Canadians have an ambivalent feeling towards the North. Although climate and geography make our northern condition apparent, Canadians often forget about the north and its problems. Nevertheless, for the generation of historians that included Lower, Creighton, and Morton, the northern rivers, lakes, forests, and plains were often seen as primary characters in the drama of nation building. W.L. Morton even went so far as to write that the ìmain task of Canadian life has been to make something of that formidable heritageî of the northern Canadian shield. For many politicians and developers, "to make something" of the North came to mean thinking of the North as an empty hinterland waiting to be exploited, and today, hydroelectric projects, mining, milling, pulp and paper, and other industries have changed much of the North beyond recognition. One of the first parts of the North to be aggressively industrialized was northern Manitoba. When all of Manitoba was given in 1670 to a group of entrepreneurs, a precedent was set that was replicated throughout the provinceís history. After the province entered confederation in 1870, provincial politicians and business leaders began to look to the northern resources as a new key to the provinceís economic development. Particularly after 1912, they saw resource development in the North as a strategy to expand the provincial economy from its agricultural base. Jim Mochoruk shows how government and business worked together to transform what had been the exclusive fur-trading preserve of the Hudsonís Bay Company into an industrial hinterland. He follows the many twisting paths established by developers and politicians as they chased their goal of economic growth, and recounts the ultimate costs of development in economic, ecological, and political terms.

With the advent of Aboriginal street gangs such as Indian Posse, Manitoba Warriors, and Native Syndicate, Winnipeg garnered a reputation as the “gang capital of Canada.” Yet beyond the stereotypes of outsiders, little is known about these street gangs and the factors and conditions that have produced them. “Indians Wear Red” locates Aboriginal street gangs in the context of the racialized poverty that has become entrenched in the colonized space of Winnipeg’s North End. Drawing upon extensive interviews with Aboriginal street gang members as well as with Aboriginal women and elders, the authors develop an understanding from “inside” the inner city and through the voices of Aboriginal people – especially street gang members themselves. While economic restructuring and neo-liberal state responses can account for the global proliferation of street gangs, the authors argue that colonialism is a crucial factor in the Canadian context, particularly in western Canadian urban centres. Young Aboriginal people have resisted their social and economic exclusion by acting collectively as “Indians.” But just as colonialism is destructive, so too are street gang activities, including the illegal trade in drugs. Solutions lie not in “quick fixes” or “getting tough on crime” but in decolonization: re-connecting Aboriginal people with their cultures and building communities in which they can safely live and work.
The third instalment in Jim Blanchard’s popular history of early Winnipeg, "A Diminished Roar" presents a city in the midst of enormous change. Once the fastest growing city in Canada, by 1920 Winnipeg was losing its dominant position in western Canada. As the decade began, Winnipeggers were reeling from the chaos of the Great War and the influenza pandemic. But it was the divisions exposed by the 1919 Winnipeg General Strike which left the deepest marks. As Winnipeg wrestled with its changing fortunes, its citizens looked for new ways to imagine the city’s future and identity. Beginning with the opening of the magnificent new provincial legislature building in 1920, A Diminished Roar guides readers through this decade of political and social turmoil. At City Hall, two very different politicians dominated the scene. Winnipeg’s first Labour mayor, S.J. Farmer, pushed for more public services. His rival, Ralph Webb, would act as the city’s chief “booster” as mayor, encouraging U.S. tourists with the promise of“snowballs and highballs.” Meanwhile, promoters tried to rekindle the city’s spirits with plans for new public projects, such as a grand boulevard through the middle of the city, a new amusement park, and the start of professional horse racing. In the midst of the Jazz Age, Winnipeg’s teenagers grappled with “problems of the heart,” and social groups like the Gyro Club organized masked balls for the city’s elite.
This is the second of three volumes in an important collection that recounts the sweeping history of law in Canada. The period covered in this volume witnessed both continuity and change in the relationships among law, society, Indigenous peoples, and white settlers. The authors explore how law was as important to the building of a new urban industrial nation as it had been to the establishment of colonies of agricultural settlement and resource exploitation. The book addresses the most important developments in the seventeenth, eighteenth, and nineteenth centuries, including legal pluralism and the co-existence of European and Indigenous law. It pays particular attention to the Métis and the Red River Resistance, the Indian Act, and the origins and expansion of residential schools in Canada. The book is divided into four parts: the law and legal institutions; Indigenous peoples and Dominion law; capital, labour, and criminal justice; and those less favoured by the law. A History of Law in Canada examines law as a dynamic process, shaped by and affecting other histories over the long term.
Poverty in Canada’s inner cities is deep, complex, racialized and often intergenerational. In this collection of essays published over the past decade, Jim Silver argues that urban poverty today includes not only low incomes, but in all too many cases also poor housing, poor health, low educational achievement, high levels of neighbourhood violence, racism, colonialism and social exclusion. As a result many poor people experience low levels of self-esteem and self-confidence and may blame themselves, which is reinforced by the dominant blame-the-victim discourse about poverty. Silver argues that today’s urban poverty is qualitatively different than the urban poverty of forty years ago, and that there are no quick, easy or one-dimensional solutions. In Solving Poverty, Jim Silver, a veteran scholar actively engaged in anti-poverty efforts in Winnipeg’s inner city for decades, offers an on-the-ground analysis of this form of poverty. Silver focuses particularly on the urban Aboriginal experience, and describes a variety of creative and effective urban Aboriginal community development initiatives, as well as other anti-poverty initiatives that have been successful in Winnipeg’s inner city. In the concluding chapter Silver offers a comprehensive, pan-Canadian strategy to dramatically reduce the incidence of urban poverty in Canada.
