In this book, we use the case of China to examine how state actors can transform the Internet and online discourse into a key strategic element for maintaining the government and relieving domestic pressure on national institutions. While scholars have long known that the democratizing influence of the Internet can be blunted by autocratic states, in this book, we show that the online sphere can effectively be co-opted by states like China and transformed into a supporting institution. Our theory, Directed Digital Dissidence, explains how autocracies manage critical online information flows and the impact this management has on mass opinion and behavior. While the expansion of the Internet may stimulate dissidence, it also provides the central government an avenue to direct that dissent away and toward selected targets. Under the strategy of Directed Digital Dissidence, the Internet becomes a mechanism to dissipate threats by serving as a targeted relief valve rather than a building pressure cooker. We consider the process and impact of this evolving state led manipulation of the political Internet using data and examples from China. We use an original large-scale random survey of Chinese citizens to measure Internet use, social media use, and political attitudes. We also consider the impact of the state firewall. Beyond simply identifying the government strategy, we focus on testing the effectiveness of the strategy with empirical data. We also consider how the redirection of dissent can be done across a broader range of targets, including non-state actors and other nations"--

What is modernity? Where are modernitys points of origin? Where are its boundaries? And what lies beyond those boundaries? Allegory and Enchantment explores these broad questions by considering the work of English writers at the threshold of modernity, and by considering,in particular, the cultural forms these writers want to leave behind. From the fourteenth to the seventeenth centuries, many English writers fashion themselves as engaged in breaking away from an array of old idols: magic, superstition, tradition, the sacramental, the medieval. Many of these writers persistently use metaphors of disenchantment, of awakening from a broken spell, to describe their self-consciously modern orientation toward a medieval past. And many of them associate that repudiated past with the dynamics and conventions of allegory. In the hands of the major English practitioners of allegorical narrativeWilliam Langland, John Skelton, Edmund Spenser, and John Bunyanallegory shows signs of strain and disintegration. The work of these writers seems to suggest a story of modern emergence in which medieval allegory, with its search for divine order in the material world, breaks down under the pressure of modern disenchantment. But these four early modern writers also make possible other understandings of modernity. Each of them turns to allegory as a central organizing principle for his most ambitious poetic projects. Each discovers in the ancient forms of allegory a vital, powerful instrument of disenchantment. Each of them, therefore, opens up surprising possibilities: that allegory and modernity are inescapably linked; that the story of modern emergence is much older than the early modern period; and that the things modernity has tried to repudiatethe old enchantmentsare not as alien, or as absent, as they seem.
The Middle East and North Africa Region encapsulates many of the issues surrounding water and human mobility. It is the most water-scarce region in the world and is experiencing unprecedented levels of forced displacement. Ebb and Flow: Volume 2. Water in the Shadow of Conflict in the Middle East and North Africa examines the links between water risks (harmful outcomes related to water, from droughts and floods to lack of sanitation), conflict, and forced displacement. It aims to better explain how to address the vulnerabilities of forcibly displaced persons and their host communities, and to identify water policy and investment responses. Contrary to common belief, the report finds that the evidence linking water risks with conflict and forced displacement in the region is not unequivocal. Water risks are more frequently related to cooperation than to conflict at both domestic and international levels. But while conflict is not necessarily a consequence of water risks, the reverse is a real and concerning phenomenon: conflict amplifies water risks. Since 2011, there have been at least 180 instances of intentional targeting of water infrastructure in conflicts in Gaza, Libya, the Syrian Arab Republic, and the Republic of Yemen. Forcibly displaced persons and their host communities face myriad water risks. Access to safe drinking water is a daily struggle for millions of forcibly displaced Iraqis, Libyans, Palestinians, Syrians, Yemenis, and international migrants in the region, heightening public health risks. Tanker trucks often help fill the gap; however, significant issues of water quality, reliability, and affordability remain. Host communities also face localized declines in water availability and quality as well as unplanned burdens on water services following the arrival of forcibly displaced persons. The reality of protracted forced displacement requires a shift from humanitarian support toward a development approach for water security, including structured yet flexible planning to deliver water services and sustain water resources for forcibly displaced persons and their host communities.

Richard Stonley has all but vanished from history, but to his contemporaries he would have been an enviable figure. A clerk of the Exchequer for more than four decades under Mary Tudor and Elizabeth I, he rose from obscure origins to a life of opulence; his job, a secure bureaucratic post with a guaranteed income, was the kind of which many men dreamed. Vast sums of money passed through his hands, some of which he used to engage in moneylending and land speculation. He also bought books, lots of them, amassing one of the largest libraries in early modern London. In 1597, all of this was brought to a halt when Stonley, aged around seventy-seven, was incarcerated in the Fleet Prison, convicted of embezzling the spectacular sum of £13,000 from the Exchequer. His property was sold off, and an inventory was made of his house on Aldersgate Street. This provides our most detailed guide to his lost library. By chance, we also have three handwritten volumes of accounts, in which he earlier itemized his spending on food, clothing, travel, and books. It is here that we learn that on June 12, 1593, he bought "the Venus & Adhonay per Shakspere"—the earliest known record of a purchase of Shakespeare's first publication. In Shakespeare's First Reader, Jason Scott-Warren sets Stonley's journals and inventories of goods alongside a wealth of archival evidence to put his life and library back together again. He shows how Stonley's books were integral to the material worlds he inhabited and the social networks he formed with communities of merchants, printers, recusants, and spies. Yet this dynamic is surprisingly absent today; instead, the superpowers have all, at times, sought to promote what Jason Pack terms the 'Enduring Disorder'.
