The Rise of China and Chinese International Relations Scholarship

This book looks at the relationship between Chinese international relations (IR) scholarship and China’s rise as a world power. Specifically, it addresses how China’s rising international status since the early 1990s has shaped the country’s IR studies, and the different ways that Chinese IR scholars are interpreting that rise. The author argues that the development of IR studies in China has been influenced by China’s past historical experiences, its recent change in status in world politics, and indigenous scholarly interpretations of both factors. Instead of treating Chinese IR scholars as value-free social scientists, the author shows how Chinese scholars—as purposive, strategic, and emotional actors—tend to manipulate existing (mostly Western) IR theories to support their policy propositions and identity statements. This book represents one of few efforts to determine how local Chinese scholars are constructing IR knowledge, how they are dealing with intersections between indigenous Chinese and imported IR theory and concepts, and how Chinese scholars are analyzing “their China” in terms of its current rise to power.

What is the relationship between the strength of a country's democracy and the ability of its courts to address deficiencies in the electoral process? Drawing a distinction between democracies that can be characterised as 'dominant-party' (for example Singapore, Malaysia, and Hong Kong), 'dynamic' (for example India, South Korea, and Taiwan), and 'fragile' (for example Thailand, Pakistan ,and Bangladesh), this book explores how democracy sustains and is sustained by the exercise of judicial power. In dominant-party systems, courts can only pursue 'dialogic' pathways to constrain the government's authoritarian tendencies. On the other hand, in dynamic democracies, courts can more successfully innovate and make systemic changes to the electoral system. Finally, in fragile democracies, where a country regularly oscillates between martial law and civilian rule, their courts tend to consistently overreach, and this often facilitates or precipitates a hostile take-over by the armed forces, and lead to the demise of the rule of law.

The British colony of Hong Kong, one of the Four Little Dragons of East Asia, reverted to Chinese rule in 1997. Since then, Hong Kong has continued to be an international financial centre, a free market, and a cosmopolitan city. At the same time, the tensions and contradictions inherent in One Country, Two Systems have given rise to constitutional controversies and social movements, culminating in the Umbrella movement of 2014, the anti-extradition law movement of 2019, the enactment of a National Security Law in 2020, and the electoral overhaul of 2021. This book discusses the structure and operations of Hong Kong's legal, judicial and political systems and their interactions with the national authorities of the PRC. The book provides a useful case study in comparative constitutional law, especially on autonomy and devolution issues within sovereign States. This comparative study is particularly interesting because Hong Kong is a common law jurisdiction within the PRC's socialist legal system. South Korea followed a conventional capitalist route: labor movements challenged the system long before environmental movements did. In Taiwan, pro-environment struggles gained strength before labor activism. Liu argues that part of the explanation lies in an analysis of how movements advance their causes by utilizing different types of power. Whereas labor movements have the power of economic leverage, environmental movements depend on the power of ideology. Therefore, examining material factors versus ideational factors is crucial to understanding the successes (or failures) of social movements. Leverage of the Weak is a significant contribution to the literature on social movements, to the study of East Asian political economies, and to the progress of the comparative-historical method. It enhances knowledge of movement emergence, investigates the possibilities and obstacles involved in forging labor–environment alliances, and offers the first systematic, multilayered comparisons across movements and nations in East Asia.

Wang discusses the dynamics of Sino–US relations since 2008 and the implications for relations between Taiwan and both the United States and the People’s Republic of China. Ever since China surpassed Japan to become the world’s second largest economy, it has appeared to shift its policy shift from “biding our time” and a self-described “peaceful rise” toward increased assertiveness in regional and international affairs. This has only become more pronounced since the 19th Party National Congress in October 2017, when Xi Jinping reiterated his agenda for “the Chinese Dream.” In contrast, the US’s “Pivot to Asia” strategy has been widely perceived as unsuccessful. In its precarious political position between China and the United States, Taiwan is especially exposed to the fluctuations in policy and diplomatic relations between the two powers. The three bilateral relationships are intertwined, with policy changes and actions in any one of them affecting the other two. Wang emphasizes the “small power” and “disputed nation-state” perspective of Taiwan, over the “great power politics” of the United States and China. In doing so, he presents an analysis of how the changing dynamics of Sino–US relations and the great power transition in Asia have an impact on smaller stakeholders in the region. A valuable resource for scholars and policy-makers with a focus on Taiwan’s position in Sino–US relations.

In the 1950s, the residents of the southwestern coastal areas of Taiwan suffered greatly from Blackfoot disease (BFD) due to the consumption of arsenic-contaminated groundwater. Groundwater with high levels of arsenic in southwestern and northeastern Taiwan received much attention. After arsenic-safe tap water was utilized for drinking instead of groundwater in the 1970s, BFD cases decreased greatly. After 1990, no new BFD cases were reported, and as a consequence, BFD problems disregarded. However, arsenic is still present in the groundwater. This book will improve the knowledge and understanding of the occurrence and genesis of arsenic-rich groundwaters in Taiwan. It deals with constraints on the mobility of arsenic in groundwater, its uptake from soil and water by plants, arsenic-propagation through the food chain, human health impacts, and arsenic-removal technologies. Taiwan case experiences are described in this book and can be applied worldwide.
