This book deals with density, temperature, velocity and concentration fluctuations in fluids and fluid mixtures. The book first reviews thermal fluctuations in equilibrium fluids on the basis of fluctuating hydrodynamics. It then shows how the method of fluctuating hydrodynamics can be extended to deal with hydrodynamic fluctuations when the system is in a stationary nonequilibrium state. In contrast to equilibrium fluids where the fluctuations are generally short ranged unless the system is close to a critical point, fluctuations in nonequilibrium fluids are always long-ranged encompassing the entire system. The book provides the first comprehensive treatment of fluctuations in fluids and fluid mixtures brought out of equilibrium by the imposition of a temperature and concentration gradient but that are still in a macroscopically quiescent state. By incorporating appropriate boundary conditions in the case of fluid layers, it is shown how fluctuating hydrodynamics affects the fluctuations close to the onset of convection. At the time of his death, Palme was deeply involved in Middle East diplomacy and was working under UN auspices to end the Iran–Iraq war. Bondeson demolishes the various conspiracy theories that have been devised to make sense of the killing, before suggesting a convincing explanation of his own. While our parents, grandparents and great-grandparents witnessed life-changing inventions every decade, very little major new technology has seen the light of day over the last half century. We find ourselves in the midst of a technology slowdown! This book is about the causes and consequences of technology slowdowns, which are not unique but recurrent events in human history. They occur not in times of upheaval, when violent interstate conflicts are the order of the day. Such periods foster innovation and allow major, breakthrough inventions to be adopted quickly. Instead, innovation seriously stalls in times that are peaceful, when governments reign supreme and citizens are encapsulated by layers of benign regulation to protect them against all possible harm. We find ourselves in the best of times. The long period of bloody combat that characterized so much of the 20th century has finally ended. Violent conflicts between states are minimal and conditions for almost everyone on the planet are on an upswing, with poverty on the decline and life expectancy and literacy increasing. Responsible government and industry leaders have begun to refrain from risky bets on exciting new exploits and the time of grand projects, such as the Eisenhower Interstate System, the Moon Landing Program or the development of the internet is behind us. Instead, we have to make do with incremental improvements of existing technology, catch-up programs in developing countries and social programs. The consequences are stalling wealth generation and an end to the dramatic changes society has undergone since the industrial revolution now more than 200 years ago.

On 18 April 1947, British forces set off the largest non-nuclear explosion in history. The target was a small island in the North Sea, fifty miles off the German coast, which for generations had stood as a symbol of Anglo-German conflict: Heligoland. A long tradition of rivalry was to come to an end here, in the ruins of Hitler's island fortress. Pressed as to why it was not prepared to give Heligoland back, the British government declared that the island represented everything that was wrong with the Germans: 'If any tradition was worth breaking, and if any sentiment was worth changing, then the German sentiment about Heligoland was such a one'. Drawing on a wide range of archival material, Jan Ruger explores how Britain and Germany have collided and collaborated in this North Sea enclave. For much of the nineteenth century, this was Britain's smallest colony, an inconvenient and notoriously discontented outpost at the edge of Europe. Situated at the fault line between imperial and national histories, the island became a metaphor for Anglo-German rivalry once Germany had acquired it in 1890. Turned into a naval stronghold under the Kaiser and again under Hitler, it was fought over in both world wars. Heavy bombardment by the Allies reduced it to ruins, until the Royal Navy re-took it in May 1945. Returned to West Germany in 1952, it became a showpiece of reconciliation, but one that continues to wear the scars of the twentieth century. Tracing this rich history of contact and conflict from the Napoleonic Wars to the Cold War, Heligoland brings to life a fascinating microcosm of the Anglo-German relationship. For generations this cliff-bound island expressed a German will to bully and battle Britain; and it mirrored a British determination to prevent Germany from establishing hegemony on the Continent. Caught in between were the Heligolanders and those involved with them: spies and smugglers, poets and painters, sailors and soldiers. Far more than just the history of a small island in the North Sea, this is the compelling story of a relationship which has defined modern Europe.

This is followed by an examination of the definitional elements of mens rea at the ad hoc tribunals. The mens rea requirements for the specific liability modes applied at the ad hoc tribunals will be examined. Subsequently, definitional aspects of mens rea at the ICC will be discussed, and in particular the mens rea requirements for the specific liability modes as provided for in the Rome Statute. Separate chapters will address the mens rea requirements for the crimes listed in the Rome Statute: war crimes, genocide, crimes against humanity and the crime of aggression, respectively. An analysis of customary international law or the standards promulgated by the ad hoc tribunals will be used as examples where the ICC case law is scarce. A specific chapter will be devoted to mens rea requirements for political speeches. In some cases, certain speeches have been said to be catalysts of international crimes. Therefore, it is relevant to examine how the accused’s intent was construed. The book will conclude with mens rea defenses in international criminal law, which will be specifically applied to the defenses listed in the Rome Statute.

They will breathe the pure and bracing air, bask in the healing sunshine, drink the invigorating wine, and eat the life prolonging fruit.” —from a brochure advertising the Staked Plains from the Missouri Pacific Railway Company, 1889 Land of Bright Promise is a fascinating exploration of the multitude of land promotions and types of advertising that attracted more than 175,000 settlers to the Panhandle–South Plains area of Texas from the late years of the nineteenth century to the early years of the twentieth. Shunned by settlers for decades because of its popular but forbidding image as a desert filled with desperados, savage Indians, and solitary ranchers, the region was seen as an agricultural and cultural wasteland. The territory, consequently, was among the last to be settled in the United States. But from 1890 to 1917, land companies and agents competed to attract new settlers to the plains. To this end, the combined efforts of local residents, ranchers and landowners, railroads, and professional real estate agents were utilized. Through brochures, lectures, articles, letters, fairs, and excursion trips, midwestern farmers were encouraged to find new homes on what was once feared as the “Great American Desert.” And successful indeed were these efforts: from 13,787 in 1890, the population grew to 193,371 in 1920, with a corresponding increase in the amount of farms and farm acreage. The book looks at the imagination, enthusiasm, and determination of land promoters as they approached their task, including their special advertisements and displays to show the potential of the area. Treating the important roles of the cattlemen, the railroads, the professional land companies, and local boosters, Land of Bright Promise also focuses on the intentions and expectations of the settlers themselves. Of special interest are the fifteen historical photographs and reproductions of promotional pieces from the era used to spur the land boom. What emerges is an engaging look at a critical period in the development of the Texas Panhandle and an overview of the shift from cattle to agriculture as the primary industry in the area.

The line was initially planned as a major internal modernizing project to connect Prussia's capital of Berlin to East Prussia's provincial capital of Königsberg (today's Kaliningrad). Soon, the Ostbahn connected to the growing Imperial Russian railroad network, thus becoming a backbone of European East-West transportation in trade, tourism, technological exchange, and migration. The First World War temporarily disrupted and reconfigured existing networks, adapting them to new political regimes and borders. However, World War II and its aftermath altered mobility patterns more permanently, dividing not only the Ostbahn tracks but the whole continent for decades to come. From border towns and major cities to unique structures, such as stations or bridges, this volume analyzes the obvious and not-so-obvious nodes of the Central and Eastern European rail network--and the spaces in between.

It was no less than the capture of Japanês Plan Zãthe Empireês fully detailed strategy for prosecuting the last stages of the Pacific War. Itês a story of happenstance, mayhem, and intrigue, and resulted directly in the spectacular U.S. victory in the Philippine Sea and MacArthurês early return to Manila, doubtless shortening WWII by months. One night in April 1944, Admiral Koga (successor to Yamamoto), commander-in-chief of Japanese forces in the Pacific, took off in a seaplane to establish new headquarters. For security reasons he had his chief-of-staff, Rear Admiral Fukudome, fly in a separate seaplane. But both aircraft ran into a tremendous typhoon and were knocked out of the skies. Kogaês plane crashed with the loss of all hands. Fukudomeês crashlanded into the sea off Cebu, the Philippines, and both the admiral and the precious Japanese war plans floated ashore. Lt. Col. James M. Cushing was an American mining engineer who happened to be in Cebu when war broke out in the Pacific. He soon took charge of the local guerrillas and became a legendary leader. But his most spectacular exploit came when he captured Admiral Fukudome and the Plan Z that was in his tow. The result was a ferocious cat-and-mouse game between Cushingês guerrillas and the Japanese occupation forces. While Cushing desperately sent out messages to MacArthur to say what he had found, the Japanese scoured the entire countryside, killing hundreds of civilians in a full-scale attempt to retrieve their loss. Cushing finally traded the admiral in return for a cessation of civilian deathsãbut he still secretly retained the Japanese war plans. Naturally both Tokyo and Washington tried to cover up what was happening at the timeãneither wanted the other to know what theyêd lost, or what theyêd found. However, in this book we finally learn of the huge intelligence coup by Lt. Col. Cushing that helped to shorten the entire war.

There are many applications of computer animation and simulation where it is necessary to model virtual crowds of autonomous agents. Some of these applications include site planning, education, entertainment, training, and human factors analysis for building evacuation. Other applications include simulations of scenarios where masses of people gather, flow, and disperse, such as transportation centers, sporting events, and concerts. Most crowd simulations include only basic locomotive behaviors possibly coupled with a few stochastic actions. Our goal in this survey is to establish a baseline of techniques and requirements for simulating large-scale virtual human populations. Sometimes, these populations might be mutually engaged in a common activity such as evacuation from a building or area; other times they may be going about their individual and personal agenda of work, play, leisure, travel, or spectator. Computational methods to model one set of requirements may not mesh well with good approaches to another. By including both crowd and individual goals and constraints into a comprehensive computational model, we expect to simulate the visual texture and contextual behaviors of groups of seemingly sentient beings.
