For two centuries (1670-1870), English, Scottish, and Canadian fur traders voyaged the myriad waterways of Rupert's Land, the vast territory charted to the Hudson's Bay Company and later splintered among five Canadian provinces and four American states. The knowledge and support of northern Native peoples were critical to the newcomer's survival and success. With acquaintance and alliance came intermarriage, and the unions of European traders and Native women generated thousands of descendants. Jennifer Brown's Strangers in Blood is the first work to look systematically at these parents and their children. Brown focuses on Hudson's Bay Company officers and North West Company wintering partners and clerks-those whose relationships are best known from post journals, correspondence, accounts, and wills. The durability of such families varied greatly. Settlers, missionaries, European women, and sometimes the courts challenged fur trade marriages. Some officers' Scottish and Canadian relatives dismissed Native wives and "Indian" progeny as illegitimate. Traders who took these ties seriously were obliged to defend them, to leave wills recognizing their wives and children, and to secure their legal and social status-to prove that they were kin, not "strangers in blood." Brown illustrates that the lives and identities of these children were shaped by factors far more complex than "blood." Sons and daughters diverged along paths affected by gender. Some descendants became Métis and espoused Métis nationhood under Louis Riel. Others rejected or were never offered that course-they passed into white or Indian communities or, in some instances, identified themselves (without prejudice) as "half breeds." The fur trade did not coalesce into a single society. Rather, like Rupert's Land, it splintered, and the historical consequences have been with us ever since.

Physicians continue to sterilize some women against their will, especially those in prison; in other cases, women seeking medical interventions to prevent pregnancies encounter resistance from the medical community. While these trends seem to undermine women's decision-making authority, experts and state actors often defend such policies and actions as actually promoting women's autonomy. In Governed through Choice, Jennifer M. Denbow analyzes recent reproductive measures, such as 'informed consent' to abortion laws and the regulation of sterilization, in order to expose how the notion of autonomy allows for such a striking contradiction in how reproductive policies affect women. In 1996, Democratic president Bill Clinton and the Republican-controlled Congress "ended welfare as we know it" and trumpeted "workfare" as a dramatic break from the past. But, in fact, workfare was not new. Jennifer Mittelstadt locates the roots of the 1996 welfare reform many decades in the past, arguing that women, work, and welfare were intertwined concerns of the liberal welfare state beginning just after World War II. Mittelstadt examines the dramatic reform of Aid to Dependent Children (ADC) from the 1940s through the 1960s, demonstrating that in this often misunderstood period, national policy makers did not overlook issues of poverty, race, and women's role in society. Liberals' public debates and disagreements over welfare, however, caused unintended consequences, she argues, including a shift toward conservatism. Rather than leaving ADC as an income support program for needy mothers, reformers recast it as a social services program aimed at "rehabilitating" women from "dependence" on welfare to "independence," largely by encouraging them to work. Mittelstadt reconstructs the ideology, implementation, and consequences of rehabilitation, probing beneath its surface to reveal gendered and racialized assumptions about the welfare poor and broader societal concerns about poverty, race, family structure, and women's employment.

The Patient Protection and Affordable Care Act came into existence at a time when the president’s ability to lead the public was in question, political polarization had intensified, and the media environment appeared ever more fragmented, fast-moving, and resistant to control. Under such circumstances, how can contemporary American presidents such as Barack Obama build and maintain support for themselves and their policies, particularly as controversies arise? Using case studies of major contests over how key elements of the Affordable Care Act would be framed, and analysis of how those frames fared in influential and popular U.S. news sources, Hopper examines the conditions under which the president can effectively shape public debates today. She argues that despite the difficult political and communications context, the president retains substantial advantages in framing major controversial issues for the media and the public. These presidential framing advantages are conditional, however, and Hopper explores the factors that help make presidential frames more or less likely to gain hold in the news today. More so than in the past, an element of unpredictability in this news environment means that in pursuing favorable messaging, the president and his surrogates may also generate some unintentional consequences in how issues are portrayed to the public. Presidential frames can evolve with unfolding events to take on new meanings and applications, a process facilitated alternately by supporters, opponents, and media actors. Still, media figures and political opponents remain largely reactive to presidential communications, even as some seek to publicize and exploit weaknesses in the administration’s narratives. A close look at these recent cases casts new light on the scholarly debate surrounding the president’s ability to persuasively communicate and challenges conventional wisdom that the 21st century media largely present an unmanageable news environment for the White House. Presidential Framing in the 21st Century News Media engages with current events in American politics, focusing on the Obama Administration and the Affordable Care Act, while also reflecting upon the state of the American presidency, the news media, and the public in ways that have substantial implications for all of these actors, not merely in the present, but into the future, making it a compelling read for scholars of Political Science, Media Studies, Communication Studies, and Public Policy.
