This book argues that the international refugee regime and its ‘temporary’ humanitarian interventions have failed. Most refugees across the global live in ‘protracted’ conditions that extend from years to decades, without legal status that allows them to work and establish a home. It is contended that they become largely invisible to people based in the global North, and cease to remain fully human subjects with access to their political lives. Shifting the conversation away from the salient discourse of ‘solutions’ and technical fixes within state-centric international relations, the authors recover the subjectivity lost for those stuck in extended exile. The book first argues that humanitarian assistance to refugees remains vital to people’s survival, even after the emergency phase is over. It then connects asylum politics in the global North with the intransigence of extended exile in the global South. By placing the urgent crises of protracted exile within a broader constellation of power relations, both historical and geographical, the authors present research and empirical findings gleaned from refugees in Iran, Kenya and Canada and from humanitarian and government workers. Each chapter reveals patterns of power circulating through the ‘colonial present’, Cold War legacies, and the global ‘war on terror". Seeking to render legible the more quotidian struggles and livelihoods of people who find themselves defined as refugees, this book will be of great interest to international humanitarian agencies, as well as migration and refugee researchers, including scholars in refugee studies and human displacement, human security, globalization, immigration, and human rights.
Guatemala’s thirty-six-year civil war culminated in peace accords in 1996, but the postwar transition has been marked by continued violence, including lynchings and the rise of gangs, as well as massive wage-labor exodus to the United States. For the Mam Maya municipality of Todos Santos Cuchumatán, inhabited by a predominantly indigenous peasant population, the aftermath of war and genocide resonates with a long-standing tension between state techniques of governance and ancient community-level power structures that incorporated concepts of kinship, gender, and generation. Showing the ways in which these complex histories are interlinked with wartime and enduring family/class conflicts, Maya after War provides a nuanced account of a unique transitional postwar situation, including the complex influence of neoliberal intervention. Drawing on ethnographic field research over a twenty-year period, Jennifer L. Burrell explores the after-war period in a locale where community struggles span culture, identity, and history. Decades after the first multicultural reforms were introduced in Latin America, Afrodescendant people from the region are still disproportionately impoverished, underserved, policed, and incarcerated. In Nicaragua, Afrodescendants have mobilized to confront this state of siege through the politics of black autonomy. For women and men grappling with postwar violence, black autonomy has its own cultural meanings as a political aspiration and a way of crafting selfhood and solidarity. Jennifer Goett's ethnography examines the race and gender politics of activism for autonomous rights in an Afrodescendant. Creole community in Nicaragua. Weaving together fifteen years of research, Black Autonomy follows this community-based movement from its inception in the late 1990s to its realization as an autonomous territory in 2009 and beyond. Goett argues that despite significant gains in multicultural recognition, Afro-Nicaraguan Creoles continue to grapple with the day-to-day violence of capitalist intensification, racialized policing, and drug war militarization in their territories. Activists have responded by adopting a politics of autonomy based on race pride, territoriality, self-determination, and self-defense. Black Autonomy shows how this political radicalism is rooted in African diasporic identification and gendered cultural practices that women and men use to assert control over their bodies, labor, and spaces in an atmosphere of violence.

Focussing ethnographically on private-sector maternity care in South Africa, Privileges of Birth looks at the ways healthcare and childbirth are shaped by South Africa’s racialised history. Birth is one of the most medicalised aspects of the lifecycle across all sectors of society, and there is deep division between what the privileged can afford compared with the rest of the population. Examining the ethics of care in midwife-attended birth, the author situates the argument in the context of a growing literature on care in anthropological and feminist scholarship, offering a unique account of birthing care in the context of elite care services.
At the heart of the Christian proclamation is the problematic body of Jesus: problematic because His crucified form conveyed shame rather than glory, problematic because Christian communities argued about whether Jesus' body shared in the corruptible and tactile qualities of other human bodies. Jesus' message-bearing body is not the only storytelling body we encounter in early Christian writings. Paul, for example, invited recipients of his letters to read the gospel story in his scarred body. In the second and early third centuries, Christians argued about the perpetual virginity of the body of Mary, the mother of Jesus, and those on both sides of the question saw Mary's body as a meaningful, expressive matrix. Jennifer Glancy argues that ordinary Christians, like others in the Roman Empire, saw all human bodies as expressing such things as social status and gender, honor and abjection. All human bodies were matrices of communication. Glancy draws on a variety of theoretical approaches, particularly the practice-oriented theory of Pierre Bourdieu and the corporal phenomenology of Maurice Merleau-Ponty, to explore what early Christians understood bodies to communicate. Among the specific examples she considers are those of Jesus, Mary, and Paul, those of the entire class of people held in slavery, and those subjected to torture.
Keeping Hold of Justice focuses on a select range of encounters between law and colonialism from the early nineteenth century to the present. It emphasizes the nature of colonialism as a distinctively structural injustice, one which becomes entrenched in the social, political, legal, and discursive structures of societies and thereby continues to affect people’s lives in the present. It charts, in particular, the role of law in both enabling and sustaining colonial injustice and in recognizing and redressing it. In so doing, the book seeks to demonstrate the possibilities for structural justice that still exist despite the enduring legacies and harms of colonialism. It puts forward that these possibilities can be found through collaborative methodologies and practices, such as those informing this book, that actively bring together different disciplines, peoples, temporalities, laws and ways of knowing. They reveal law not only as a source of colonial harm but also as a potential means of keeping hold of justice.
Engendering Development demonstrates how gender is a form of inequality that is used to generate global capitalist development. It charts the histories of gender, race, class, sexuality and nationality as categories of inequality under imperialism, which continue to support the accumulation of capital in the global economy today. Hurricane Katrina made landfall on the American Gulf Coast on August 29, 2005. Biloxi, Mississippi, a small town on the coast, was one of the towns devastated directly by the storm. Drawing on ethnographic, media, and historic document research and analysis, Jennifer Trivedi explores the pre-disaster cultural, historical, social, political, and economic distinctions that shaped the recovery ofBiloxi and Biloxians. Trivedi examines how networks of people, groups, and institutions worked to prepare for and recover from the hurricane, reinforcing the distinctions that existed before the storm.
On the outskirts of Havana lies Mazorra, an asylum known to--and at times feared by--ordinary Cubans for over a century. Since its founding in 1857, the island's first psychiatric hospital has been an object of persistent political attention. Drawing on hospital documents and government records, as well as the popular press, photographs, and oral histories, Jennifer L. Lambe charts the connections between the inner workings of this notorious institution and the highest echelons of Cuban politics. Across the sweep of modern Cuban history, she finds, Mazorra has served as both laboratory and microcosm of the Cuban state: the asylum is an icon of its ignominious colonial and neocolonial past and a crucible of its republican and revolutionary futures. From its birth, Cuban psychiatry was politically inflected, drawing partisan contention while sparking debates over race, religion, gender, and sexuality. Psychiatric notions were even invested with revolutionary significance after 1959, as the new government undertook ambitious schemes for social reeducation. But Mazorra was not the exclusive province of government officials and professionalizing psychiatrists. U.S. occupiers, Soviet visitors, and, above all, ordinary Cubans infused the institution, both literal and metaphorical, with their own fears, dreams, and alternative meanings. Together, their voices comprise the madhouse that, as Lambe argues, haunts the revolutionary trajectory of Cuban history.

From the Revolution to the Maquiladoras is a major contribution to the study of globalization, labor, and women’s movements. Jennifer Bickham Mendez presents a detailed ethnographic account of the Nicaraguan Working and Unemployed Women’s Movement, “María Elena Cuadra” (mec), which emerged as an autonomous organization in 1994. Most of its efforts revolve around organizing women workers in Nicaragua’s free trade zones and working to improve conditions in maquiladora factories. Mendez examines the structural and cultural elements of mec in order to demonstrate how globalization affects grassroots advocacy for social and economic justice. She argues that globalization has created opportunities for new forms of organizing among those local populations that suffer its effects and that mec, which has forged vital links with transnational feminist and labor groups, exemplifies the possibilities—and pitfalls—of this new type of organizing. Mendez draws on interviews with leaders and program participants, including maquiladora workers; her participant observation while she worked as a volunteer within the organization; and analysis of the public statements, speeches, and texts written by mec members. She provides a sense of the day-to-day operations of the group as well as its strategies. By exploring the tension between mec and transnational feminist, labor, and solidarity networks, she illustrates how mec women’s outlooks are shaped by both their revolutionary roots within the Sandinista regime and their exposure to global discourses of human rights and citizenship. The complexities of the women’s labor movement analyzed in From the Revolution to the Maquiladoras speak to social and economic justice movements in the many locales around the world.
This study examines the dialectic relationship between social inequality and change in the newly democratic South Africa through the lens of paid domestic labor. The complexities of this institution provide an in-depth analysis of the tension between the race and gender priorities of South Africa's new democracy and the lived realities of the majority of its population. Because paid domestic work remains the largest sector of employment for women in South Africa, it is critical to situating the scope of social change in this emergent democracy. This book presents the first comprehensive study of paid domestic labor since South Africa's 1994 post-apartheid transition. Drawing upon 85 interviews with domestic workers, employers, Parliamentarians, community activists and organizational leaders, this research offers diverse perspectives on the race, class and gender divides that remain integral to social relations in the context of national transition. In contrast, this study also details women's collective agency through the exploration of a critical social policy change shaped by the activism of a new union of domestic workers. Drawing upon extensive fieldwork, this book demonstrates that transformation of social relations remains one of the greatest obstacles to engendering democracy in South Africa.

How do you tell the difference between a “good kid” and a “potential thug”? In Dangerous or Endangered?, Jennifer Tilton considers the ways in which children are increasingly viewed as dangerous and yet, simultaneously, as endangered and in need of protection by the state. Tilton draws on three years of ethnographic research in Oakland, California, one of the nation’s most racially diverse cities, to examine how debates over the nature and needs of young people have fundamentally reshaped politics, transforming ideas of citizenship and the state in contemporary America. As parents and neighborhood activists have worked to save and discipline young people, they have often inadvertently reinforced privatized models of childhood and urban space, clearing the streets of children, who are encouraged to stay at home or in supervised after-school programs. Youth activists protest these attempts, demanding a right to the city and expanded rights of citizenship. Dangerous or Endangered? pays careful attention to the intricate connections between fears of other people’s kids and fears for our own kids in order to explore the complex racial, class, and gender divides in contemporary American cities.

Founded by treaty in 1969, ICCAT stewards what has become under its tenure one of the planet’s most prominent endangered fish: the Atlantic bluefin tuna. Called “red gold” by industry insiders for the exorbitant price her ruby-colored flesh commands in the sushi economy, the giant bluefin tuna has crashed in size and number under ICCAT’s custodianship. With regulations to conserve these sea creatures in place for half a century, why have so many big bluefin tuna vanished from the Atlantic? In Red Gold, Jennifer E. Telesca offers unparalleled access to ICCAT to show that the institution has faithfully executed the task assigned it by international law: to fish as hard as possible to grow national economies. ICCAT manages the bluefin not to protect them but to secure export markets for commodity empires—and, as a result, has become complicit in their extermination. Against the backdrop of a post-Soviet state set aflame by geopolitical conflict and violent revolution, Narkomania considers whether substance use disorders are everywhere the same and whether our responses to drug use presuppose what kind of people those who use drugs really are. Jennifer J. Carroll's ethnography is a story about public health and international efforts to quell the spread of HIV. Carroll focuses on Ukraine where the prevalence of HIV among people who use drugs is higher than in parts of sub-Saharan Africa and unpacks the arguments and myths surrounding medication-assisted treatment (MAT) in Ukraine. What she presents in Narkomania forces us to question drug policy, its uses, and its effects on "normal" citizens. Carroll uses her findings to explore what people who use drugs can teach us about the contemporary societies emerging in post-Soviet space. With examples of how MAT has been politicized, how drug use has been tied to ideas of "good" citizenship, and how vigilantism towards people who use drugs has occurred, Narkomania details the cultural and historical backstory of the situation in Ukraine. Carroll reveals how global efforts supporting MAT in Ukraine allow the ideas surrounding MAT, drug use, and HIV to resonate more broadly into international politics and echo into the heart of the Ukrainian public.
In the 1960s, the city of Halifax razed the black community of Africville under a program of urban renewal and 'slum clearance.' The city defended its actions by citing the deplorable living conditions in Africville, ignoring its own role in the creation of these conditions through years of neglect and the refusal of essential services. In the 1980s, the city created a park on Africville's former site, which has been a place of protest and commemoration for black citizens since its opening. As yet, however, the city has not issued a formal apology to Africville residents and has paid no further compensation. Razing Africville examines this history as the prolonged eviction of a community from its own space. By examining a variety of sources - urban planning texts, city council documents, news media, and academic accounts - Jennifer J. Nelson illustrates how Africville went from a slum to a problem to be solved and, more recently, to a public space in which past violence is rendered invisible. Reading historical texts as a critical map of decision-making, she argues that the ongoing measures taken to regulate black bodies and spaces amount to a 'geography of racism.' Through a geographic lens, therefore, she manages to analyse ways in which race requires space and how the control of space is a necessary component of delineating and controlling people. A much needed re-examination of an important historical example, Razing Africville applies contemporary spatial theory to the situation in Africville and offers critical observations about the function of racism.

The relationships between female sex workers and their noncommercial male partners are often assumed to be coercive and anchored in risk, dismissed as “pimp-prostitute” arrangements by researchers and the general public alike. Yet, these stereotypes unjustly erase the complexity of lives we imagine to be consumed by social suffering. Dangerous Love centers a framework of love to rethink sex workers’ intimate relationships as commitments to collective solidarity and survival in contexts of oppression. Combining epidemiological research and ethnographic fieldwork in Tijuana, Mexico, Jennifer Leigh Syvertsen examines how individuals try to find love and meaning in lives marked by structural violence, social marginalization, drug addiction, and HIV/AIDS. Linking the political economy of inequalities along the border with emotional lived experience, this book explores how intimate relationships become dangerous safe havens that fundamentally shape both partners’ well-being. Following the 1998 peace agreement in Northern Ireland, political violence has dramatically declined and the region has been promoted as a model for peacemaking. Human rights discourse has played an ongoing role in the process but not simply as the means to promote peace. The language can also become a weapon as it is appropriated and adapted by different interest groups to pursue social, economic, and political objectives. Indeed, as violence still periodically breaks out and some ethnocommunal and class-based divisions have deepened, it is clear that the progression from human rights violations to human rights protections is neither inevitable nor smooth. Human Rights as War by Other Means traces the use of rights discourse in Northern Ireland's politics from the local civil rights campaigns of the 1960s to present-day activism for truth recovery and LGBT equality. Combining firsthand ethnographic reportage with historical research, Jennifer Curtis analyzes how rights discourse came to permeate grassroots politics and activism, how it transformed those politics, and how rights discourse was in turn transformed. This ethnographic history foregrounds the stories of ordinary people in Northern Ireland who embraced different rights politics and laws to conduct, conclude, and, in some ways, continue the conflict—a complex portrait that challenges the dominant postconflict narrative of political and social abuses vanquished by a collective commitment to human rights. As Curtis demonstrates, failure to critique the appropriation of rights discourse in the peace process perpetuates perilous conditions for a fragile peace and generates flawed prescriptions for other conflicts.
