reckoning with the narratives that have come before by reclaiming the language of the past. In Charles’s electrifying transliteration of English—Chaucerian in affect, but revolutionary in effect—what is old is made new again. “gendre is not the tran organe / gendre is yes a hemorage.” “did u kno not a monthe goes bye / a tran i kno doesnt dye.” The world of feeld is our own, but off-kilter, distinctly queer—making visible what was formerly and forcefully hidden: trauma, liberation, strength, and joy. Urgent and vital, feeld composes a new narrative of what it means to live inside a marked body.
A witch doctor casting an evil spell in a steaming jungle village; a young medical-school graduate cleaning a machete wound in a rat-infested thatched hut; a world-renowned scientist doing research in Mexico City—all were part of the mid-twentieth century medical scene in Mexico, a country of great cultural, socioeconomic, and geographical contrasts. Gordon Schendel, in collaboration with Dr. José Alvarez Amézquita and Dr. Miguel E. Bustamante, relates the history of medicine and public health and welfare in Mexico. This absorbing story begins with a great indigenous culture; continues with Spanish Colonial rule, the unproductive first century of independence from Spain, and the years of revolution; then concentrates on the modern nation. The Aztec civilization evidenced a knowledge of pharmacology and the fundamentals of health far in advance of contemporary European societies. And almost one hundred years before the Pilgrims landed on Plymouth Rock, New Spain boasted a comprehensive "Public Health Administration" and a hospital system that served all classes. However, throughout Mexico's three centuries as a Spanish colony and its first century of independence, millions of its citizens suffered abysmal poverty. Thus when the Republic of Mexico entered its post-Revolutionary era, the majority of its citizens were plagued by superstition, illiteracy, malnutrition, and the other "diseases of the poor." The principal part of this story tells how Mexico attacked these problems, and how in a few short years it became a leader and a model for all Latin America in the fields of medicine and public health and welfare. The book is based on Mr. Schendel's research and observations and on his many interviews with doctors and govemment officials. It will be of interest to the medical profession and to concerned laymen of all nationalities, for it illustrates how a dynamic nation met challenges that all countries of the world, developed and underdeveloped, must face.

This book presents new approaches to security risk analysis and scenario building on the basis of water works such as flood barriers and storm surge barriers. Defending flood barriers is not only important because of climate change and rising sea levels, but also due to the vulnerability of fresh water supplies and the increasing number of people living in vulnerable low-lying river and sea deltas.
Moldova: Arena of International Influences brings international perspective to Moldova’s foreign relations since its independence from the Soviet Union in 1991. Eighteen chapters analyze the policy toward Moldova of selected international actors: Belarus, Bulgaria, China, the Czech Republic and Slovakia, the European Union, Germany, Hungary, Italy, Lithuania, Poland, Romania, Russia, Turkey, Ukraine, the United Kingdom, the United States, and the unrecognized breakaway state of Transnistria. For these international actors, Moldova functions as an arena of influences—a sphere of intersecting interests, activities and, occasionally, competition. For the first time, leading experts and practitioners from many of the countries engaged in Moldova are brought together in a common language. The result is a detailed map of the international political landscape in Moldova, a chronicle of the past two decades, and a forecast of the country’s future.

This open access book offers a synthetic reflection on the authors’ fieldwork experiences in seven countries within the framework of ‘Authoritarianism in a Global Age’, a major comparative research project. It responds to the demand for increased attention to methodological rigor and transparency in qualitative research, and seeks to advance and practically support field research in authoritarian contexts. Without reducing the conundrums of authoritarian field research to a simple how-to guide, the book systematically reflects and reports on the authors’ combined experiences in (i) getting access to the field, (ii) assessing risk, (iii) navigating ‘red lines’, (iv) building relations with local collaborators and respondents, (v) handling the psychological pressures on field researchers, and (vi) balancing transparency and prudence in publishing research. It offers unique insights into this particularly challenging area of field research, makes explicit how the authors handled methodological challenges and ethical dilemmas, and offers recommendations where appropriate.
In Mastering Public Administration, each chapter spotlights a significant theorist in the field, covering his/her life, research, writings, and impact, introducing the discipline's most important scholarship in both a memorable and approachable manner. The combination of biographical narrative with explanation and analysis makes abstract theories understandable while showing how subject scholars relate to each other in their work, providing much needed context. The book’s chronological organization shows the evolution of public administration theory over time. With the new edition, the authors will be adding mini-chapters that link contemporary scholars and their research to the seminal literature.
The Rise of The Indo-Afghan Empire, c. 1710-1780 deals with the magnificent world of Afghan nomads, horse-dealers and mercenaries bridging the frontiers between the old metropolitan centres of India, Iran and Central Asia. During the eighteenth century they succeeded in establishing a vigorous new system of Indo-Afghan states. In Central Asia, the Afghans created an imperial tradition on the basis of long-standing Perso-Islamic ideals. In India, along the caravan routes with Turkistan and Tibet, they carved out thriving principalities in association with military service and the breeding and trade in war-horses. By fully incorporating this Afghan ascendancy into the fabric of Islamic and world history the author challenges the widely held notion of a gloomy Afghan past.
For very high voltage or very high current applications, the power industry still relies on thyristor-based Line Commutated Conversion (LCC), which limits the power controllability to two quadrant operation. However, the ratings of self-commutating switches such as the Insulated-Gate Bipolar Transistor (IGBT) and Integrated Gate-Commutated Thyristor (IGCT), are reaching levels that make the technology possible for very high power applications. This unique book reviews the present state and future prospects of self-commutating static power converters for applications requiring either ultra high voltages (over 600 kV) or ultra high currents (in hundreds of kA). It is an important reference for electrical engineers working in the areas of power generation, transmission and distribution, utilities, manufacturing and consulting organizations. All topics in this area are held in this one complete volume. Within these pages, expect to find thorough coverage on: modelling and control of converter dynamics; multi-level Voltage Source Conversion (VSC) and Current Source Conversion (CSC); ultra high-voltage VSC and CSC DC transmission; low voltage high DC current AC-DC conversion; industrial high current applications; power conversion for high energy storage. This text has a host of helpful material that also makes it a useful source of knowledge for final year engineering students specializing in power engineering, and those involved in postgraduate research.

In our industrialized world, we are surrounded by occupational, recreational, and environmental noise. Very loud noise damages the inner-ear receptors and results in hearing loss, subsequent problems with communication in the presence of background noise, and, potentially, social isolation. There is much less public knowledge about the noise exposure that produces only temporary hearing loss but that in the long term results in hearing problems due to the damage of high-threshold auditory nerve fibers. Early exposures of this kind, such as in neonatal intensive care units, manifest themselves at a later age, sometimes as hearing loss but more often as an auditory processing disorder. There is even less awareness about changes in the auditory brain caused by repetitive daily exposure to the same type of low-level occupational or musical sound. This low-level, but continuous, environmental noise exposure is well known to affect speech understanding, produce non-auditory problems ranging from annoyance and depression to hypertension, and to cause cognitive difficulties. Additionally, internal noise, such as tinnitus, has effects on the brain similar to low-level external noise.Noise and the Brain discusses and provides a synthesis of hte underlying brain mechanisms as well as potential ways to prvent or alleviate these aberrant brain changes caused by noise exposure. - Authored by one of the preeminent leaders in the field of hearing research - Emphasizes direct and indirect changes in brain function as a result of noise exposure - Provides a comprehensive and evidence-based approach - Addresses both developmental and adult plasticity - Includes coverage of epidemiology, etiology, and genetics of hearing problems; effects of non-damaging sound on both the developing and adult brain; non-auditory effects of noise; noise and the aging brain; and more

Most public administration texts overly compartmentalize the subject and don't interconnect the various specializations within government, which leaves a serious gap in preparing students for public service. Government: A Public Administration Perspective is designed to fill that void. It provides a comprehensive, multidisciplinary view of government that includes perspectives from political science, political theory, international relations, organizational sociology, economics, and history. The text draws on classic and modern literature from all these areas to analyze government at four different levels - ideational, societal, organizational, and individual layers. It links public administration's various subfields - human resource management, budgeting, policy making, organizational theory, etc. - into a holistic framework for the study of government. It also includes an extensive bibliography drawing from American and European literature in support of the book's global, historical, and comparative approach.
Hearing Loss: Causes, Prevention, and Treatment covers hearing loss, causes and prevention, treatments, and future directions in the field, also looking at the cognitive problems that can develop. To avoid the "silent epidemic of hearing loss, it is necessary to promote early screening, use hearing protection, and change public attitudes toward noise. Successful treatments of hearing loss deal with restoring hearing sensitivity via hearing aids, including cochlear, brainstem, or midbrain implants. Both the technical aspects and effects on the quality of life of these devices are discussed. The integration of all aspects of hearing, hearing loss, prevention, and treatment make this a perfect one-volume course in audiology at the graduate student level. However, it is also a great reference for established audiologists, ear surgeons, neurologists, and pediatric and geriatric professionals. - Presents an in-depth overview of hearing loss, causes and prevention, treatments, and future directions in the field - Written for researchers and clinicians, such as auditory neuroscientists, audiologists, neurologists, speech pathologists, pediatricians, and geriatricians - Presents the benefits and problems with hearing aids and cochlear implants - Includes important quality of life issues
Brain Responses to Auditory Mismatch and Novelty Detection: Predictive Coding from Cocktail Parties to Auditory-Related Disorders provides the connections between changes in the 'error-generating network' and disorder-specific changes while also exploring its diagnostic properties. These include mild cognitive impairment (MCI), Alzheimer's disease, attention-deficit and hyperactivity disorder (ADHD), autism spectrum disorder (ASD), schizophrenia and the cognitive aspects of Parkinson's disease. The book combines animal experiments on adaptation, human auditory evoked potentials, including MMN and their maturational, as well as aging aspects into one comprehensive resource. - Compares and contrasts animal vs human data - Provides detailed maturational and aging aspects - Details the differences between auditory, visual and somatosensory MMN networks - Reviews predictive coding in various psychiatric disorders
How did the Dutch Empire compare with other imperial enterprises? And how was it experienced by the indigenous peoples who became part of this colonial power? At the start of the seventeenth century, the Dutch Republic emerged as the centre of a global empire that stretched along the edges of continents and connected societies surrounding the Atlantic and Indian Oceans. In the Dutch Empire, ideas of religious tolerance and scientific curiosity went hand in hand with severe political and economic exploitation of the local populations through violence, monopoly and slavery. This pioneering history of the early modern Dutch Empire, over two centuries, for the first time provides a comparative and indigenous perspective on Dutch overseas expansion. Apart from discussing the impact of the Empire on the economy and society at home in the Dutch Republic, it also offers a fascinating window into the contemporary societies of Asia, Africa and the Americas and, through their interactions, on processes of early modern globalisation.
Brain Oscillations, Synchrony and Plasticity: Basic Principles and Application to Auditory-Related Disorders discusses the role of brain oscillations, especially with respect to the auditory system and how those oscillations are measured, change over the lifespan, and falter leading to a variety of psychiatric and neurological disorders. The book begins with a description of these cortical rhythm oscillations and how they function in both the normal and pathological brain. It explains how these oscillations are important to auditory, executive and attention brain networks and how they relate to the development, production and deterioration of speech and language. In addition, treatment of malfunctioning cortical rhythms are reviewed using neuromodulation, such as transcranial magnetic, direct current, random noise, and alternating current stimulation, as well as focused ultrasound. The book concludes by describing the potential role of oscillations in dyslexia, autism, schizophrenia and Alzheimer's disease. - Introduces readers to brain imaging methods such as structural and functional magnetic resonance imaging, EEG and magnetoencephalography, in the study of brain oscillations, synchrony and networks of the normal and pathological brain - Highlights the role of brain oscillations in perception and cognition, in particular with respect to the auditory system, speech and language - Describes lifespan changes, from preterm to senescence, of brain oscillations, brain networks and how they relate to the development and deterioration of speech and language - Explains the effects of hearing loss on neural network change in the auditory and non-auditory networks such as the default mode-, the salience-, the executive- and attention networks - Illustrates the breakdown of network connections in auditory-related disorders such as tinnitus and in psychiatric disorders with a strong auditory, speech and language component
It is only in the last 250 years that ordinary people (in some parts of the world) have become citizens rather than subjects. This change happened in a very short period, between 1780 and 1820, a result of the foundations of democracy laid in the age of revolutions. A century later local governments embraced this shift due to rapid industrialization, urbanization, and population growth. During the twentieth century, all democratic governments began to perform a range of tasks, functions, and services that had no historical precedent. In the thirty years following the Second World War, Western democracies created welfare states that, for the first time in history, significantly reduced the gap between the wealthy and everyone else. Many of the reforms of that postwar period have been since rolled back because of the belief that government should be more like a business. Jos C.N. Raadschelders provides the information that all citizens should have about their connections to government, why there is a government, what it does, how it does it, and why we can no longer do without it. The Three Ages of Government rises above stereotypical thinking to show the centrality of government in human life.

Destiny Domesticated investigates three ways Western civilization has tried to tame fate: the heroic affirmation of fate in the tragic culture of the Greeks, the humble acceptance of divine providence in Christianity, and the abolition of fate in modern technological society. Against this background, Jos de Mul argues that the uncontrollability of technology introduces its own tragic dimension to our culture. Considering a range of literary texts and contemporary events, and drawing on twenty-five centuries of tragedy interpretation from philosophers such as Aristotle, Hegel, Nietzsche, and Heidegger, literary critics George Steiner and Terry Eagleton, and others, de Mul articulates a contemporary perspective on the tragic, shedding new light on philosophical topics such as free will, determinism, and the contingency of life.
