This effort constitutes the most comprehensive and authoritative work to date on the history of the International Bank for Reconstruction and Development, or the World Bank. Author-editors John Lewis, Richard Webb, and Devesh Kapur chronicle the evolution of this institution and offer insights into its successes, failures, and prospects for the future. The result of their intense labors is an invaluable resource for other researchers and a fascinating study in its own right. The work is divided into two volumes. The first is organized thematically and examines the critical events and policy issues in the World Bank's development over the last fifty years. Chapter topics include poverty alleviation, structural adjustment lending, environmental programs, the International Finance Corporation (IFC), the International Development Association (IDA), and the evolution of the Bank as an institution. The second volume contains case studies written by experts with experience in the various regions in which the Bank operates. There are chapters on the Bank's activities in Korea, Mexico, Africa, South Asia, and Eastern Europe. Volume 2 also contains essays on the World Bank's relationship with the United States, Japan, and Western Europe, and its partnership with the International Monetary Fund (IMF). By special arrangement, the authors have had wide-ranging access to confidential documents at the World Bank, making this work a unique source of information on the internal workings of this critical institution. They have also drawn on extensive interviews with current and past Bank officials. Moreover, publication could not be more timely, coming as it does when many in the development community and in the U.S. Congress are questioning the Bank's track record and even its reason for existence. During the course of the project, John P. Automatic offers an innovative new way to think about how Americans can save for retirement. Over the past quarter century, America's pension system has shifted away from defined benefit plans and toward defined contribution savings programs such as 401(k)s and IRAs. There is much to be done to improve the defined contribution system. Many workers fail to participate and those who do often contribute too little, invest the funds poorly, and are not adequately prepared to manage funds while in retirement. To resolve these problems, the authors propose that employees should be automatically enrolled into a 401(k) plan when they are hired, with the right to opt out, change the amount that they contribute, or change investment choices if they choose. If the employer does not sponsor a 401(k) or similar retirement plan, they would be enrolled in a payroll deduction Automatic IRA. This vision of a transformed defined contribution system incorporates key positive features of defined benefit plans to improve retirement security. Employess contributions would increase over time, their investments would benefit from professional management and rebalancing, and they would receive lifetime income upon retirement. These automatic features will make the 401(k) and similar plans a more effective tool for retirement saving, and they can be extended to the many workers who do not currently have access to an employer plan. In Automatic, the authors present proposals to implement automatic features in all phases of the 401(k) and in IRAs for workers with no employer plan. They also draw from the experience of countries that have implemented automatic saving structures.

Sir John French had been appointed Chief of the Imperial General Staff (CIGS) in March 1912 and was promoted Field Marshal in June 1913. Following the Curragh incident in March 1914 he was forced to resign, nevertheless when war broke out he was given command of the BEF; he was nearly sixty-two years of age. Critics have argued that French's military experience, ability, acumen and temperament showed he was unfitted for such a command. Certainly his moods swung like a pendulum from over-optimism to deepest gloom. He was convinced during the retreat from Mons that disaster was inevitable, to the point that Kitchener had to come out and stiffen his resolve. In May 1915 he sacked Smith-Dorrien, commanding Second Army, among other things for making a stand at Le Cateau, (26/27 August 1914) having previously commended him for his action (see Despatch dated 7 Sep 1914). Following the unsuccessful attack on Aubers Ridge in May 1915, as a means of bringing pressure to bear on the government he revealed details of what he held to be the scandal of ammunition shortages to the military correspondent of The Times, and the ensuing article played a significant part in the decision to form a coalition government. The failure of the Loos offensive, the culmination of a year of failures, was the final nail in the coffin, especially as there was a sharp disagreement between French and Haig (commanding First Army which fought the battle) about the former's handling of the reserve. French claimed in his despatch dated 15 Oct 1915 that he had put the 21st and 24th Divisions from GHQ reserve at Haig's disposal at 0930 25th September and the Guards Division on the morning of the 26th. Haig formally protested that these statements were incorrect, that these divisions did not come under his command till later than stated and he wished that fact to be placed on record. In December 1915 This book contains eight despatches. The first, dated 7th Sep covers the arrival of the BEF in France, the Battle of Mons and the retreat to 28th Aug. The second takes the story on to 10th Sep describing the Battle of the Marne and the advance to the Aisne. The next despatch deals with the Battle of the Aisne and, of especial interest to medallists, is accompanied by the complete list, by regiments, of all Mentioned in Despatches since the beginning of the war. Subsequent despatches cover 1st Ypres, the Winter Campaign, Neuve Chapelle, 2nd Ypres (German gas attack) and Loos with three more lists of MiD awards totalling some 360 pages.

The South Carolina 3rd Artillery Battalion, also known as the Palmetto Battalion, was organized in December, 1861. Its members were from the counties of Allendale, Richland, Charleston, Georgetown, and Kershaw. For some time the unit served in the Department of South Carolina, Georgia, and Florida, but the companies were frequently detached. Companies A, D, E, G, H, I, and K took part in the battles in and around Charleston. Companies A, G, H, I, and K were included in the surrender of the Army of Tennessee. Companies D, E, and F disbanded after the evacuation of Charleston. Company B fought at Jackson, then saw action in the Atlanta, Tennessee, and North Carolina Campaigns. It surrendered on April 26, 1865. Company C fought at Charleston, Jackson, and Chickamauga, then served at Mobile and surrendered in May, 1865.
