The terrorist attacks of September 11, 2001 heightened awareness about the vulnerability to terrorist attack of all modes of transportation. Port security has emerged as a significant part of the overall debate on U.S. homeland security. The U.S. maritime system consists of more than 300 sea and river ports with more than 3,700 cargo and passenger terminals. However, a large fraction of maritime cargo is concentrated at a few major ports. Most ships calling at U.S. ports are foreign owned with foreign crews. Container ships have been the focus of much of the attention on seaport security because they are particularly vulnerable to terrorist infiltration. More than 6 million marine containers enter U.S. ports each year. While the Customs Service analyses cargo information to target specific shipments for closer inspection, it physically inspects only about 2 per cent of the containers. This new book examines the security legislation, which can have significant implications for public safety, the war on terrorism, the U.S. and global economy and federal, state and local homeland security responsibilities. Why have there been no terrorist attacks in the United States since 9/11? It is ridiculously easy for a single person with a bomb-filled backpack, or a single explosives-laden automobile, to launch an attack. So why hasn't it happened? The answer is surely not the Department of Homeland Security, which cannot stop terrorists from entering the country, legally or otherwise. It is surely not the Iraq war, which has stoked the hatred of Muslim extremists around the world and wasted many thousands of lives. Terrorist attacks have been regular events for many years -- usually killing handfuls of people, occasionally more than that. Is it possible that there is a simple explanation for the peaceful American home front? Is it possible that there are no al-Qaeda terrorists here? Is it possible that the war on terror has been a radical overreaction to a rare event? Consider: 80,000 Arab and Muslim immigrants have been subjected to fingerprinting and registration, and more than 5,000 foreign nationals have been imprisoned -- yet there has not been a single conviction for a terrorist crime in America. A handful of plots -- some deadly, some intercepted -- have plagued Europe and elsewhere, and even so, the death toll has been modest. Much, probably most, of the money and effort expended on counterterrorism since 2001 (and before, for that matter) has been wasted. The terrorism industry and its allies in the White House and Congress have preyed on our fears and caused enormous damage. It is time to rethink the entire enterprise and spend much smaller amounts on only those things that do matter: intelligence, law enforcement, and disruption of radical groups overseas. Above all, it is time to stop playing into the terrorists' hands, by fear-mongering and helping spread terror its.

The conference was an extraordinarily enjoyable one, and we would like to take this opportunity of thanking all participants for helping to make it so. The conference was intended to allow scholars working on different aspects of symbolic behaviour to compare findings, to look for common ground, and to identify differences between the various areas. We hope that it was successful in these aims: the assiduous reader may judge for himself. Several themes emerged during the course of the conference. Some of these were: 1. There is a distinction to be made between those symbol systems which attempt, more or less directly, to represent a state of affairs in the world (e. g. language, drawing, map and navigational skill) and those in which the representational function is complemented, if not overshadowed, by properties of the symbol system itself, and the systematic inter-relations that symbols can have to one another (e. g. music, mathematics). The distinction is not absolute, for the nature of all symbolic skills is, in part, a function of the structure of the symbolic system employed. Nonetheless, this distinction helps us to understand some common acquisition difficulties, such as that experienced in mathematics, where mental manipulation of symbols can go awry if a child assumes too close a correspondence between mathematical symbols and the world they represent. 2.

Nebuchadnezzar I (r. 1125-1104) was one of the more significant and successful kings to rule Babylonia in the intervening period between the demise of the Kassite Dynasty in the 12th century at the end of the Late Bronze Age, and the emergence of a new, independent Babylonian monarchy in the last quarter of the 7th century. His dynamic reign saw Nebuchadnezzar active on both domestic and foreign fronts. He tended to the needs of the traditional cult sanctuaries and their associated priesthoods in the major cities throughout Babylonia and embarked on military campaigns against both Assyria in the north and Elam to the east. Yet later Babylonian tradition celebrated him for one achievement that was little noted in his own royal inscriptions: the return of the statue of Marduk, Babylon’s patron deity, from captivity in Elam. The Reign of Nebuchadnezzar reconstructs the history of Nebuchadnezzar I’s rule and, drawing upon theoretical treatments of historical and collective memory, examines how stories of his reign were intentionally utilized by later generations of Babylonian scholars and priests to create an historical memory that projected their collective identity and reflected Marduk’s rise to the place of primacy within the Babylonian pantheon in the 1st millennium BCE. It also explores how this historical memory was employed by the urban elite in discourses of power. Nebuchadnezzar I remained a viable symbol, though with diminishing effect, until at least the 3rd century BCE, by which time his memory had almost entirely faded. This study is a valuable resource to students of the Ancient Near East and Nebuchadnezzar, but is also a fascinating exploration of memory creation and exploitation in the ancient world.

Dental colleagues who are certainly well-experienced but at times under-appreciated and often over-worked; nurses, technicians, therapists and hygienists can use CUSPID to achieve their ECPD goals. By answering the 650 multiple choice questions and participating in Peer Review, some 80 hours of ECPD can be claimed and verified by completing the certificates and log sheets at the end of each of the 5 chapters. For dentists, this forms the core of the ECPD required by the GDC: 80 hours out of the 100 hours required in the 5 year ECPD cycle. For other dental registrants, by using CUSPID; the ECPD achieved can significantly exceed the 75 hours required for clinical technicians, hygienists and therapists, or the 50 hours required for technicians and nurses to complete their respective 5 year ECPD cycles, securing their registration with the GDC. Carrying out the reflective reviews at the end of each chapter forms the foundation upon which a Professional Development Portfolio can be based, adding further to the ECPD totals which can be gained from CUSPID. In addition to ECPD, learning from CUSPID provides an opportunity to achieve a solid working knowledge of the safety critical disciplines required for safe clinical practise. Using both volumes of CUSPID ensures you are not only working safely, you are doing so in accordance with the most recent evidence based clinical guidelines; in line with the GDC's requirements for ECPD for every dental professional from August 1st 2018 onwards.

Flynn, a prolific writer, columnist for the New Republic, Harper's Magazine, and Collier's Weekly, radio commentator, and political activist, was described by the New York Times in 1964 as “a man of wide-ranging contradictions.” In this new biography of Flynn, John E. Moser fleshes out his many contradictions and profound influence on U.S. history and political discourse. In the 1930s, Flynn advocated extensive regulation of the economy, the breakup of holding companies, and heavy taxes on the wealthy. A mere fifteen years later he was denouncing the New Deal as “creeping socialism,” calling for an abolition of the income tax, and hailing Senator Joseph McCarthy and his fellow anticommunists as saviors of the American Republic. Yet throughout his career he insisted that he had remained true to the principles of liberalism as he understood them. It was America's political culture that changed, he argued, and not his values and views. Drawing on Flynn’s life and his prolific writings, Moser illuminates how liberalism in America changed during the mid-twentieth century and considers whether Flynn’s ideological odyssey was the product of opportunism, or the result of a set of deep-seated principles that he championed consistently over the years. In addition, Right Turn examines Flynn’s role in laying the foundations for the “culture war” that would be played out in American society for the rest of the century, helping to define modern American conservatism.

In seeking to evaluate the efficacy of post-9/11 homeland security expenses--which have risen by more than a trillion dollars, not including war costs--the common query has been, "Are we safer?" This, however, is the wrong question. Of course we are "safer"--the posting of a single security guard at one building's entrance enhances safety. The correct question is, "Are any gains in security worth the funds expended?" In this engaging, readable book, John Mueller and Mark Stewart apply risk and cost-benefit evaluation techniques to answer this very question. This analytical approach has been used throughout the world for decades by regulators, academics, and businesses--but, as a recent National Academy of Science study suggests, it has never been capably applied by the people administering homeland security funds. Given the limited risk terrorism presents, expenses meant to lower it have for the most part simply not been worth it. For example, to be considered cost-effective, increased American homeland security expenditures would have had each year to have foiled up to 1,667 attacks roughly like the one intended on Times Square in 2010--more than four a day. Cataloging the mistakes that the US has made--and continues to make--in managing homeland security programs, Terror, Security, and Money has the potential to redirect our efforts toward a more productive and far more cost-effective course.

In answer to Lord Kitcheners appeal, in late August and September 1914 many men joined Alexandras Princess of Waless Own Yorkshire Regiment, better known as The Green Howards. Recruits came from around the Middlesbrough area and the ironstone mines on the North Yorkshire moors, while others came from the East Durham coalfield and the Durham City area. The 8th and 9th Battalions left the Regimental Depot in Richmond in late September and moved to Frensham on the Hampshire/Surrey border, where they trained hard until bad weather forced a move to barracks in Aldershot. They arrived on the Somme front at the end of June 1916, but were not involved in the fighting until 5 July, when the 9th Battalion captured Horseshoe trench and Lieutenant Donald Simpson Bell won the VC when he destroyed a German machine gun position. On 10 July both battalions took part in the capture of Contalmaison, a village that had been a first day objective. A second VC was awarded posthumously to Private William Short of the 8th Battalion during the fighting in Munster Alley in August 1916. The next year found the 23rd Division in the Ypres Salient, where they were in and out of the line until June 1917 when they took part in the Battle of Messines and the 8th Battalion had the honor of taking Hill 60. In November 1917 the division was sent to Italy to bolster the hard-pressed Italian Army, but the 9th Battalion returned to France in 1918 where they fought until the Armistice. The 8th Battalion stayed on in Italy and fought at the crossing of the Piave and Vittorio Veneto, which brought the war to an end in Italy.
