Recent years have seen unprecedented public scrutiny over the tax practices of Multinational Enterprise (MNE) groups. Tax policy and administration concerning international transactions, aggressive tax planning, and tax avoidance have become an issue of extensive national and international debate in developed and developing countries alike. Within this context, transfer pricing, historically a subject of limited specialist interest, has attained name recognition amongst a broader global audience that is concerned with equitable fiscal policy and sustainable development. Abusive transfer pricing practices are considered to pose major risk to the direct tax base of many countries and developing countries are particularly vulnerable because corporate tax tends to account for a larger share of their revenue. This handbook is part of the wider WBG engagement in supporting countries with Domestic Resource Mobilization (DRM) by protecting their tax base and aims to cover all relevant aspects that have to be considered when introducing or strengthening transfer pricing regimes. The handbook provides guidance on analytical steps that can be taken to understand a country’s potential exposure to inappropriate transfer pricing (transfer mispricing) and outlines the main areas that require attention in the design and implementation of transfer pricing regimes. A discussion of relevant aspects of the legislative process, including the formulation of a transfer pricing policy, and the role and content of administrative guidance, is combined with the presentation of country examples on the practical application and implementation of the arm’s length principle and on running an effective transfer pricing audit program. Recognizing the importance of transfer pricing regulation and administration for the business environment and investor confidence, this handbook aims to balance the general objective of protecting a country’s tax base and raising additional revenue with investment climate considerations wherever appropriate.

The history is a history of American expansionism which has evolved into a plan for world domination, seemingly a plan to make the world safe for American democracy. The plan isn't new. Nearly fifty years ago our text book on American history, taught at the School of Foreign Service at Georgetown U. by a close Kennedy advisor, was entitled Empire for Liberty. Before we proceed further however we, as Americans, need to ask 'at what price?' The price is too high, because unlike successful empires that dominate and exploit their backward neighbors, America shares world power with other nations. Even though we tower over any one of them, we cannot dominate them all. This book concludes by defining the choice America faces at this moment -- the choice between endless war against large and growing powers on the one hand and a world that has submitted to the rule of law on the other. But it is not an appeal to world government either; not a call for another layer of administration and invasive rules. It is an appeal for a world legal system in which free nations freely interact.

In this book Joel Spring explores three major international educational ideologies that are shaping global society: neo-liberal educational ideology, human rights education, and environmentalism. Neo-liberal ideology reflects a rethinking of nationalist forms of education as the nation-state slowly erodes under the power of a growing global civil society. Traditional nationalist education attempts to mold loyal and patriotic citizens who are emotionally attached to symbols of the state, whereas the goal of neo-liberal educational ideology is to change nationalist education to serve the needs of the global economy. These changes are fueling a clash between the ideas of free-market and consumer-based neo-liberals and those of human rights and environmental educators. Human rights education is concerned with creating activist global citizens. It is rooted in the idea that inherent in human rights doctrines is a collective responsibility to ensure the rights of all people. Environmentalism is the most radical of the ideologies because it rejects the industrial and consumerist paradigm that has dominated most economic thought, including capitalism and communism. Spring synthesizes and analyzes the effect of these educational ideologies on shaping the future of the global society. In the concluding section, he compares the effect of these ideologies on global society with the possibility of a world divided between conflicting civilizations. The authors in this compilation address the issue of legalism from a variety of angles. John MacArthur shows, first that obedience to God is not an issue of legalism, but an issue of love. In his second chapter, he deals with the inevitable response of people who are confronted with Biblical standards, "Judge not that ye be not judged." Here MacArthur shows what our Lord meant when He said that, and shows what biblical discernment really is, that there is a vast difference between judgmental and holding people accountable to God's standards. Phil Johnson, in his first chapter, deals with Christian liberty. In his second chapter, he takes a critical look at two kinds of legalism, then explores the relationship of Christian love and Christian liberty. Joel Beeke shows that enthusiasm for God's law is not necessarily legalism. One can be zealous without being legalistic. As David wrote: "Oh, how I love Thy Law!" Bruce Bickel explains that legalism is due to a weak understanding of what Christ accomplished on the cross. Jim Elliff makes clear that legalism is an attack on unity within the Body of Christ, particularly local congregations. Ken Talbot helps us to see that legalism is inconsistent with and incompatible with the doctrine of justification by faith alone. He points out that the doctrine of "free will" leads to this dangerous position. Rick Phillips explores the relationship to loving God and obeying His law. Some today believe that love is all that matters, and that the law as a guideline to love is extinct. Then this author shows that Biblical sanctification is the antidote to and the opposite of legalism. Steven J. Lawson shows that legalism is the result of holding to man-made traditions over the truth of God's Word. Second, he points out how dangerous and deadly a thing legalism is and why.
