The role of elites vis-&à-vis the mass public in the construction and successful functioning of democracy has long been of central interest to political theorists. In Silence and Democracy, John Zumbrunnen explores this theme in Thucydides&’ famous history of the Peloponnesian War as a way of focusing our thoughts about this relationship in our own modern democracy. In Periclean Athens, according to Thucydides, &“what was in name a democracy became in actuality rule by the first man.&” This political transformation of Athenian political life raises the question of how to interpret the silence of the demos. Zumbrunnen distinguishes the &“silence of contending voices&” from the &“collective silence of the demos,&” and finds the latter the more difficult and intriguing problem. It is in the complex interplay of silence, speech, and action that Zumbrunnen teases out the meaning of democracy for Thucydides in both its domestic and international dimensions and shows how we may benefit from the Thucydidean text in thinking about the ways in which the silence of ordinary citizens can enable the domineering machinations of political elites in America and elsewhere today.

Paul's discipleship agenda was defined by his native Jewish apocalyptic worldview. John Goodrich investigates the origin of this metaphor in light of ancient regal, municipal and private administration, initially examining the numerous domains in which oikonomoi were appointed in the Graeco-Roman world, before situating the image in the private commercial context of Roman Corinth. Examining the social and structural connotations attached to private commercial administration, Goodrich contemplates what Paul's metaphor indicates about apostleship in general terms as well as how he uses the image to defend his apostolic rights. He also analyses the purpose and limits of Paul's authority - how it is constructed, asserted and contested - by examining when and how Paul uses and refuses to exercise the rights inherent in his position.

But as John C. Hennen shows in this piercing analysis of early-twentieth-century American political culture, from 1916 to 1925 "Americanization" became the theme—indeed, the script—not only of West Virginia but of the entire nation. Hennen's interdisciplinary work examines a formative period in West Virginia's modern history that has been largely neglected beyond the traditional focus on the coal industry. Hennen looks at education, reform, and industrial relations in the state in the context of war mobilization, postwar instability, and national economic expansion. The First World War, he says, consolidated the dominant positions of professionals, business people, and political capitalists as arbiters of national values. These leaders emerged from the war determined to make free-market business principles synonymous with patriotic citizenship. Americanization, therefore, refers less to the assimilation of immigrants into the national mainstream than to the attempt to encode values that would guarantee a literate, loyal, and obedient producing class. To ensure that the state fulfilled its designated role as a resource zone for the perceived greater good of national strength, corporate leaders employed public relations tactics that the Wilson administration had refined to gain public support for the war. Alarmed by widespread labor activism and threatened by fears of communism, the American Constitutional Association in West Virginia, one of dozens of similar organizations nationwide, articulated principles that identified the well-being of business with the well-being of the country. With easy access to teacher training and classroom programs, antiunion forces had by 1923 rolled back the wartime gains of the United Mine Workers of America. Middle-class voluntary organizations like the American Legion and the West Virginia Federation of Women's Clubs helped implant mandated loyalty in schoolchildren. Far from being isolated during America's transformation into a world power, West Virginia was squarely in the mainstream. The state's people and natural resources were manipulated into serving crucial functions as producers and fuel for the postwar economy. Hennen's study, therefore, is a study less of the power or force of ideas than of the importance of access to the means to transmit ideas. The winner of the1995 Appalachian Studies Award is a significant contribution to regional studies as well as to our understanding of American culture during and after World War I.

In recent years, the rapidly growing field of community participation has promised to give people formerly excluded from decision making an influential voice about issues that affect their lives. Inclusive processes implemented in the United States and internationally have certainly given community members new opportunities to participate and be involved, but how effective are these processes in promoting the voice and influence of the people who have historically been excluded the most--the poorest, least educated, and most marginalized residents in communities? Of the various participants who have "a seat at the table," whose voices are influential, whose aren't, and why? This book summarizes how five community partnerships, working with a team of researchers, attempted to answer these critical questions. Investigating 10 cases--two from each community partnership--the study tracks the ideas of everyone involved and reveals how and why the ideas of marginalized and ordinary residents were far less likely to be influential than those of people with more clout, resources, or acknowledged expertise. Finally, the authors explain how and why these influence inequities can be overcome, providing readers with practical, evidence-based tools to help them do so. The book should be helpful to readers involved in any form of active community participation, from participatory research to civic engagement, deliberative democracy, and community initiatives.
