On September 5th, 2018, the New York Times published an anonymous editorial: “Many Trump appointees have vowed to do what we can to preserve our democratic institutions while thwarting Mr. Trump’s more misguided impulses until he is out of office..... The root of the problem is the president’s amorality.” Trump’s behavior is dangerously unpredictable. He is the epitome of the Anomic Personality, whose major trait is unlimited striving. He shares in the symptom clusters of The Dark Tetrad: Aggressive Narcissism, Machiavellianism, Psychopathy and Sadism. His behavior and his own quotes convince us of the dangers of his continuance in office. Like other oligarchs, he seeks sex, money and power. Faced with charges by the Mueller and five other investigations, he lashed out by creating an “emergency,” a 35-day government shutdown. How Trump won, and why his base voted for him is explained in terms of U.S. history, national character, social-class differences in child rearing, inequality, and blind attachment (which may be in our DNA due to early Cro-Magnon parental hypervigilance for fear of predators). The United Nations IPCC Report tells us that we have only twelve more years in which to reverse global warming. After that time it will be irreversible! Can we let a president who doesn’t believe in climate change use up another six years, or one half, of our “chance of survival” time?

The delays in publication of the second volume are the result of reorganization of the American Solar Energy Society, and the negotiation of a new publishing arrangement. Beginning with this volume, Advances is now published jointly by the Society and Plenum Press. The Editorial Board has been enlarged to be more representative of the different fields of solar energy conversion. Production of Advances is being expedited through the use of modern word processing equipment and the 'lEX typesetting-editing program. We have gone to a single-column format to ease the problems of presenting long equations, and we expect that the user of the volume will find it easy to read. This book is the result of a research project carried out for the Committee of the Regions and analyses the 'state of play' of democratic practice at the subnational level in all of the European Member states. Its initial hypothesis was that liberal democracy is closely associated with the rise of the nation state in the 19th century. The nation state, however, has been significantly changing under the impact of various forces including globalization and regionalization, internal reforms of the public administration system such as privatization and deregulation, and the emergence of regions and local authorities as actors in their own rights. these changes pose challenges for the practice of democracy and, in particular, for its expression at the regional and local level. The book deals with the theoretical implications of these changes in terms of the changing nature of the state and new regionalism. However, one of the key findings is that there is no one uniform meaning of democracy across member states and there are variations even within a single state depending on whether the national or subnational levels are considered. Each country chapter gives the historical and philosophical background to the concept of democracy in each country. There is also an exposition of the institutional expression of democracy at the different levels. With regard to the practice of democracy at the subnational level, the role of pressure groups and policy networks is examined as well as the role of political parties. There is a survey of critiques of subnational democracy. Finally, there is a survey of innovative approaches to improving regional and local democracy through a variety of mechanisms and reforms as ways of responding to the challenge and opportunities facing it today

This book focuses on such development in the context of localism in the UK. It strips the principle of local sustainability down to its constituent parts and considers the extent to which it can be said to be central to local life. As part of this, it presents the case for the importance of accountability and citizen participation in achieving objectives aligned with sustainability, and illustrates the relationships that these principles share. On this foundation, it evaluates local government in the UK, as well as examples of community-led regeneration initiatives and bodies, and seeks to determine both the nature of their pursuit of sustainability and the extent to which accountability and citizen participation play a part in that pursuit. It shows that local sustainability is enhanced by accountability and citizen participation; those principles ensuring that local people can be central to the process. Whilst its evaluations of local democratic systems in the UK reveal certain issues as regards the extent to which this is reflected in practice, it at least demonstrates an enthusiasm and awareness of the important role that accountability and citizen participation can play in the process of local sustainability. The book is aimed at legal academics, with relevance also to students in law, environmental politics and sustainable development, as well as those working in government policy and political practice.
