Change and development are going on all around us. On both an international platform, as well as at the local governmental and community level, governments, decision and policy makers constantly strive to improve the world in which we live, seeking to make it better and to improve quality of life. This book focuses on such development in the context of localism in the UK. It strips the principle of local sustainability down to its constituent parts and considers the extent to which it can be said to be central to local life. As part of this, it presents the case for the importance of accountability and citizen participation in achieving objectives aligned with sustainability, and illustrates the relationships that these principles share. On this foundation, it evaluates local government in the UK, as well as examples of community-led regeneration initiatives and bodies, and seeks to determine both the nature of their pursuit of sustainability and the extent to which accountability and citizen participation play a part in that pursuit. It shows that local sustainability is enhanced by accountability and citizen participation; those principles ensuring that local people can be central to the process. Whilst its evaluations of local democratic systems in the UK reveal certain issues as regards the extent to which this is reflected in practice, it at least demonstrates an enthusiasm and awareness of the important role that accountability and citizen participation can play in the process of local sustainability. The book is aimed at legal academics, with relevance also to students in law, environmental politics and sustainable development, as well as those working in government policy and political practice.

In a chemical system with many chemical species several questions can be asked: what species react with other species: in what temporal order: and with what results? These questions have been asked for over one hundred years about simple and complex chemical systems, and the answers constitute the macroscopic reaction mechanism. In Determination of Complex Reaction Mechanisms authors John Ross, Igor Schreiber, and Marcel Vlad present several systematic approaches for obtaining information on the causal connectivity of chemical species, on correlations of chemical species, on the reaction pathway, and on the reaction mechanism.Basic pulse theory is demonstrated and tested in an experiment on glycolysis. In a second approach, measurements on time series of concentrations are used to construct correlation functions and a theory is developed which shows that from these functions information may be inferred on the reaction pathway, the reaction mechanism, and the centers of control in that mechanism. A third approach is based on application of genetic algorithm methods to the study of the evolutionary development of a reaction mechanism, to the attainment given goals in a mechanism, and to the determination of a reaction mechanism and rate coefficients by comparison with experiment. Responses of non-linear systems to pulses or other perturbations are analyzed, and mechanisms of oscillatory reactions are presented in detail. The concluding chapters give an introduction to bioinformatics and statistical methods for determining reaction mechanisms.

Technology and marksmanship from the Crimean War to the present day is examined in detail. The role of the sniper was largely ignored until the Winter War of 1939-40 between Finland and the USSR showed what could be achieved by specialist marksmen: Finn Simo Häyhä amassed 505 kills in less than a hundred days, a lesson learned by the Red Army to its cost. By the Germans invasion of 1941 the Russians were prepared: when the war ended, in addition to men such as Vasiliy Zaytsev, a Stalingrad hero with 242 accredited kills, the USSR had trained more than 2000 women as snipers. After 1945, the sniper’s reputation declined again. However, the Vietnam War, seemingly unending Middle Eastern conflict, internal strife in Sri Lanka, and ever-present urban threats have given new impetus not only to sniping but also to the development of new and more effective weaponry.

This is the true story of multiple gold frauds by Robert Ross near Yeppoon Queensland, and a dubious Sydney Company involving many leading identities now well known in our history. Some made fortunes almost overnight and some ended up mortally wounded. The Supreme Court sessions featured most of the leading 'silks' in the Colony and even our later first Prime Minister Edmund Barton and all the sworn evidence and verdicts were meticulously recorded and then first sealed under Statute for 30 years.

John Dewey's Experience and Nature has been considered the fullest expression of his mature philosophy since its eagerly awaited publication in 1925. Irwin Edman wrote at that time that "with monumental care, detail and completeness, Professor Dewey has in this volume revealed the metaphysical heart that beats its unvarying alert tempo through all his writings, whatever their explicit themes." In his introduction to this volume, Sidney Hook points out that "Dewey's Experience and Nature is both the most suggestive and most difficult of his writings." The meticulously edited text published here as the first volume in the series The Later Works of John Dewey, 1925-1953 spans that entire period in Dewey's thought by including two important and previously unpublished documents from the book's history: Dewey's unfinished new introduction written between 1947 and 1949, edited by the late Joseph Ratner, and Dewey's unedited final draft of that introduction written the year before his death. In the intervening years Dewey realized the impossibility of making his use of the word 'experience' understood. He wrote in his 1951 draft for a new introduction: "Were I to write (or rewrite) Experience and Nature today I would entitle the book Culture and Nature and the treatment of specific subject-matters would be correspondingly modified. I would abandon the term 'experience' because of my growing realization that the historical obstacles which prevented understanding of my use of 'experience' are, for all practical purposes, insurmountable. I would substitute the term 'culture' because with its meanings as now firmly established it can fully and freely carry my philosophy of experience.

An Irish officer in the British Army, Major General Robert Ross (1766–1814) was a charismatic leader widely admired for his bravery in battle. Despite a military career that included distinguished service in Europe and North Africa, Ross is better known for his actions than his name: his 1814 campaign in the Chesapeake Bay resulted in the burning of the White House and Capitol and the unsuccessful assault on Baltimore, immortalized in “The Star Spangled Banner.” The Man Who Captured Washington is the first in-depth biography of this important but largely forgotten historical figure. Drawing from a broad range of sources, both British and American, military historians John McCavitt and Christopher T. George provide new insight into Ross’s career prior to his famous exploits at Washington, D.C. Educated in Dublin, Ross joined the British Army in 1789, earning steady promotion as he gained combat experience. The authors portray him as an ambitious but humane commanding officer who fought bravely against Napoleon’s forces on battlefields in Holland, southern Italy, Egypt, and the Iberian Peninsula. Following the end of the war in Europe, while still recovering from a near-fatal wound, Ross was designated to lead an “enterprise” to America, and in August 1814 he led a small army to victory in the Battle of Bladensburg. From there his forces moved to the city of Washington, where they burned public buildings. In detailing this campaign, McCavitt and George clear up a number of misconceptions, including the claim that the British burned the entire city of Washington. Finally, the authors shed new light on the long-debated circumstances surrounding Ross’s death on the eve of the Battle of North Point at Baltimore. Ross’s campaign on the shores of the Chesapeake lasted less than a month, but its military and political impact was enormous. Considered an officer and a gentleman by many on both sides of the Atlantic, the general who captured Washington would in time fade in public memory. Yet, as McCavitt and George show, Ross’s strategies and achievements during the final days of his career would shape American defense policy for decades to come.
