This system works both horizontally—among the executive, legislative, and judicial branches—and vertically—between the federal government and state governments. That vertical separation, known as federalism, is intended to restrain the powers of the federal government, yet many political observers today believe that the federal government routinely oversteps its bounds at the expense of states. In Safeguarding Federalism, John D. Nugent argues that contrary to common perception, federalism is alive and well—if in a form different from what the Framers of the Constitution envisioned. According to Nugent, state officials have numerous options for affecting the development and implementation of federal policy and can soften, slow down, or even halt federal efforts they perceive as harming their interests. Forts are a lasting tribute to the prominence of the US military, and Fort Pulaski stands among these magnificent fortresses. Overlooking the mouth of the Savannah River and the Atlantic Ocean, Fort Pulaski is named in honor of Gen. Casimir Pulaski, Revolutionary War hero and father of the US Cavalry, which endured some of the most damaging artillery combat in early American warfare. In addition to its unfortunate notoriety for serving as the first fort where a rifled cannon was successfully tested in combat against masonry forts, it played a part in other significant events, including a baseball game during the Civil War where one of the first photographs of the sport was taken with the newly invented camera. Ultimately, the fort was considered important enough to be preserved and designated a national monument.

During the twentieth century, the U.S. Naval Academy evolved from a racist institution to one that ranked equal opportunity among its fundamental tenets. This transformation was not without its social cost, however, and black midshipmen bore the brunt of it. Blue & Gold and Black is the history of integration of African Americans into the Naval Academy. The book examines how civil rights advocates? demands for equal opportunity shaped the Naval Academy?s evolution. Author Robert J. Schneller Jr. analyzes how changes in the Academy?s policies and culture affected the lives of black midshipmen, as well as how black midshipmen effected change in the Academy?s policies and culture. Most institutional history is written from the top down, while most social history is written from the bottom up. Based on the documentary record as well as on the memories of hundreds of midshipmen and naval officers, Blue & Gold and Black includes both perspectives. By examining both the institution and the individual, a much more accurate picture emerges of how racial integration occurred at the Naval Academy. Schneller takes a biographical approach to social history. Through written correspondence, responses to questionnaires, memoirs, and oral histories, African American midshipmen recount their experiences in their own words. Rather than setting adrift their humanity and individuality in oceans of statistics, Schneller uses their first-hand recollections to provide insights into the Academy?s culture that cannot be gained from official records. Rising from the waters of the Pacific off the southern California Coast, Santa Cruz Island captures the imagination. Once home to a large Chumash population, in the nineteenth century it became a self-sufficient island rancho. As with all islands of beauty and size, it attracted people from the coastline. But as author John Gherini tells us in his prologue: The attractions of the island, however, routinely led people into conflict, wrapping it in a shroud like its morning fog. The modern history of the island would witness the passion to own it, to protect it, to use it and to fight over it. For the first time a thorough history of Santa Cruz Island's tumultuous past is provided. In pre-Columbian times it was a source of wealth to the indigenous peoples—the place where they made their shell bead money. During the Spanish-Mexican period it was a smuggler's haven, where fur hunters avoided the customs officials. As a land grant, it passed through the hands of Andres Castillero, William E. Barron, and eventually was purchased by Justinian Caire. The island flourished under the direction of Caire and his family. It was a secluded paradise off the Santa Barbara Coast, with extensive sheep and cattle holdings, as well as an esteemed winery. Seeds of conflict were sown by Justinian Caire's will when the island was divided between family members. The Stantons, Rossis, Gherinis, the National Park Service and The Nature Conservancy all were involved over time. The tortured legal and family disputes are recounted for the first time in this important new work. Island ranching, hunting and recreation, and environmental challenges are described in detail. Recent historical events involving the establishment of the Channel Islands National Park are explored, as well. A handsome volume with notes, appendix, bibliography and index. Embellished with thirty-six photographs and maps from the author's family archives.
