Jessica Korn challenges the notion that the eighteenth-century principles underlying the American separation of powers system are incompatible with the demands of twentieth-century governance. She demostrates the continuing relevance of these principles by questioning the dominant scholarship on the legislative veto. As a short-cut through constitutional procedure invented in the 1930s and invalidated by the Supreme Court's Chadha decision in 1983, the legislative veto has long been presumed to have been a powerful mechanism of congressional oversight. Korn's analysis, however, shows that commentators have exaggerated the legislative veto's significance as a result of their incorrect assumption that the separation of powers was designed solely to check governmental authority. The Framers also designed constitutional structure to empower the new national government, institutionalizing a division of labor among the three branches in order to enhance the government's capacity. By examining the legislative vetoes governing the FTC, the Department of Education, and the president's authority to extend most-favored-nation trade status, Korn demonstrates how the powers that the Constitution grants to Congress made the legislative veto short-cut inconsequential to policymaking. These case studies also show that Chadha enhanced Congress's capacity to pass substantive laws while making it easier for Congress to preserve important discretionary powers in the executive branch. Thus, in debunking the myth of the legislative veto, Korn restores an appreciation of the enduring vitality of the American constitutional order.
Maxwell Fry and Jane Drew were pioneers of Modern Architecture in Britain and its former colonies from the late 1920s through to the early 1970s. Why, then, did Valerius construct his epic Argonautica? In this innovative analysis, Jessica Blum-Sorensen argues that it was precisely the myth's overplayed nature that appealed to Valerius, operating in and responding to a period of social and political upheaval. Seeking to comment obliquely on Roman reliance on mythic exempla to guide action and expected outcomes, there was no better vessel for his social and political message than the familiar Argo. Focusing especially on Hercules, Blum-Sorensen explores how Valerius' characters--and, by extension, their Roman audience--misinterpret exemplars of past achievement, or apply them to sad effect in changed circumstances. By reading such models as normative guides to epic triumph, Valerius' Argonauts find themselves enacting tragic outcomes: effectively, the characters impose their nostalgic longing for epic triumph on the events before them, even as Valerius and his audience anticipate the tragedy awaiting his heroes. Valerius thus questions Rome's reliance on the past as a guide to the present, allowing for doubt about the empire's success under the new Flavian regime. It is the literary tradition's exchange between triumphant epic and tragedy that makes the Argo's voyage a perfect vehicle for Valerius' exploration: the tensions between genres both raise and prohibit resolution of anxieties about how the new age--mythological or real--will turn out.

After decades of national, state, and institutional initiatives to increase access to higher education, the college pipeline for American Indian and Alaska Native students remains largely unaddressed. As a result, little is known and even less is understood about the critical isues, conditions, and postsecondary transitions of this diverse group of students. This book argues that World War I programs designed to protect the moral welfare of American servicemen brought new ideas about religious pluralism into structures of the military. Jessica Cooperman shines a light on how Jewish organizations were able to convince both military and civilian leaders that Jewish organizations, alongside Christian ones, played a necessary role in the moral and spiritual welfare of America’s fighting forces. This alone was significant, because acceptance within the military was useful in modeling acceptance in the larger society. The leaders of the newly formed Jewish Welfare Board, which became the military’s exclusive Jewish partner in the effort to maintain moral welfare among soldiers, used the opportunities created by war to negotiate a new place for Judaism in American society.
