The recent financial crisis has made this skill even more crucial to the business community. As a result of this recent crisis and of the financial statement accounting scandals that occurred at the turn of the century, understanding the auditor’s responsibility related to fraud, maintaining a clear perspective, probing for details, and understanding the big picture are indispensable to effective auditing. There are a myriad of books that have been published on knowledge management. However, very few of these books give the practical know-how of what truly is needed in the information professional/manager's mind: · How to make the decision whether knowledge management is right for you · How to explain the pros and cons of the various knowledge management alternatives/solutions · How to determine which knowledge management solution, if any, is the best fit with your organizational culture · How to explain the way to show the expected value-added benefits of using knowledge management · How to discuss lessons learned in applying knowledge management (i.e. how others have utilized KM techniques for enhanced decision making) This book is an applied and concise guide, based on the author's many years of experience, addressing these areas. Tools developed by the author (e.g., knowledge audit instruments, knowledge access and sharing surveys, techniques for determining knowledge management success, etc.) are included.

An examination of the forces and events that led to the most successful organized crime control initiatives in American history Since Prohibition, the Mafia has captivated the media and, indeed, the American imagination. From Al Capone to John Gotti, organized crime bosses have achieved notoriety as anti- heroes in popular culture. In practice, organized crime grew strong and wealthy by supplying illicit goods and services and by obtaining control over labor unions and key industries. Despite, or perhaps because of, its power and high profile, Cosa Nostra faced little opposition from law enforcement. Yet, in the last 15 years, the very foundations of the mob have been shaken, its bosses imprisoned, its profits diminished, and its influence badly weakened. In this vivid and dramatic book, James B. Jacobs, Christopher Panarella, and Jay Worthington document the government's relentless attack on organized crime. The authors present an overview of the forces and events that led in the 1980s to the most successful organized crime control initiatives in American history. Enlisting trial testimony, secretly taped conversations, court documents, and depositions, they document five landmark cases, representing the most important organized crime prosecutions of the modern era—Teamsters Local 560, The Pizza Connection, The Commission, the International Teamsters, and the prosecution of John Gotti.
President Bush's number-one management initiative for the federal government is the Strategic Management of Human Capital. According to Knowledgeworkers.com, human capital is the accumulated value of an individual's intellect, knowledge, and experience. In the U.S. federal government, a human capital crisis exists. The factors contributing to a human capital dilemma include a knowledge bleed due to retirement eligibility, changing perspectives on work, and escalating knowledge loss. According to a Joint Hearing on the Federal Human Capital, by 2005, more than half of the 1.8 million non-postal civilian employees will be eligible for early or regular retirement. An even greater percentage of the Senior Executive Service, the government's core managers, will be eligible to leave. All government agencies are required to develop a human capital strategy by 2005. Many of these agencies have scored a "red" (lowest rating) on the Government Scorecard in the way they are approaching their strategic management of human capital. This book is an executive briefing on developing a successful human capital strategy based on lessons learned from analyzing existing strategies at government agencies such as NASA. Using a knowledge management perspective, Liebowitz identifies four pillars of an effective strategy and gives examples of these in practice.

Environmental politics and policy, while gaining a significant place in the nation's consciousness, constantly comes up against the United States' desire for more development, more profit, and a collective lack of foresight. Nowhere is this more evident than in the crucial biodiversity of the world's oceans, which are victim to pollution, overharvesting, habitat destruction, and simplistic and fragmented environmental policies that do not speak to underlying problems.Robert Wilder describes how management of the world's oceans and their ecosystems has long faced two principal obstacles. The first is the seemingly infinite capacity of human apathy - something that permits us to take the sea's comfort, sustenance, ecological services, and integrity for granted. The second is the myriad lines for rigid offshore jurisdiction. That people believe the diversity of life on land should be protected is reflected in well-publicized efforts to save the celebrated biodiversity of rainforests. Far less is known, however, about protecting a larger two-thirds of this planet - the oceans. Drawing on academic literature and practical experience, Wilder illustrates the nature of the questions facing decision makers and provides intelligent, well-crafted solutions.By describing how the emerging idea of precautionary action can help build second-generation policy, Wilder offers means to halt problematic overfishing. He integrates political science with the goals of environmental protection, revealing why agencies often fail in their mission to preserve the environment, and offers fresh, sensible, new paths ahead. Wilder shows how damage to marine ecosystems often stems from distant land-based activities and details emerging ideas such as how industrial ecology can be a cost-effective way to preven pollution.Through a rigorous integration of policy and science, Wilder suggests a much-improved second-generation governance of the ocean and coasts and proposes new ideas for resolving the environmental policy stalemate found within the U.S. government.

Chiang Ching-kuo, son and political heir of Generalissimo Chiang Kai-shek, was born in 1910, when Chinese women, nearly all illiterate, hobbled about on bound feet and men wore pigtails as symbols of subservience to the Manchu Dynasty. In his youth Ching-kuo was a Communist and a Trotskyite, and he lived twelve years in Russia. He died in 1988 as the leader of Taiwan, a Chinese society with a flourishing consumer economy and a budding but already wild, woolly, and open democracy. He was an actor in many of the events of the last century that shaped the history of China's struggles and achievements in the modern era: the surge of nationalism among Chinese youth, the grand appeal of Marxism-Leninism, the terrible battle against fascist Japan, and the long, destructive civil war between the Nationalists and the Communists. In 1949, he fled to Taiwan with his father and two million Nationalists. He led the brutal suppression of dissent on the island and was a major player in the cold, sometimes hot war between Communist China and America. By reacting to changing economic, social, and political dynamics on Taiwan, Sino-American rapprochement, Deng Xiaoping's sweeping reforms on the mainland, and other international events, he led Taiwan on a zigzag but ultimately successful transition from dictatorship to democracy. Jay Taylor underscores the interaction of political developments on the mainland and in Taiwan and concludes that if China ever makes a similar transition, it will owe much to the Taiwan example and the Generalissimo's son.

White-Collar Crime: An Opportunity Perspective analyzes white-collar crime using the opportunity perspective, which assumes that all crimes depend on offenders recognizing an opportunity to commit an offense. The authors explicate the processes and situational conditions that facilitate opportunities for white-collar crimes and the likelihood of being victimized by white-collar crime. In addition, they offer potential policy solutions that will mitigate this persistent and widespread social problem while being realistic and balanced in their treatment of the difficulties of control. With this fourth edition, Benson and Simpson have enlisted the aid of two young white-collar crime scholars, Jay P. Kennedy and Melissa Rorie, who bring new areas of expertise to the book that enhance its analytical depth and coverage of both white-collar crime and the opportunity perspective. New up-to-date case studies are included along with examinations of recent investigations into white-collar crime and its control. These timely updates reaffirm that this rigorous yet accessible book will remain a core resource for undergraduate and early graduate courses on white-collar crime.

Natural resource policies provide the foundation for sustainable resource use, management, and protection. Natural Resource Policy blends policy processes, history, institutions, and current events to analyze sustainable development of natural resources. The book’s detailed coverage explores the market and political allocation and management of natural resources for human benefits, as well as their contributions for environmental services. Wise natural resource policies that promote sustainable development, not senseless exploitation, promise to improve our quality of life and the environment. Public or private policies may be used to manage natural resources. When private markets are inadequate due to public goods or market failure, many policy options, including regulations, education, incentives, government ownership, and hybrid public/private policy instruments may be crafted by policy makers. Whether a policy is intended to promote intensive management of natural resources to enhance sustained yield or to restore degraded conditions to a more socially desirable state, this comprehensive guide outlines the ways in which natural resource managers can use their technical skills within existing administrative and legal frameworks to implement or influence policy.

One of the most momentous stories of the last century is China’s rise from a self-satisfied, anti-modern, decaying society into a global power that promises to one day rival the United States. Chiang Kai-shek, an autocratic, larger-than-life figure, dominates this story. A modernist as well as a neo-Confucianist, Chiang was a man of war who led the most ancient and populous country in the world through a quarter century of bloody revolutions, civil conflict, and wars of resistance against Japanese aggression. In 1949, when he was defeated by Mao Zedong—his archrival for leadership of China—he fled to Taiwan, where he ruled for another twenty-five years. Playing a key role in the cold war with China, Chiang suppressed opposition with his “white terror,” controlled inflation and corruption, carried out land reform, and raised personal income, health, and educational levels on the island. Consciously or not, he set the stage for Taiwan’s evolution of a Chinese model of democratic modernization. Drawing heavily on Chinese sources including Chiang’s diaries, The Generalissimo provides the most lively, sweeping, and objective biography yet of a man whose length of uninterrupted, active engagement at the highest levels in the march of history is excelled by few, if any, in modern history. Jay Taylor shows a man who was exceedingly ruthless and temperamental but who was also courageous and conscientious in matters of state. Revealing fascinating aspects of Chiang’s life, Taylor provides penetrating insight into the dynamics of the past that lie behind the struggle for modernity of mainland China and its relationship with Taiwan.
