Necessity is a notoriously dangerous and slippery concept-dangerous because it contemplates virtually unrestrained killing in warfare and slippery when used in conflicting ways in different areas of international law. Both models have precedents across the centuries, as Jens Heycke demonstrates in a contribution to the debate that incorporates an international, historical perspective. Heycke surveys multiethnic polities in history, focusing on societies that have shifted between the melting pot and multicultural models. Beginning with ancient Rome, he demonstrates the appeal of a unifying, syncretic identity that diverse individuals can join, regardless of their ethnic or racial origins. He details how early Islam, with its ideal of an inclusive ummah, integrated diverse groups, and even different faiths, into a cohesive and flourishing society. Both civilizations eventually abandoned their integrative ideals in favor of a multicultural paradigm. The consequences of that paradigm shift are instructive for societies that seek to emulate it. In the modern era, many nations have implemented multicultural policies like group preferences to compensate for past injustices or current disparities. Heycke examines some notable examples: Yugoslavia, Rwanda, and Sri Lanka. These nations were on a rough trajectory toward ethnic tolerance and comity, a trajectory that multicultural policies altered dramatically. They contrast with Botswana, a country that opposes group distinctions so resolutely that it prohibits the collection of racial and ethnic statistics. Since World War II, ethnic conflicts have killed over ten million people. But the consequences of ethnic division go far beyond that. Heycke analyzes those consequences in an international statistical survey of ethnic fractionalization. This survey, combined with the extensive historical record of multiethnic societies, illustrates the staggering costs of accentuating group differences and the benefits of a unifying identity that transcends those differences.

In the early eighteenth century, West Greenland became a colonial territory of Denmark. Nevertheless, a large number of Inuit communities maintained significant aspects of their cultural and economic practices. When home rule was introduced in 1979, the benign paternalism of colonial days was superseded by the incorporation of ethnic and institutional relations under a unified political system in Greenland. A national Greenlandic Inuit community was created, forcing further cultural adaptation on the part of the Inuit. Jens Dahl analyses life in Saqqaq, a small Greenlandic hunting community, and explores the changes that have taken place there over the last couple of decades. As modern technology is introduced and the worldviews of the Greenlandic Inuit change, the hunting community continues to base its life on a traditional notions, including an economy involving sharing, exchanging, and free access to the hunting and fishing grounds. Dahl demonstrates that Saqqaq and other communities have adapted to colonial and post-colonial influences by combining their practices of hunting and fishing with other forms of employment. In the midst of these economic developments, however, hunters are losing control over their traditional lands. Dahl discusses this conflict within the political context, making "Saqqaq" a unique and valuable example of Inuit survival in the modern world.
From 1940 to 1990, new machines and devices radically changed listening to music. Small and large single records, new kinds of jukeboxes and loudspeaker systems not only made it possible to playback music in a different way, they also evidence a fundamental transformation of music and listening itself. Taking the media and machines through which listening took place during this period, Listening Devices develops a new history of listening.Although these devices were (and often still are) easily accessible, up to now we have no concept of them. To address this gap, this volume proposes the term listening device. In conjunction with this concept, the book develops an original and fruitful method for exploring listening as a historical subject that has been increasingly organized in relation to technology. Case studies of four listening devices are the points of departure for the analysis, which leads the reader down unfamiliar paths, traversing the popular sound worlds of 1950s rock 'n' roll culture and the disco and club culture of the 1970s and 1980s. Despite all the characteristics specific to the different listening devices, they can nevertheless be compared because of the fundamental similarities they share: they model and manage listening, they actively mediate between the listener and the music heard, and it is this mediation that brings both listener and the music listened to into being. Ultimately, however, the intention is that the listening devices themselves should not be heard so that the music they playback can be heard. Thus, they take the history of listening to its very limits and confront it with its other-a history of non-listening. The book proposes listening device as a key concept for sound studies, popular music studies, musicology, and media studies.
