Agriculture is one of the most climate-sensitive of all economic sectors. In many countries, such as the four examined in Looking Beyond the Horizon, the risks of climate change are an immediate and fundamental problem because the majority of the rural population depends either directly or indirectly on agriculture for its livelihood. The risks of climate change to agriculture cannot be eff ectively dealt with--and the opportunities cannot be eff ectively exploited--without a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and investing in infrastructure, support services, and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis; consultation with key stakeholders, particularly farmers and local agricultural experts; and investments in both human and physical capital. The diverse experiences of Albania, the former Yugoslav Republic of Macedonia, Moldova, and Uzbekistan, highlighted in this book, show that it is possible to develop a plan to meet these objectives--one that is comprehensive and empirically driven as well as consultative and quick to develop. The approach of this volume is predicated on strong country ownership and participation, and is defi ned by its emphasis on "win-win" or "no regrets" solutions to the multiple challenges posed by climate change for the farmers of Eastern Europe and Central Asia. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions--also known as "climate-smart agriculture." Looking Beyond the Horizon draws on the experiences of applying this approach to these four nations in Eastern Europe and Central Asia with the goal of helping each country mainstream climate change adaptation into its agricultural policies, programs, and investments. The book also highlights the projected impacts of climate change on agriculture in these countries through forecast variations in temperature and rainfall patterns, which are crucial to farming, and off ers a map for navigating the risks and realizing the opportunities. The complex and important relationship between public expenditure and economic performance has been the subject of numerous econometric studies. But the studies remain inconclusivesome results have shown positive relationships, while others are negative. Thus there is no conventional wisdom backed by statistical evidence on this relationship, nor is there any sort of clear theoretical underpinning that explains how the aggregate of government spending acts on the growth of total output. This book studies the role of public expenditures in a noneconometric way by examining a number of specific instances of these expenditures and their direct effect on economic performance. Specifically, the authors presents scenarios from Botswana, Ghana, Guinea, Kenya, and Zambia and ask a series of questions to identify and illuminate the impact of these instances of public expenditure on a number of variables that help measure economic performance. These examples are then used to make generalizations about the relationship between public spending and economic performance.

The temperatures at the hot junctions are extremely high and the thermal ?ux can reach values higher than a few 2 hundred to a thousand watts/cm in these applications. To take a speci?c example of the microelectronics area, the chip heat ?ux for CMOS microp- cessors, though moderate compared to the numbers mentioned above have 2 already reached values close to 100 W/cm , and are projected to increase 2 above 200 W/cm over the next few years. Although the thermal mana- ment strategies for microprocessors do involve power optimization through improved design, it is extremely di?cult to eliminate “hot spots” completely. This is where high thermal conductivity materials ?nd most of their appli- tions, as “heat spreaders”. The high thermal conductivity of these materials allows the heat to be carried away from the “hot spots” very quickly in all directions thereby “spreading” the heat. Heat spreading reduces the heat ?ux density, and thus makes it possible to cool systems using standard cooling solutions like ?nned heat sinks with forced air cooling.
All 15 new independent states established in the economic space of the former Soviet Union suffered big declines in output and trade after their independence. This study summarizes cross-country experience on the role of trade and payments policies in the linked contraction of output and trade by drawing on eight country case studies: Estonia, the Kyrgyz Republic, Latvia, Lithuania, Moldova, Russia, Ukraine, and Uzbekistan. The results of the case studies show that trade reform and reorientation of trade toward the rest of the world have done much to arrest the decline in output usually associated with the transformation from plan to market. Deep Learning for Chest Radiographs enumerates different strategies implemented by the authors for designing an efficient convolution neural network-based computer-aided classification (CAC) system for binary classification of chest radiographs into "Normal" and "Pneumonia." Pneumonia is an infectious disease mostly caused by a bacteria or a virus. The prime targets of this infectious disease are children below the age of 5 and adults above the age of 65, mostly due to their poor immunity and lower rates of recovery. Globally, pneumonia has prevalent footprints and kills more children as compared to any other immunity-based disease, causing up to 15% of child deaths per year, especially in developing countries. Out of all the available imaging modalities, such as computed tomography, radiography or X-ray, magnetic resonance imaging, ultrasound, and so on, chest radiographs are most widely used for differential diagnosis between Normal and Pneumonia. In the CAC system designs implemented in this book, a total of 200 chest radiograph images consisting of 100 Normal images and 100 Pneumonia images have been used. These chest radiographs are augmented using geometric transformations, such as rotation, translation, and flipping, to increase the size of the dataset for efficient training of the Convolutional Neural Networks (CNNs). A total of 12 experiments were conducted for the binary classification of chest radiographs into Normal and Pneumonia. It also includes in-depth implementation strategies of exhaustive experimentation carried out using transfer learning-based approaches with decision fusion, deep feature extraction, feature selection, feature dimensionality reduction, and machine learning-based classifiers for implementation of end-to-end CNN-based CAC system designs, lightweight CNN-based CAC system designs, and hybrid CAC system designs for chest radiographs.
