This book examines US economic history to demonstrate how the applications of laws are uncertain, affected by changing political and economic conditions as well as by legislators’ perceptions and the ability or willingness of bureaucracies to enforce laws. The two cases developed in this book revolve around William McChesney Martin, Jr., who helped apply (i) the 1930s Securities Acts as president of the New York Stock Exchange and (ii) the Federal Reserve Act in the Keynesian era unforeseen by that Act. As chairman of the New York Stock Exchange, Martin served as private regulator of firms listed on the Exchange—itself a publicly regulated entity. As chairman of the Federal Reserve, he then served as a public regulator. This book thus offers an innovative approach to understanding and examining the various issues and incentives facing each of the three parties: regulated, private regulator, and public regulator.

This important and provocative book explains the persistence of hunger, poverty, and the lack of balanced development in many countries and the central role of agriculture in economic development. Most theories of agricultural development are based on the experiences of western Europe and the United States while the two models for successful "late development" have been Japan and the Soviet Union. This book surveys the evolution of agriculture under colonialism in Latin America, Africa, and Asia and concludes that this long period distorted the development prospects for these areas and retarded the production of food. Under strong state capitalist governments, a few underdeveloped countries have broken the colonial patterns of development. However, other post-revolutionary societies are having far less success because of economic blockades and outside military intervention. While the primary focus of the book is on the short-run problems of inequality, the author examines the long-run ecological and resource constraints to a sustainable food system and raising the standard of living in the underdeveloped world.

In the space of a few hours on the night of April 2, 1865, Richmond, the Confederate capital, was evacuated and burned, the government fled, slavery was finished in North America, Union forces entered the city and the outcome of the Civil War was effectively sealed. No official documents tell the story because the Confederate government was on the run. First there were newspaper accounts--mostly confused--then history books based on those accounts. But much of what we know about the fall of Richmond comes from "eyewitnesses" like Confederate Navy Secretary Stephen Mallory, whose tale became history. A great deal of what has been presented over the years by historians has been plagiarized, invented or misconstrued, and nearly all we have learned of Jefferson Davis's flight from Richmond to Danville is wrong. This book closely examines all relevant source material--much of it newly discovered by the author--as well as the writers, diarists and eyewitnesses themselves, and constructs a minutely detailed new account that comes closer to what Abraham Lincoln had in mind when he said, "History is not history unless it is the truth.
