This study offers a distinctive new account of British economic life since the Second World War, focussing upon the ways in which successive governments, in seeking to manage the economy, have sought simultaneously to 'manage the people': to try and manage popular understanding of economic issues. In doing so, governments have sought not only to shape expectations for electoral purposes but to construct broader narratives about how 'the economy' should be understood. The starting point of this work is to ask why these goals have been focussed upon (and differentially over time), how they have been constructed to appeal to the population, and, insofar as this can be assessed, how far the population has accepted these narratives. The first half of the book analyses the development of the major narratives from the 1940s onwards, addressing the notion of 'austerity' and its particular meaning in the 1940s; the rise of a narrative of 'economic decline from the late 1950s, and the subsequent attempts to 'modernize' the economy; the attempts to 'roll back the state' from the 1970s; the impact of ideas of 'globalization' in the 1900s; and, finally, the way the crisis of 2008/9 onwards was constructed as a problem of 'debts and deficits'. The second part of the book focuses on four key issues in attempts to 'manage the people': productivity, the balance of payments, inflation, and unemployment. It shows how, in each case, governments sought to get the populace to understand these issues in a particular light, and shaped strategies to that end.

With the partial but important exception of the 1945–51 period, and to a lesser extent the time between 1906 and 1914, there has never been a serious attempt to solve poverty. Efforts have always been to manage and control the poor to prevent them from starving or rebelling; to punish and blame them for being poor; and to force them into poverty-level jobs. Any real solution would require the logic of capitalism to be deeply disrupted. While possible in theory, such a change will require massive social movements.

He was wanted by the law in three states for small-time robberies, but none of that was going to matter to him after tonight. In three hours David would be dead. David looked up at the dark and threatening sky and moaned, Oh, man. Im going to really get soaked this time. A brown, long-horned steer in the pasture across the road looked up at the sound of his voice. For a brief moment they stared into each others dark eyes. The bone-thin steer quickly lost interest and went back to searching for something edible among the cacti and the west Texas dirt. David saw a jackrabbit scampering through the scrub brush. The steer ignored the long-eared creature as it hopped past. David looked in both directions of the narrow straight road. He could see from horizon to horizon, and there wasnt a vehicle of any kind in sight. There hadnt been in hours. His brain teased him with a list of what-ifs. What if the world had ended and everyone but him was dead? What if this was a dead-end highway and he was the only person on earth that didnt know it? What if he was headed straight toward some military test sight and was about to be blown up? He knew they still did nuclear testing someplace out west. He had read about it in the Enquirer. Any minute now a hydrogen bomb was going to explode, and he would disintegrate before he even had time to piss in his pants. David tried telling himself how crazy this kind of thinking was. There was just a temporary lull in traffic. That's all. This road he was traveling went to El Paso and then on to New Mexico and eventually would take him to California. There wouldnt be any bombs going off like in all those fifties B movies or killer viruses making him puke his guts out and maybe not dying but wishing he could. No. This was just a regular two-lane highway across a really big state that didnt seem to have a whole lot of people in it, at least not west of Dallas and Fort Worth. No. This highway went all the way to California, and that was where he was headed. He was going to make a new life for himself there, maybe even change his name, and no one would ever find out about his past and all those robberies. He had had two short rides today. With the luck he was having if a car did stop it would probably be a cop. Wouldnt that just take the cake? How had it come to this anyway? How did he end up on the wrong end of the law when he had started out with nothing but good intentions? He had always tried to be good. He respected the law. His foster parents, the Millers, were good Christian people, and they had tried to raise him in their good Christian home. They had always taught him that stealing was wrong. A person wasnt supposed to steal, cheat, lie, or kill. So, why was he wanted in Missouri, Arkansas, and Oklahoma? All he ever wanted to do when he set out was just to go to California and start a new life. He hadnt started out with any bad intentions. Committing those robberies had never entered his mind. David was sixteen and had two hundred and seventy dollars in his pocket, a full tank of gas, and lots of food in the back seat of the old blue 1968 Ford Falcon when he started out. He had gone as far as Knoxville, three hundred and fifty-five miles, when the fan belt broke. This book analyses the 1984-5 miners’ strike by focusing on its vital Scottish dimensions, especially the role of workplace politics and community mobilisation. The year-long strike began in Scotland, with workers defending the moral economy of the coalfields, and resisting pit closures and management attacks on trade unionism. The book relates the strike to an analysis of changing coalfield community and industrial structures from the 1960s to the 1980s. It challenges the stereotyped view that the strike began in March 1984 as a confrontation between Arthur Scargill, the miners’ leader, and Margaret Thatcher’s Conservative government. Before this point, in fact, 50 per cent of Scottish miners were already on strike or engaged in a significant pit-level dispute with their managers, who were far more confrontational than their counterparts in England and Wales. The book explores the key features of the strike that followed in Scotland: the unusual industrial politics; the strong initial pattern of general solidarity; and then the emergence of varieties of pit-level commitment. These were shaped by differential access to community-level moral and material resources, including the economic and cultural role of women, and pre-strike pit-level economic performance. Against the trend elsewhere, notably in the English Midlands, relatively good performance prior to 1984 was a positive factor in building strike endurance in Scotland. The book shows that the outcome of the strike was also distinctive in Scotland, with an unusually high level of victimisation of activists, and the acceleration of deindustrialisation consolidating support for devolution, contributing to the establishment of the Scottish Parliament in 1999.
