Horace King (1807-1885) built covered bridges over every large river in Georgia, Alabama, and eastern Mississippi. That King, who began life as a slave in Cheraw, South Carolina, received no formal training makes his story all the more remarkable. This is the first major biography of the gifted architect and engineer who used his skills to transcend the limits of slavery and segregation and become a successful entrepreneur and builder. John S. Lupold and Thomas L. French Jr. add considerably to our knowledge of a man whose accomplishments demand wider recognition. As a slave and then as a freedman, King built bridges, courthouses, warehouses, factories, and houses in the three-state area. The authors separate legend from facts as they carefully document King's life in the Chattahoochee Valley on the Georgia-Alabama border. We learn about King's freedom from slavery in 1846, his reluctant support of the Confederacy, and his two terms in Alabama's Reconstruction legislature. In addition, the biography reveals King's relationship with his fellow (white) contractors and investors, especially John Godwin, his master and business partner, and Robert Jemison Jr., the Alabama entrepreneur and legislator who helped secure King's freedom. The story does not end with Horace, however, because he passed his skills on to his three sons, who also became prominent builders and businessmen. In King's world few other blacks had his opportunities to excel. King seized on his chances and became the most celebrated bridge builder in the Deep South. Following the Drums: African American Fife and Drum Music in Tennessee is an epic history of a little-known African American instrumental music form. John M. Shaw follows the music from its roots in West Africa and early American militia drumming to its prominence in African American communities during the time of Reconstruction, both as a rallying tool for political militancy and a community music for funerals, picnics, parades, and dances. Carefully documenting the music's early uses for commercial advertising and sports promotion, Shaw follows the strands of the music through the nadir of African American history during post-Reconstruction up to the form's rediscovery by musicologists and music researchers during the blues and folk revival of the late 1960s and early 1970s. Although these researchers documented the music, and there were a handful of public performances of the music at festivals, the story has a sad conclusion. Fife and drum music ultimately died out in Tennessee during the early 1980s. William Hannibal Thomas (1843–1935) served with distinction in the U.S. Colored Troops in the Civil War (in which he lost an arm) and was a preacher, teacher, lawyer, state legislator, and journalist following Appomattox. In many publications up through the 1890s, Thomas espoused a critical though optimistic black nationalist ideology. After his mid-twenties, however, Thomas began exhibiting a self-destructive personality, one that kept him in constant trouble with authorities and always on the run. His book The American Negro (1901) was his final self-destructive act. Attacking African Americans in gross and insulting language in this utterly pessimistic book, Thomas blamed them for the contemporary “Negro problem” and argued that the race required radical redemption based on improved “character,” not changed “color.” Vague in his recommendations, Thomas implied that blacks should model themselves after certain mulattoes, most notably William Hannibal Thomas. Black Judas is a biography of Thomas, a publishing history of The American Negro, and an analysis of that book’s significance to American racial thought. The book is based on fifteen years of research, including research in postamputation trauma and psychoanalytic theory on selfhatred, to assess Thomas’s metamorphosis from a constructive race critic to a black Negrophobe. John David Smith argues that his radical shift resulted from key emotional and physical traumas that mirrored Thomas’s life history of exposure to white racism and intense physical pain.

For much of the last 25 years, NATO has focused on crisis managementin places such as Kosovo and Afghanistan,resulting in major changes to alliance strategy, resourcing,force structure, and training. Re-embracing collective defense —which lies at the heart of the Treaty of Washington’s Article 5 commitment— is no easy feat, and not something NATO can do through rhetoric and official pronouncements. Nonetheless,this shift is vitally necessary if the alliance is to remain the bulwark of Western defense and security. Russia’s illegal annexation of Crimea and its invasion of Ukraine have fundamentally upended the security environment in Europe, thrusting NATO into the spotlight as the primary collective defense tool most European states rely upon to ensure their security. Collective defense is one of the alliance’s threecore missions, along with crisis management and cooperative security. It is defined in Article 5, the most well-known and arguably most important part of NATO’s founding treaty, which states: “The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all.” Although all three missions are vital to the interests of NATO’s many member states, collective defense has become first among equals once again. However,three very significant hurdles stand in the way of the alliance and its member states as they attempt to re-embrace collective defense. These loosely correspond to an ends-waysmeans construct. First is the alliance's strategy toward Russia. Is Russia an adversary,a partner,neither,or both? How should strategy and policies change to place the alliance and its members on more solid ground when it comes to managing Russia? Second are the ongoing disputes over resourcing and burden-sharing. In recent years, it has become commonplace for American leaders to publicly berate European allies in an effort to garner more contributions to the common defense. How might the alliance better measure and more equitably share security burdens? Third is the alliance’s readiness to fulfill its objectives. Many allies have announced or are implementing increases in defense spending. However, governments of European NATO member states are strongly incentivized by domestic politics to favor acquisition of military hardware or spending on personnel salaries and benefits,usually at the expense of readiness. The result is that NATO military forces risk quickly becoming hollow in a way that is often underappreciated, which will prevent the alliance from fulfilling the collective defense promise inherent in Article 5. The book examines all such questions to assess NATO’s return to collective defense and offer a roadmap for overcoming those challenges in both the short and long-term.

Scholars of the Civil War era have commonly assumed that veterans of the Union and Confederate armies effortlessly melted back into society and that they adjusted to the demands of peacetime with little or no difficulty. Yet the path these soldiers followed on the road to reintegration was far more tangled. New Men unravels the narrative of veteran reentry into civilian life and exposes the growing gap between how former soldiers saw themselves and the representations of them created by late-nineteenth century American society. In the early years following the Civil War, the concept of the “veteran” functioned as a marker for what was assumed by soldiers and civilians alike to be a temporary social status that ended definitively with army demobilization and the successful attainment of civilian employment. But in later postwar years this term was reconceptualized as a new identity that is still influential today. It came to be understood that former soldiers had crossed a threshold through their experience in the war, and they would never be the same: They had become new men. In Reconstruction in the Cane Fields, John C. Rodrigue examines emancipation and the difficult transition from slavery to free labor in one enclave of the South -- the cane sugar region of southern Louisiana. In contrast to the various forms of sharecropping and tenancy that replaced slavery in the cotton South, wage labor dominated the sugar industry. Rodrigue demonstrates that the special geographical and environmental requirements of sugar production in Louisiana shaped the new labor arrangements. Ultimately, he argues, the particular demands of Louisiana sugar production accorded freedmen formidable bargaining power in the contest with planters over free labor. Rodrigue addresses many issues pivotal to all post-emancipation societies: How would labor be reorganized following slavery's demise? Who would wield decision-making power on the plantation? How were former slaves to secure the fruits of their own labor? He finds that while freedmen's working and living conditions in the postbellum sugar industry resembled the prewar status quo, they did not reflect a continuation of the powerlessness of slavery. Instead, freedmen converted their skills and knowledge of sugar production, their awareness of how easily they could disrupt the sugar plantation routine, and their political empowerment during Radical Reconstruction into leverage that they used in disputes with planters over wages, hours, and labor conditions. Thus, sugar planters, far from being omnipotent overlords who dictated terms to workers, were forced to adjust to an emerging labor market as well as to black political power. The labor arrangements particular to postbellum sugar plantations not only propelled the freedmen's political mobilization during Radical Reconstruction, Rodrigue shows, but also helped to sustain black political power -- at least for a few years -- beyond Reconstruction's demise in 1877. By showing that freedmen, under the proper circumstances, were willing to consent to wage labor and to work routines that strongly resembled those of slavery, Reconstruction in the Cane Fields offers a profound interpretation of how former slaves defined freedom in slavery's immediate aftermath. It will prove essential reading for all students of southern, African American, agricultural, and labor history.
