Jerry Bannister's The Rule of the Admirals examines governance in Newfoundland from the rule of the fishing admirals in 1699 to the establishment of representative government in 1832. It offers the first in-depth account of the rise and fall of the system of naval government that dominated the island for more than a century. In this provocative look at legal culture in eighteenth- and nineteenth-century Newfoundland, Bannister explores three topics in detail: naval government in St. John's, surrogate courts in the outports, and patterns in the administration of law. He challenges the conventional view that early Newfoundland was a lawless frontier isolated from the rest of the Atlantic world, and argues that an effective system of naval government emerged to meet the needs of those in power. An original and perceptive work, Bannister's argument demands that we reconsider much of our knowledge of early Newfoundland history. As he re-examines governance prior to an elected assembly and places his analysis firmly within the material conditions of Newfoundland society, Bannister provides a groundbreaking reinterpretation of a critical period in the island's colonial development. An up-close view of the movement to make “Afro-Mexican” an official cultural category Through historical and ethnographic research, Blackness in Mexico delves into the ongoing movement toward recognizing Black Mexicans as a cultural group within a nation that has long viewed the non-Black Mestizo as the archetypal citizen. Anthony Jerry focuses on this process in Mexico’s Costa Chica region in order to explore the relational aspects of citizenship and the place of Black people in how modern citizenship is imagined. Jerry’s study of the Costa Chica shows the political stakes of the national project for Black recognition; the shared but competing interests of the Mexican government, activists, and townspeople; and the ways that the state and NGOs are working to make “Afro-Mexican” an official cultural category. He argues that that the demand for recognition by Black communities calls attention to how the Mestizo has become an intuitive point of reference for identifying who qualifies as “other.” Jerry also demonstrates that while official recognition can potentially empower African descendants, it can simultaneously reproduce the same logics of difference that have brought about their social and political exclusion. One of few books to center Blackness within a discussion of Mexico or to incorporate a focus on Mexico into Black studies, this book ultimately argues that the official project for recognition is itself a methodology of mestizaje, an opportunity for the government to continue to use Blackness to define the national subject and to further the Mexican national project. A volume in the series New World Diasporas, edited by Kevin A. CARADOC AGAINST THE SAXONS The occupation of Britain by the Romans from 43 AD to 476 AD resulted in most of Wales including the Silurian kingdom of Gwent in southeastern Wales being conquered. Caradoc Freichfras, King of Gwent in 550 AD, was aware of how the Romans defeated Caratacus, Silurian king in 52 AD, Boadecia, Queen of the Iceni British tribe in 60 AD, and later the Caledonians and Picts of Scotland, from what his ancestors told him. As the Romans left and the Saxons arrived at the invitation of Vortigern, the High-King of Britain, to fight the northern tribes of Scotland as they raided England, he was also aware of how the British tried to stop the subsequent invasion of the Angles, Saxons, and Jutes into the southern Britain about 410 AD to 550 AD. Not wanting his homeland of Gwent to be taken by the aggressive Saxons, Caradoc and other Welsh kings stopped the Saxon advance at the battle of Tintern Forest in southeastern Wales in 584 AD and the Saxons never returned to the land claimed by the Celts as early as 600 BC.

Education Reform in the American States is a timely evaluation of the accountability movement in American public education, culminating in the No Child Left Behind Act, federal legislation of 2002. The authors treat the current accountability movement, placing it in historical context and addressing the evolution in public education policymaking from the overwhelming emphasis on state and local discretion to increasing federal oversight and mandates related to federal funding. They provide case studies of the educational accountability movements in nine states and analyze the factors and forces which explain progress in achievement levels as measured on standardized tests and the states' prospects for meeting their NCLB targets. The book and the individual case studies acknowledge the merits of NCLB while exposing several significant flaws and unintended harmful consequences of the act, particularly its incentives for states to lower their standards in order to meet annual yearly progress targets and its threat to withdraw federal funds from districts with the highest percentage of disadvantaged students. The audience for this study includes local, state and federal education policy makers; administrators and instructors in schools of education and other teaching programs, educators; and the general public.

After the Civil War, Congress required ten former Confederate states to rewrite their constitutions before they could be readmitted to the Union. An electorate composed of newly enfranchised former slaves, native southern whites (minus significant numbers of disenfranchised former Confederate officials), and a small contingent of "carpetbaggers," or outside whites, sent delegates to ten constitutional conventions. Derogatorily labeled "black and tan" by their detractors, these assemblies wrote constitutions and submitted them to Congress and to the voters in their respective states for approval. Blacks, Carpetbaggers, and Scalawags offers a quantitative study of these decisive but little-understood assemblies -- the first elected bodies in the United States to include a significant number of blacks. Richard L. Hume and Jerry B. Gough scoured manuscript census returns to determine the age, occupation, property holdings, literacy, and slaveholdings of 839 of the conventions' 1,018 delegates. Carefully analyzing convention voting records on certain issues -- including race, suffrage, and government structure -- they correlate delegates' voting patterns with their racial and socioeconomic status. The authors then assign a "Republican support score" to each delegate who voted often enough to count, establishing the degree to which each delegate adhered to the Republican leaders' program at his convention. Using these scores, they divide the delegates into three groups -- radicals, swing voters, and conservatives -- and incorporate their quantitative findings into the narrative histories of each convention, providing, for the first time, a detailed analysis of these long-overlooked assemblies. Hume and Gough's comprehensive study offers an objective look at the accomplishments and shortcomings of the conventions and humanizes the delegates who have until now been understood largely as stereotypes. Blacks, Carpetbaggers, and Scalawags provides an essential reference guide for anyone seeking a better understanding of the Reconstruction era.
