Though antebellum Louisiana shared the rest of the South's commitment to slavery and cotton, the presence of a substantial sugarcane industry, large Creole and Catholic populations, numerous foreign and northern immigrants, and the immense city of New Orleans made it perhaps the most unsouthern of southern states. John M. Sacher's A Perfect War of Politics explores why Louisiana joined its neighbors in seceding from the Union in early 1861 and offers the first comprehensive study of the state's antebellum political parties and their interaction with the electorate. Sacher shows that, although civic participation expanded beyond the elite from 1824 to 1861, Louisiana remained a "white men's democracy." Ultimately, he explains, an obsession with defending white men's liberty led Louisiana's politicians to support secession. Sacher's welcome study provides a fresh, grass-roots perspective on the political causes of the Civil War and confirms the dominant role regional politics played in antebellum Louisiana.

Field experiments -- randomized controlled trials -- have become ever more popular in political science, as well as in other disciplines, such as economics, social policy and development. Policy-makers have also increasingly used randomization to evaluate public policies, designing trials of tax reminders, welfare policies and international aid programs to name just a few of the interventions tested in this way. Field experiments have become successful because they assess causal claims in ways that other methods of evaluation find hard to emulate. Social scientists and evaluators have rediscovered how to design and analyze field experiments, but they have paid much less attention to the challenges of organizing and managing them. Field experiments pose unique challenges and opportunities for the researcher and evaluator which come from working in the field. The research experience can be challenging and at times hard to predict. This book aims to help researchers and evaluators plan and manage their field experiments so they can avoid common pitfalls. It is also intended to open up discussion about the context and backdrop to trials so that these practical aspects of field experiments are better understood. The book sets out ten steps researchers can use to plan their field experiments, then nine threats to watch out for when they implement them. There are cases studies of voting and political participation, elites, welfare and employment, nudging citizens, and developing countries.

And why would James McCune Smith, the most educated black man in the country, link arms with John Brown, a bankrupt entrepreneur, along with the others? Distinguished by their interracial bonds, they shared a millennialist vision of a new world where everyone was free and equal. As the nation headed toward armed conflict, these men waged their own war by establishing model interracial communities, forming a new political party, and embracing violence. Their revolutionary ethos bridged the divide between the sacred and the profane, black and white, masculine and feminine, and civilization and savagery that had long girded western culture. In so doing, it embraced a malleable and "black-hearted" self that was capable of violent revolt against a slaveholding nation, in order to usher in a kingdom of God on earth. In tracing the rise and fall of their prophetic vision and alliance, Stauffer reveals how radical reform helped propel the nation toward war even as it strove to vanquish slavery and preserve the peace.

An Old Creed for the New South:Proslavery Ideology and Historiography, 1865–1918 details the slavery debate from the Civil War through World War I. Award-winning historian John David Smith argues that African American slavery remained a salient metaphor for how Americans interpreted contemporary race relations decades after the Civil War. Smith draws extensively on postwar articles, books, diaries, manuscripts, newspapers, and speeches to counter the belief that debates over slavery ended with emancipation. After the Civil War, Americans in both the North and the South continued to debate slavery’s merits as a labor, legal, and educational system and as a mode of racial control. The study details how white Southerners continued to tout slavery as beneficial for both races long after Confederate defeat. During Reconstruction and after Redemption, Southerners continued to refine proslavery ideas while subjecting blacks to new legal, extralegal, and social controls. An Old Creed for the New South links pre– and post–Civil War racial thought, showing historical continuity, and treats the Black Codes and the Jim Crow laws in new ways, connecting these important racial and legal themes to intellectual and social history. Although many blacks and some whites denounced slavery as the source of the contemporary “Negro problem,” most whites, including late nineteenth-century historians, championed a “new” proslavery argument. The study also traces how historian Ulrich B. Phillips and Progressive Era scholars looked at slavery as a golden age of American race relations and shows how a broad range of African Americans, including Booker T. Washington and W. E. B. Du Bois, responded to the proslavery argument. Such ideas, Smith posits, provided a powerful racial creed for the New South. This examination of black slavery in the American public mind—which includes the arguments of former slaves, slaveholders, Freedmen's Bureau agents, novelists, and essayists—demonstrates that proslavery ideology dominated racial thought among white southerners, and most white northerners, in the five decades following the Civil War.

The abolitionists of the mid-nineteenth century have long been painted in extremes--vilified as reckless zealots who provoked the catastrophic bloodletting of the Civil War, or praised as daring and courageous reformers who hastened the end of slavery. This is the first full-length biography of New York surgeon and social activist Stephen Smith (1823–1922), who was appointed to fifty years of public service by three mayors, seven governors, and two U.S. presidents. The book presents the complex life of Stephen Smith, a consistent figure in the history of public health, mental health, housing reform in New York, and even urban reforestation. Utilizing Smith’s writings, public records, and recently discovered personal correspondence, this research shows how Smith succeeded where others failed. It also acknowledges that Smith was unsuccessful in convincing his fellow professionals to fight for a cabinet level public health department or to resist the rise of custodial care for the mentally impaired. Published in Wisconsin's Sesquicentennial year, this fourth volume in The History of Wisconsin series covers the twenty tumultuous years between the World's Columbian Exposition and the First World War when Wisconsin essentially reinvented itself, becoming the nation's "laboratory of democracy." The period known as the Progressive Era began to emerge in the mid-1890s. A sense of crisis and a widespread clamor for reform arose in reaction to rapid changes in population, technology, work, and society. Wisconsinites responded with action: their advocacy of women's suffrage, labor rights and protections, educational reform, increased social services, and more responsive government led to a veritable flood of reform legislation that established Wisconsin as the most progressive state in the union. As governor and U.S. Senator from Wisconsin, Robert M. La Follette, Sr., was the most celebrated of the Progressives, but he was surrounded by a host of pragmatic idealists from politics, government, and the state university. Although the Progressives frequently disagreed over priorities and tactics, their values and core beliefs coalesced around broad-based participatory democracy, the application of scientific expertise to governance, and an active concern for the welfare of all members of society-what came to be known as "the Wisconsin Idea.
Since the eighteenth century when natural historians created the idea of distinct racial categories, scientific findings on race have been a double-edged sword. For some antiracists, science holds the promise of one day providing indisputable evidence to help eradicate racism. On the other hand, science has been enlisted to promote racist beliefs ranging from a justification of slavery in the eighteenth century to the infamous twentieth-century book, The Bell Curve, whose authors argued that racial differences in intelligence resulted in lower test scores for African Americans.
