Books on gaullism – or, more precisely, books on General de Gaulle – are not uncommon. Originally published in English in 1971, this claimed to be the first book of this sort on gaullism as a political force within the French political system. Since the publication of his work on the Union pour la nouvelle République Jean Charlot had become known as one of the few objective experts on gaullism. His knowledge of the British political system had helped him to appreciate the nature of the gaullist party which he saw from the first, not as a transient party linked to the political career of General de Gaulle, but as a major, modern, right-wing party, comparable to the Conservative Party in Britain. In this book he demonstrates how the gaullist movement is a ‘voter-oriented’ party, the first that France had really ever known. The strength of gaullism lies in the electorate, which had fully accepted gaullist economic policies, the institutional changes introduced under the Republic, and the party’s foreign policy. This voter-oriented party had fundamentally changed the French party system. A majority party since 1962, the gaullist movement would force the left to regroup within a left-wing, voter-oriented party, if it did not want to face political sterility. Jean Charlot was one of the few specialists to publish an article just after the referendum (Le Monde, May 2, 1969) forecasting that the departure of General de Gaulle did not foreshadow the end of gaullism as a major political force.

The Allies intended to bypass Paris and cross the Rhine into Germany, ending the war before winter set in. But as they advanced, local forces in Paris began their own liberation, defying the occupying German troops. Charles de Gaulle, the leading figure of the Free French government, urged General Dwight Eisenhower to divert forces to liberate Paris. Eisenhower’s advisers recommended otherwise, but Ike wanted to help position de Gaulle to lead France after the war. And both men were concerned about partisan conflict in Paris that could leave the communists in control of the city and the national government. Neither man knew that the German commandant, Dietrich von Choltitz, convinced that the war was lost, schemed to surrender the city to the Allies intact, defying Hitler’s orders to leave it a burning ruin. In The Liberation of Paris, Jean Edward Smith puts “one of the most moving moments in the history of the Second World War” (Michael Korda) in context, showing how the decision to free the city came at a heavy price: it slowed the Allied momentum and allowed the Germans to regroup. Though there is insufficient material for any true quantitive history, Professor Devroey argues that the evidence points to demographic expansion, coupled with the exploitation of new agricultural methods and crops, and a reliance on the family as the unit of production. Further studies relate these estates to the commercial networks of the area, from a local to an international level. A final concern is to demonstrate that the large estate formed a key component of the Carolingian rulers’ aim to establish the ’bonum commune’ and a stable society, with assured food supplies, regulated markets and a just system of weights and measures. Resource Allocation lies at the heart of network control. In the early days of the Internet the scarcest resource was bandwidth, but as the network has evolved to become an essential utility in the lives of billions, the nature of the resource allocation problem has changed. This book attempts to describe the facets of resource allocation that are most relevant to modern networks. It is targeted at graduate students and researchers who have an introductory background in networking and who desire to internalize core concepts before designing new protocols and applications. We start from the fundamental question: what problem does network resource allocation solve? This leads us, in Chapter 1, to examine what it means to satisfy a set of user applications that have different requirements of the network, and to problems in Social Choice Theory. We find that while capturing these preferences in terms of utility is clean and rigorous, there are significant limitations to this choice. Chapter 2 focuses on sharing divisible resources such as links and spectrum. Both of these resources are somewhat atypical -- a link is most accurately modeled as a queue in our context, but this leads to the analytical intractability of queueing theory, and spectrum allocation methods involve dealing with interference, a poorly understood phenomenon. Chapters 3 and 4 are introductions to two allocation workhorses: auctions and matching. In these chapters we allow the users to game the system (i.e., to be strategic), but don't allow them to collude. In Chapter 5, we relax this restriction and focus on collaboration. Finally, in Chapter 6, we discuss the theoretical yet fundamental issue of stability. Here, our contribution is mostly on making a mathematically abstruse subdiscipline more accessible without losing too much generality.
