In the early twentieth century, an elite group of modern-minded scientists in Germany, led by the eminent organic chemist Emil Fischer, set out to create new centers and open new sources of funding for chemical research. Their efforts led to the establishment in 1911 of the chemical institues of the Kaiser Wilhelm Society for the Advancement of the Sciences, whose original staff included several future Nobel laureates. Although these institutes were designed to promote "free research" that would uphold German Leadership in international science, they also came to promote the integration of science in the German war effort after 1914. According to Jeffrey Johnson, the development of the Kaiser Wilhelm Institutes exemplifies the origins and dilemmas of one of the most significant innovations in modern science: the creation of institutions for basic research, both theoretical and practical. The Kaiser Wilhelm Society was a quasi-official institution under the "protection" of Kaiser Wilhelm II, but it received most of its funding from German industry rather than the Imperial Treasury. After 1914, however, the Kaiser's chemists and their institutes provided key support to the German war effort. Within a few months of the outbreak of World War I, the institutes had been integrated into war mobilization activities. They conducted research both in weapons, such as poison gas, and in strategic resources, especially synthetics to replace naturally produced goods cut off by Britain's blockade of German ports. By examining the Kaiser Wilhelm Society in the framework of both scientific and social change, Johnson is able to answer questions that seem puzzling if not viewed from this dual perspective, such as why German chemists pushed for institutional change at this particular time. Johnson argues that the new institutes arose from a characteristically modern tension between internationally set scientific goals and the competing national priorities of a country headed for war. Johnson's sources include the papers of Emil Fischer; the archives of several major German corporations, including Bayer, Hoechst, and Krupp; government records; and the archives of the Max Planck Society, which grew out of the Kaiser Wilhelm Society after World War II. As we approach the 100th anniversary of the outbreak of the First World War, students of history will revisit the causes, conduct and aftermath of the war. In each of these, Sir Eyre Crowe played a very significant role. Yet, outside academic and diplomatic circles, his name is little known. An “outsider” in the Foreign Office, he neither attended an English public school nor university. He was born and educated in Germany. Yet he rose because of his unique expertise to be the Permanent Under-Secretary from 1920 until his death in 1925, during which time he worked, not always amicably, with prime ministers and foreign secretaries such as Lloyd George, Curzon, Ramsay Macdonald and Austen Chamberlain. On his death, Stanley Baldwin called him “our ablest public servant.” Eyre Crowe was a participant in events that led to the 1914–1918 war, was one of the main organisers of the blockade of Germany, helped to end the Ruhr crisis of 1923–24, and played a major role in the acceptance of the Dawes Plan at the 1924 London Conference. Shortly before he died, he persuaded a sceptical Cabinet to accept a policy that culminated in the Locarno Pact. Yet, Crowe played a strange role at the Paris Peace Conference of 1919. Britain’s most knowledgeable expert on Germany, he was marginalised by Lloyd George prior to the signing of the Versailles Treaty, but then played a leading part as Ambassador Plenipotentiary. Crowe’s Memorandum of 1907 had a profound influence upon Foreign Office perceptions of Germany for more than forty years. The “Crowe line” on Germany was opposed by Neville Chamberlain and the British Ambassador in Berlin, Neville Henderson, prior to the Second World War. Crowe had believed that Germany was a great nation, but that Britain had made too many concessions to its government when it needed to stand firm. Foreign Office diplomats were even seen waving copies of the memorandum (by then a published document) in the faces of journalists from the pro-appeasement Times newspaper. This book focuses mainly on the 1907 Memorandum and Crowe’s career after the war, but it provides many insights into the characters, talents and failings of a number of players in this extraordinary period of history.

At the same time, Algiers, nicknamed the "Mecca of Revolution," became a key nexus in an intercontinental transnational network of liberation movements, revolutionaries, and radical groups of various kinds. Drawing on unprecedented access to archival materials from the FLN, the independent Algerian state, and half a dozen other countries, Byrne narrates a postcolonial, or "South-South," international history. He situates dominant paradigms such as the Cold War in the larger context of decolonization and sheds new light on the relationships between the emergent elites of Africa, the Middle East, Asia, and Latin America. Mecca of Revolution shows how Third Worldism evolved from a subversive transnational phenomenon into a mode of elite cooperation that reinforced the authority of the post-colonial state. Few terms in political theory are as overused, and yet as under-theorized, as constitutional revolution. In this book, Gary Jacobsohn and Yaniv Roznai argue that the most widely accepted accounts of constitutional transformation, such as those found in the work of Hans Kelsen, Hannah Arendt, and Bruce Ackerman, fail adequately to explain radical change. For example, a "constitutional moment" may or may not accompany the onset of a constitutional revolution. The consolidation of revolutionary aspirations may take place over an extended period. The "moment" may have been under way for decades--or there may be no such moment at all. On the other hand, seemingly radical breaks in a constitutional regime actually may bring very little change in constitutional practice and identity. Constructing a clarifying lens for comprehending the many ways in which constitutional revolutions occur, the authors seek to capture the essence of what happens when constitutional paradigms change.

The works of Hannah Arendt and Albert Camus--two of the most compelling political thinkers of the "resistance generation" that lived through World War II--can still provide penetrating insights for contemporary political reflection. Jeffrey C. Isaac offers new interpretations of these writers, viewing both as engaged intellectuals who grappled with the possibilities of political radicalism in a world in which liberalism and Marxism had revealed their inadequacy by being complicit in the rise of totalitarianism. According to Isaac, self-styled postmodern writers who proclaim the death of grandiose ideologies often fail to recognize that such thinkers as Camus and Arendt had already noted this. But unlike many postmodernists, these two sought to preserve what was worthy in modern humanism--the idea of a common human condition and a commitment to human rights and the dignity of individuals. Isaac shows that both writers advanced the idea of a democratic civil society made up of self-limiting groups. Although they criticized the typical institutions of mass democratic politics, they endorsed alternative forms of local and international organization that defy the principle of state sovereignty. Isaac also shows how Arendt's writings on the Middle East, and Camus's on Algeria, urged the creation of such institutions. The vision of a "rebellious politics" that Arendt and Camus shared is of great relevance to current debates in democratic theory and to the transformations taking place in Europe and the states of the former Soviet Union.
