A series of laws passed in the 1970s promised the nation unprecedented transparency in government, a veritable “sunshine era.” Though citizens enjoyed a new arsenal of secrecy-busting tools, officials developed a handy set of workarounds, from over classification to concealment, shredding, and burning. It is this dark side of the sunshine era that Jason Ross Arnold explores in the first comprehensive, comparative history of presidential resistance to the new legal regime, from Reagan-Bush to the first term of Obama-Biden. After examining what makes a necessary and unnecessary secret, Arnold considers the causes of excessive secrecy, and why we observe variation across administrations. While some administrations deserve the scorn of critics for exceptional secrecy, the book shows excessive secrecy was a persistent problem well before 9/11, during Democratic and Republican administrations alike. Regardless of party, administrations have consistently worked to weaken the system’s legal foundations. The book reveals episode after episode of evasive maneuvers, rule bending, clever rhetorical gambits, and downright defiance; an army of secrecy workers in a dizzying array of institutions labels all manner of documents “top secret,” while other government workers and agencies manage to suppress information with a “sensitive but unclassified” designation. For example, the health effects of Agent Orange, and antibiotic-resistant bacteria leaking out of Midwestern hog farms are considered too “sensitive” for public consumption. These examples and many more document how vast the secrecy system has grown during the sunshine era. Rife with stories of vital scientific evidence withheld, justice eluded, legalities circumvented, and the public interest flouted, Secrecy in the Sunshine Era reveals how our information society has been kept in the dark in too many ways and for too long.

The Golden Age of Fraternity was a unique time in American history. In the forty years between the Civil War and the onset of World War I, more than half of all Americans participated in clubs, fraternities, militias, and mutual benefit societies. Today this period is held up as a model for how we might revitalize contemporary civil society. But was America's associational culture really as communal as has been assumed? What if these much-admired voluntary organizations served parochial concerns rather than the common good? Jason Kaufman sets out to dispel many of the myths about the supposed civic-mindedness of "joining" while bringing to light the hidden lessons of associationalism's history. Relying on deep archival research in city directories, club histories, and membership lists, Kaufman shows that organizational activity in the late nineteenth and early twentieth centuries revolved largely around economic self-interest rather than civic engagement. And far from spurring concern for the collective good, fraternal societies, able to pick and choose members at will, fostered exclusion and further exacerbated the competitive interests of a society divided by race, class, ethnicity, and religion. Tracing both the rise and the decline of American associational life - a decline that began immediately after World War I, much earlier than previously thought - Kaufman argues persuasively that the end of fraternalism was a good thing. The post-war period witnessed dramatic changes in the lives of working-class families. Wages rose, working hours were reduced, pension plans and state social security measures offered greater protection against unemployment, illness, and old age, the standard of living improved, and women and members of immigrant communities entered the labour market in growing numbers. Existing studies of the post-war period have focused above all on unions at the national and international levels, on the "post-war settlement," including the impact of Fordism, and on the chiefly economic issues surrounding collective bargaining, while relatively scant attention has been paid to the role of the union local in daily working-class experience. In Our Union, Jason Russell argues that the union local, as an institution of working-class organization, was a key agent for the Canadian working class as it sought to create a new place for itself in the decades following World War II. Using UAW/CAW Local 27, a broad-based union in London, Ontario, as a case study, he offers a ground-level look at union membership, including some of the social and political agendas that informed union activities. As he writes in the introduction, "This book is as much an outgrowth of years of rank-and-file union activism as it is the result of academic curiosity." Drawing on interviews with former members of UAW/CAW Local 27 as well as on archival sources, Russell offers a narrative that will speak not only to labour historians but to the people about whom they write.
