Having helped produce the Belfast/Good Friday Agreement, the Ulster Unionist Party (UUP) struggled to deliver the deal amid unease over aspects of what its leadership negotiated. Paramilitary prisoner releases, policing changes, and power-sharing with the republican 'enemy' were all controversial. As the UUP leader won a Nobel Peace Prize, his party began to lost elections. For the UUP leadership, acceptance of change was the right thing to do for Northern Ireland - a case of putting country before party. The decades since the peace agreement have seen the UUP eclipsed by the rival Democratic Unionist Party (DUP) even though most of what the UUP agreed in 1998 has remained in place. This book examines the travails of the UUP in recent times. It draws upon the first-ever survey of UUP members and a wide range of interviews, including with the five most recent leaders of the party, to analyse the reasons for its reverses and the capacity to revive. The volume assesses why the UUP's (still sizeable) membership remains loyal and discusses what the UUP and unionism means to those members, in terms of loyalty, policy, national and religious identity, views of other parties and what a shared future in Northern Ireland will constitute. Amid Brexit and talk of a border poll, crises of devolved government, rows with republicans and intra-unionist tensions, how secure and confident does the UUP membership feel about Northern Ireland's future? What about crabs, shrimps, insects or spiders? How do we tell whether a person unresponsive after severe brain injury might be suffering? When does a fetus in the womb start to have conscious experiences? Could there even be rudimentary feelings in miniature models of the human brain, grown from human stem cells? And what about AI? These are questions about the edge of sentience, and they are subject to enormous, disorienting uncertainty. We desperately want certainty, but it is out of reach. The stakes are immense, and neglecting the risks can have terrible costs. We need to err on the side of caution, yet it's often far from clear what 'erring on the side of caution' should mean in practice. When are we going too far? When are we not doing enough? The Edge of Sentience presents a comprehensive precautionary framework designed to help us reach ethically sound, evidence-based decisions despite our uncertainty. The book is packed with specific, detailed proposals intended to generate discussion and debate. At no point, however, does it offer any magic tricks to make our uncertainty go away. Uncertainty is with us for the long term. We must manage our uncertainty by taking precautions that are proportionate to the risks. It's time to start debating what those steps should be.

As recently as the early 1970s, the news media was one of the most respected institutions in the United States. Yet by the 1990s, this trust had all but evaporated. Why has confidence in the press declined so dramatically over the past 40 years? And has this change shaped the public's political behavior? This book examines waning public trust in the institutional news media within the context of the American political system and looks at how this lack of confidence has altered the ways people acquire political information and form electoral preferences. Jonathan Ladd argues that in the 1950s, '60s, and early '70s, competition in American party politics and the media industry reached historic lows. When competition later intensified in both of these realms, the public's distrust of the institutional media grew, leading the public to resist the mainstream press's information about policy outcomes and turn toward alternative partisan media outlets. As a result, public beliefs and voting behavior are now increasingly shaped by partisan predispositions. Ladd contends that it is not realistic or desirable to suppress party and media competition to the levels of the mid-twentieth century; rather, in the contemporary media environment, new ways to augment the public's knowledgeability and responsiveness must be explored. Drawing on historical evidence, experiments, and public opinion surveys, this book shows that in a world of endless news sources, citizens' trust in institutional media is more important than ever before.

With the advent of the economic crisis, the Fund has drawn on this research in order to contribute to critical debates on the nature of appropriate policy responses at both the national and multilateral levels. The current juncture offers a good opportunity to take stock of this body of research by IMF staff and to share it with a wider audience, particularly since few collections have been published in this area. This volume brings together some of the best writing by IMF economists on macrofinancial issues, and highlights the issues and approaches that have guided IMF thinking in an area that makes up an increasingly important component of the IMF's overall remit. The chapters in the volume fit into three broad themes: financial crises and boom-bust cycles; financial integration, financial liberalization, and economic performance; and policy issues relating to macroeconomic policy and the corporate and financial sectors-including domestic and external financial liberalization.

In traditional studies in the psychology of reasoning, the focus was on inference from arbitrary assumptions and not at all from beliefs, and classical binary logic was presupposed as the only standard for human reasoning. But recently a new Bayesian paradigm has emerged in the discipline. This views ordinary human reasoning as mostly inferring probabilistic conclusions from degrees of beliefs, or from hypothetical premises relevant to a purpose at hand, and as often about revising or updating degrees of belief. This Element also covers new formulations of dual-process theories of the mind, stating that there are two types of mental processing, one rapid and intuitive and shared with other animals, and the other slow and reflective and more characteristic of human beings. Why is the world orderly, and how does this order come to be? Human beings inhabit a multitude of apparently ordered systems—natural, social, political, economic, cognitive, and others—whose origins and purposes are often obscure. In the eighteenth century, older certainties about such orders, rooted in either divine providence or the mechanical operations of nature, began to fall away. In their place arose a new appreciation for the complexity of things, a new recognition of the world’s disorder and randomness, new doubts about simple relations of cause and effect—but with them also a new ability to imagine the world’s orders, whether natural or manmade, as self-organizing.
