Does the president represent the entire nation? Or does he speak for core partisans and narrow constituencies? The Federalist Papers, the electoral college, history and circumstance from the founders’ time to our own: all factor in theories of presidential representation, again and again lending themselves to different interpretations. This back-and-forth, Jeremy D. Bailey contends, is a critical feature, not a flaw, in American politics. Arriving at a moment of great debate over the nature and exercise of executive power, Bailey’s history offers an invaluable, remarkably relevant analysis of the intellectual underpinnings, political usefulness, and practical merits of contending ideas of presidential representation over time. Among scholars, a common reading of political history holds that the founders, aware of the dangers of demagogy, created a singularly powerful presidency that would serve as a check on the people’s representatives in Congress; then, this theory goes, the Progressives, impatient with such a counter-majoritarian approach, reformed the presidency to better reflect the people’s will—and, they reasoned, advance the public good. Board level employee representation is viewed as a key element of worker participation in Europe, but there has been only limited international comparative research that establishes what board level employee representatives do and how their activities vary between countries. Based on a large-scale survey distributed to board level employee representatives (circa more than 4,000 respondents), this study identifies the personal characteristics and industrial location of board level employee representatives, what they do and how they interact with other parties within and outside of the company. This study fills in a knowledge gap at a time when policy debates are considering stakeholder models of corporate governance as a means on the way out of the crisis and the achievement of sustainable economies. The book allows direct comparisons between clusters of countries for the first time, as the same survey instrument has been employed in all the participating countries. The research findings demonstrate a large variation in what constitutes board level employee representation in practice, including the relations between board level employee representatives and parties within and external to the company, and the pattern of influence of board level employee representatives on strategic company decision-making. Aimed at practioners, researchers and policymakers alike, this book makes a vital contribution to the field, and will be the definitive work on board-level employee representation for the foreseeable future.

The fundamental importance of the 1787 Constitutional Convention continues to affect contemporary politics. The Constitution defines the structure and limits of the American system of government, and it organizes contemporary debates about policy and legal issues—debates that explicitly invoke the intentions and actions of those delegates to the Convention. Virtually all scholarship emphasizes the importance of compromise between key actors or factions at the Convention. In truth, the deep structure of voting at the Convention remains somewhat murky because the traditional stories are incomplete. There were three key factions at the Convention, not two. The alliance of the core reformers with the slave interests helped change representation and make a stronger national government. When it came time to create a strong executive, a group of small state delegates provided the crucial votes. Traditional accounts gloss over the complicated coalition politics that produced these important compromises, while this book shows the specific voting alignments. It is true that the delegates came with common purposes, but they were divided by both interests and ideas into three crosscutting factions. There was no persistent dominant coalition of reformers or nationalists; rather, there was a series of minority factions allying with one another on the major issues to fashion the compromise. Founding Factions helps us understand the nature of shifting majorities and how they created the American government.

Called out of Darkness into Marvelous Light traces the development of an Anglican presence in western Pennsylvania from the missionary activity of the late eighteenth century through the triumphs of post-Civil War Anglo-Catholicism and the first stirrings of the Social Gospel, to the unprecedented religious revival of the 1950s. Championed by such men as Bishop Austin Pardue and Samuel Moor Shoemaker, the founder of the Pittsburgh Experiment, a prayer-centered spirituality developed in the Pittsburgh diocese and brought a generation of active evangelicals to the region during the 1960s and 1970s. The founding of Trinity Episcopal School for Ministry in the mid-1970s consolidated the evangelical presence in the diocese and provoked a commitment to spiritual renewal that sat uneasily with many in the wider Episcopal Church. Beyond the Devil’s Road tells, for the first time, the full story of this extraordinary man’s epic life and journey and his critical place in the history of the American Southwest. From the moment he took up residence at the lonely mission of San Xavier del Bac in 1768, Garcés stood out among his fellow Spaniards for both the affection he showed the region’s Native peoples and his bravery. Traveling thousands of miles through modern Arizona, California, and Nevada to gather information for his superiors and preach to the unbaptized, he engaged the Indians of the Southwest with a respect for their ways and customs unprecedented among his peers, presaging a new—and better—model for cultural encounters. Along the way, he contacted more Indigenous groups than any other missionary of his time, often as the first European to do so. Garcés also paved the way and served as a guide for the famous expeditions of Juan Bautista de Anza in 1774 and 1775–76, bringing the first Spanish settlers to California—before the road he’d helped to open led to his death in the Quechan uprising of 1781.
