It also analyzes the philosophical standpoint of the idea of the armed citizen and its relationship to freedom. A freeman with a gun, an armed citizenry means a free country The book also does a thorough job of examining other countries and other philosophical aspects of arming the citizenry. This book clearly defines the Militias in other countries. It touches on China and the Soviet Union and their philosophy as well. The book is extremely readable and would be advised reading for anyone from high school to grad school. Those interested in history political science or current events will find this book a must for their personal library.

Enhancing the productivity of agriculture is vital for Sub-Saharan Africa's economic future and is one of the most important tools to end extreme poverty and boost shared prosperity in the region. How governments elect to spend public resources has significant development impact in this regard. Choosing to catalyze a shift toward more effective, efficient, and climate-resilient public spending in agriculture can accelerate change and unleash growth. Not only does agricultural public spending in Sub-Saharan Africa lag behind other developing regions but its impact is vitiated by subsidy programs and transfers that tend to benefit elites to the detriment of poor people and the agricultural sector itself. Shortcomings in the budgeting processes also reduce spending effectiveness. In light of this scenario, addressing the quality of public spending and the efficiency of resource use becomes even more important than addressing only the level of spending. Improvements in the policy environment, better institutions, and investments in rural public goods positively affect agricultural productivity. These, combined with smarter use of public funds, have helped lay the foundations for agricultural productivity growth around the world, resulting in a wealth of important lessons from which African policy makers and development practitioners can draw. Most African countries strive for both poverty reduction and sustainable land management, yet information on the exact relationship between these goals is limited. This report seeks to fill the gap by demonstrating a strong linkage between poverty and land management. Using Uganda as a case study, the authors show that certain policies, such as investments in soil and water conservation and agroforestry, may simultaneously increase productivity and reduce poverty and land degradation. Other strategies, including development of rural roads, non-farm activities, and rural finance, may reduce poverty without significantly affecting productivity or land management. Some policies, however, will likely involve trade-offs among different goals and will need to have their negative impacts minimized. Those in government, NGOs, the private sector, or academia who are concerned about sustainably reducing poverty in Sub-Saharan Africa will benefit from this analysis of how to pursue these key development goals.

Situated on the banks of the Usumacinta River in northwestern Guatemala, Piedras Negras is an important Maya site known for its carved monuments and panels. Between 1931 and 1938 the University Museum conducted research at Piedras Negras, excavating the site core, producing an excellent site map, and documenting architectural developments to an unprecedented standard. Project member Tatiana Proskouriakoff revolutionized Maya historiography with her architectural reconstructions and visionary synthesis of the position and dating of texts and monuments at the site. Innovative excavation methods included test pitting, probing in more modest structures, and the identification of new building types such as sweat baths. More importantly, the Piedras Negras project developed the logistical and methodological criteria that are now standard in the field. Fewer than a dozen copies of the preliminary papers were issued between 1933 and 1936; the later descriptive and interpretive essays of the architecture series have likewise become rare. Piedras Negras Archaeology, 1931-1939 reintroduces to the scholarly community and public these pioneering works, meticulously scanned and edited from the fragile originals, with all the maps, tables, line art, and photographs from the initial reports, and an interpretive essay and index for modern readers.
