Where Have All the Flowers Gone tells the tale of war soldiering and coming home—the story of the Vietnam War as seen by one soldier. Being a soldier in Vietnam left an indelible impression on John Guinane. A Vietnam Vet, John visited a hospital on June 4, 2012, for a checkup. A male nurse was taking his blood. He was about forty years old, a college graduate who had majored in Journalism. He asked John what he was doing with his life. John told him he was writing a book about Vietnam and had just finished a chapter on the My Lai Massacre. The young man had never heard of the My Lai massacre. This was the only incentive John needed to finish the tale about his life. Where Have All the Flowers Gone is an unbiased and concise summary of the Vietnam conflict, written in the hopes that a young reader would gain some knowledge and a better understanding of this tragic period in American history. Why would anybody wish to write about Vietnam? “Because as Santayana has warned: “Those who do not learn from history are condemned to repeat it.” And this nation—great as it is—¬cannot afford another Vietnam.

The book examines a period when football underwent a seismic and ineradicable change brought about by the determination of the Victorian Football League to wrest control of the game's development and destiny from the various state controlling bodies and the Australian Football Council. Whereas the VFL had initially been the first among equals, it gradually assumed the role of the sole and undisputed guardian of the code. The AFC, once football's ostensible national controlling body, became an irrelevance. Instead of a national sport with a national remit we ended up with an expanded VFL with a majority of Victorian member clubs supplemented by a token sprinkling of teams from interstate. Such teams were in most cases created from scratch and could in no way be said to derive directly from the states' unique and distinctive football traditions and culture. For some, it was a brave new world, but evolution does not inevitably entail improvement.

Under the rule, ME are to be reduced from a baseline of 48 tons/yr. to 38 tons in 2010 & to 15 tons in 2018. The ME target for 2010 is based on the level of ME achievable with technol. for controlling other pollutants -- which also capture some mercury -- because it believed emerging mercury controls had not been adequately demonstrated. This report: describes the use, availability, & effectiveness of technol. to reduce ME at power plants; & identifies the factors that influence the cost of these technol. & reports on available cost estimates. Fed. law requires certain facilities that manufacture, process, or use any of 581 toxic chemicals to report annually to EPA and their state on the amount of those chemicals released into the air, water, or soil. It also requires EPA to make this info. publicly available. Facilities must either: submit a detailed TRI Form R for each designated chemical used in excess of certain thresholds; or file a simpler Form A certifying that they need not do so. To reduce co. burden, EPA issued a Dec. 2006 rule to expand Form A eligibility for certain facilities and chemicals. This report analyzed: (1) how EPA and others use TRI data; (2) whether EPA followed internal guidelines in developing its rule; and (3) the rule¿s impact on info. avail. to the public.
