Sovereignty and Public Life in Antebellum American Writing

What is the hangman but a servant of law? And what is that law but an expression of public opinion? And if public opinion be brutal and thou a component part thereof, art thou not the hangman's accomplice?" Writing in 1842, Lydia Maria Child articulates a crisis in the relationship of democracy to sovereign power that continues to occupy political theory today. Is sovereignty, with its reliance on singular and exceptional power, fundamentally inimical to democracy? Or might a more fully realized democracy distribute, share, and popularize sovereignty, thus blunting its exceptional character and its basic violence? In Democracy's Spectacle, Jennifer Greiman looks to an earlier moment in the history of American democracy's vexed interpretation of sovereignty to argue that such questions about the popularization of sovereign power shaped debates about political belonging and public life in the antebellum United States. In an emergent democracy that was also an expansionist slave society, Greiman argues, the problems that sovereignty posed were less concerned with a singular and exceptional power lodged in the state than with a power over life and death that involved all Americans intimately. Drawing on Alexis de Tocqueville's analysis of the sovereignty of the people in Democracy in America, along with work by Gustave de Beaumont, Lydia Maria Child, Nathaniel Hawthorne, and Herman Melville, Greiman tracks the crises of sovereign power as it migrates out of the state to become a constitutive feature of the public sphere. Greiman brings together literature and political theory, as well as materials on antebellum performance culture, antislavery activism, and penitentiary reform, to argue that the antebellum public sphere, transformed by its empowerment, emerges as a spectacle with investments in both punishment and entertainment.

Recent human rights campaigns against sex trafficking have focused on individual victims, treating trafficking as a criminal aberration in an otherwise just economic order. In Economies of Violence Jennifer Suchland directly critiques these explanations and approaches, as they obscure the reality that trafficking is symptomatic of complex economic and social dynamics and the economies of violence that sustain them. Examining United Nations proceedings on women's rights issues, government and NGO anti-trafficking policies, and campaigns by feminist activists, Suchland contends that trafficking must be understood not solely as a criminal, gendered, and sexualized phenomenon, but as operating within global systems of precarious labor, neoliberalism, and the transition from socialist to capitalist economies in the former Soviet Union and Eastern Bloc. In shifting the focus away from individual victims, and by underscoring trafficking's economic and social causes, Suchland provides a foundation for building more robust methods for combatting human trafficking.

Women without Men illuminates Russia's "quiet revolution" in family life through the lens of single motherhood. Drawing on extensive ethnographic and interview data, Jennifer Utrata focuses on the puzzle of how single motherhood—frequently seen as a social problem in other contexts—became taken for granted in the New Russia. While most Russians, including single mothers, believe that two-parent families are preferable, many also contend that single motherhood is an inevitable by-product of two intractable problems: "weak men" (reflected, they argue, in the country's widespread, chronic male alcoholism) and a "weak state" (considered so because of Russia's unequal economy and poor social services). Among the daily struggles to get by and get ahead, single motherhood, Utrata finds, is seldom considered a tragedy. Utrata begins by tracing the history of the cultural category of "single mother," from the state policies that created this category after World War II, through the demographic trends that contributed to rising rates of single motherhood, to the contemporary tension between the cultural ideal of the two-parent family and the de facto predominance of the matrifocal family. Providing a vivid narrative of the experiences not only of single mothers themselves but also of the grandmothers, other family members, and nonresident fathers who play roles in their lives, Women without Men maps the Russian family against the country’s profound postwar social disruptions and dislocations.
