Surrogate Warfare explores the emerging phenomenon of “surrogate warfare” in twenty-first century conflict. The popular notion of war is that it is fought en masse by the people of one side versus the other. But the reality today is that both state and non-state actors are increasingly looking to shift the burdens of war to surrogates. Surrogate warfare describes a patron's outsourcing of the strategic, operational, or tactical burdens of warfare, in whole or in part, to human and/or technological substitutes in order to minimize the costs of war. This phenomenon ranges from arming rebel groups, to the use of armed drones, to cyber propaganda. Krieg and Rickli bring old, related practices such as war by mercenary or proxy under this new overarching concept. Apart from analyzing the underlying sociopolitical drivers that trigger patrons to substitute or supplement military action, this book looks at the intrinsic trade-offs between substitutions and control that shapes the relationship between patron and surrogate. Surrogate Warfare will be essential reading for anyone studying contemporary conflict.

The 1956 Suez Crisis is the first example of a pre-emptive strike after World War II. The episode provides lessons about the lengths to which nations will go to secure their interests and the limits of the United Nation’s influence. How the UN uses its power is the point of contention. In 1956, Great Britain, France, and Israel believed the organization would protect their security interests through the unbiased maintenance of international law. Yet, as common in the Cold War, UN action was hampered. A war began and ended with a cease-fire in fifty-five hours. Three militarily superior armies won their tactical fights but were strategically defeated. Most notably, the influence of global authority shifted to the superpowers. Through all this, the UN changed its mission and purpose. The primary question therefore is did the UN resolve the 1956 Suez Crisis? Resolution had to include a status quo ante bellum, the return to the existing system before the war, or the recognition of a new international Regime. The UN’s ability to resolve such crises directly affects its legitimacy in the international community.

On 18 July 1943, one-hundred and twenty Jews were transported from the concentration camp at Drancy to the Lévitan furniture store building in the middle of Paris. These were the first detainees of three satellite camps (Lévitan, Austerlitz, Bassano) in Paris. Between July 1943 and August 1944, nearly eight hundred prisoners spent a few weeks to a year in one of these buildings, previously been used to store furniture, and were subjected to forced labor. Although the history of the persecution and deportation of France’s Jews is well known, the three Parisian satellite camps have been subjected to the silence of both memory and history. This lack of attention by the most authoritative voices on the subject can perhaps be explained by the absence of a collective memory or by the marginal status of the Parisian detainees - the spouses of Aryans, wives of prisoners of war, half-Jews. Still, the Parisian camps did, and continue to this day, lack simple and straightforward descriptions. This book is a much needed study of these camps and is witness to how, sixty years after the events, expressing this memory remains a complex, sometimes painful process, and speaking about it a struggle.

In April-May 1940 the German Wehrmacht invaded Northern and Western Europe. The subsequent occupation of Norway, Denmark, the Netherlands, Belgium, Luxembourg, and France brought the Jewish population of these countries – both established residents and refugees – under German control. From autumn 1941 in Luxembourg and from spring/summer 1942 in Belgium, the Netherlands and occupied France, Jews were required to wear the ‘Jewish star’ and many were subjected to forced labour. By mid-1942, deportations from Luxembourg and France to the ghettos and extermination camps in occupied Eastern Europe had already begun, while in the other occupied countries they were imminent. In April 1942 Alfred Oppenheimer, the Jewish elder in Luxembourg, wrote: ‘A dreadful fate hangs over our community again. The worst that can happen has now happened and the Poland transport is a certainty.’ This volume covers Norway and Western Europe during the period from the German invasion to mid 1942 (developments in Denmark for this period are documented in vol. 12) and records how Jews in these parts of Europe were excluded from society and stripped of their rights, livelihoods, and property. Letters and diary entries by the persecuted Jews detail life under German occupation and the attempts by many Jews to emigrate. The sources show how Jewish organizations sought to alleviate the impact of persecution, and how the German occupiers and local collaborators targeted Jews with increasingly stringent measures and clamped down on any form of resistance.

Based on twenty years of research on the social regulation of academic performances, this book offers theoretical and empirical arguments in favour of the inclusion of the social dimension of human beings as essential for their cognitive activities. We all engage in social interactions, compare ourselves with other people, belong to social groups, and are the object of a myriad of categorisations. Not only do such social experiences affect cognition, but they actually determine its form and its content. Several experiments indeed reveal that cognitive performance depends on the relationship between the individual and the social context in which cognition takes place. And this relationship is not forged directly by features of the situation, but rather by personal construals of these features (most notably social comparison). This fact alone justifies granting the individual's social experiences a psychological status and it further strengthens the key idea of this book, namely that the social context only exists through the intervention of cognitive processes of contextualization (producing a "cognitive context of the self") such as those involved in autobiographical memory. A "social psychology of cognition" is suggested, in which the fashionable distinction between cognition and social cognition makes no sense. From this innovative perspective it is indeed more the social nature of the individual rather than that of the object to be processed that defines the social nature of cognition. Well-known phenomena such as social facilitation and social loafing as well as established educational practices are also re-examined from this perspective.

La familiarité de la civilisation occidentale avec la quantification remonte certainement au moins aussi haut que le Néolithique (mon troupeau a douze chèvres, le tien n'en a que sept), mais des millénaires se sont écoulés avant qu'elle ne devienne une passion. Les Occidentaux croyaient en la Bible, où il était dit que Dieu a tout disposé avec mesure, nombre et poids, mais jusque vers le début du XIIIe siècle ils n'accordèrent que peu d'attention délibérée à la notion de réalité quantifiable. Puis, entre 1250 et 1350, un tournant fut pris, moins dans la théorie que dans les applications concrètes. Nous pouvons probablement réduire cette durée à cinquante ans : 1275-1325. Quelqu'un en Europe fabriqua la première horloge mécanique et le premier canon, instruments qui obligeaient les Européens à penser en termes d'espace et de temps quantifiés. Les cartes marines appelées "portulans", la peinture en perspective et la comptabilité en partie double, techniques à l'état naissant, datent également de ce demi-siècle ou des années qui ont immédiatement suivi. Roger Bacon mesura l'angle de l'arc-en-ciel, Giotto peignit en ayant la géométrie à l'esprit, et les musiciens occidentaux commencèrent à écrire, selon leur propre expression, des "chansons précisément mesurées". Il n'y eut rien de comparable à ce demi-siècle jusqu'au tournant du XXe, où la radio, la radioactivité, Einstein, Picasso et Schönberg entraînèrent l'Europe dans une révolution d'une ampleur analogue.
