On 18 April 1947, British forces set off the largest non-nuclear explosion in history. The target was a small island in the North Sea, fifty miles off the German coast, which for generations had stood as a symbol of Anglo-German conflict: Heligoland. A long tradition of rivalry was to come to an end here, in the ruins of Hitler's island fortress. Pressed as to why it was not prepared to give Heligoland back, the British government declared that the island represented everything that was wrong with the Germans: 'If any tradition was worth breaking, and if any sentiment was worth changing, then the German sentiment about Heligoland was such a one'. Drawing on a wide range of archival material, Jan Ruger explores how Britain and Germany have collided and collaborated in this North Sea enclave. For much of the nineteenth century, this was Britain's smallest colony, an inconvenient and notoriously discontented outpost at the edge of Europe. Situated at the fault line between imperial and national histories, the island became a metaphor for Anglo-German rivalry once Germany had acquired it in 1890. Turned into a naval stronghold under the Kaiser and again under Hitler, it was fought over in both world wars. Heavy bombardment by the Allies reduced it to ruins, until the Royal Navy re-took it in May 1945. Returned to West Germany in 1952, it became a showpiece of reconciliation, but one that continues to wear the scars of the twentieth century. Tracing this rich history of contact and conflict from the Napoleonic Wars to the Cold War, Heligoland brings to life a fascinating microcosm of the Anglo-German relationship. For generations this cliff-bound island expressed a German will to bully and battle Britain; and it mirrored a British determination to prevent Germany from establishing hegemony on the Continent. Caught in between were the Heligolanders and those involved with them: spies and smugglers, poets and painters, sailors and soldiers. Far more than just the history of a small island in the North Sea, this is the compelling story of a relationship which has defined modern Europe.

Have globalization, virulent ethnic differences, and globally operating insurgents fundamentally changed the nature of war in the last decade? Interpretations of war as driven by politics and state rationale, formulated most importantly by the 19th century practitioner Carl von Clausewitz, have received strong criticism. Political explanations have been said to fall short in explaining conflicts in the Balkans, Africa, Asia and the attacks of 11 September 2001 in the United States. This book re-evaluates these criticisms not only by scrutinising Clausewitz's arguments and their applicability, but also by a careful reading of the criticism itself. In doing so, it presents empirical evidence on the basis of several case studies, addressing various aspects of modern war, such as the actors, conduct and purposes of war.
History and collective memories influence a nation, its culture, and institutions; hence, its domestic politics and foreign policy. That is the case in the Intermarium, the land between the Baltic and Black Seas in Eastern Europe. The area is the last unabashed rampart of Western Civilization in the East, and a point of convergence of disparate cultures. Marek Jan Chodakiewicz focuses on the Intermarium for several reasons. Most importantly because, as the inheritor of the freedom and rights stemming from the legacy of the Polish-Lithuanian/Ruthenian Commonwealth, it is culturally and ideologically compatible with American national interests. It is also a gateway to both East and West. Since the Intermarium is the most stable part of the post-Soviet area, Chodakiewicz argues that the United States should focus on solidifying its influence there. The ongoing political and economic success of the Intermarium states under American sponsorship undermines the totalitarian enemies of freedom all over the world. As such, the area can act as a springboard to addressing the rest of the successor states, including those in the Caucasus, Central Asia, and the Russian Federation. Intermarium has operated successfully for several centuries. It is the most inclusive political concept within the framework of the Commonwealth. By reintroducing the concept of the Intermarium into intellectual discourse the author highlights the autonomous and independent nature of the area. This is a brilliant and innovative addition to European Studies and World Culture.
Combining history of science and a history of universities with the new imperial history, Universities in Imperial Austria 1848–1918: A Social History of a Multilingual Space by Jan Surman analyzes the practice of scholarly migration and its lasting influence on the intellectual output in the Austrian part of the Habsburg Empire. The Habsburg Empire and its successor states were home to developments that shaped Central Europe's scholarship well into the twentieth century. Universities became centers of both state- and nation-building, as well as of confessional resistance, placing scholars if not in conflict, then certainly at odds with the neutral international orientation of academe. By going beyond national narratives, Surman reveals the Empire as a state with institutions divided by language but united by legislation, practices, and other influences. Such an approach allows readers a better view to how scholars turned gradually away from state-centric discourse to form distinct language communities after 1867; these influences affected scholarship, and by examining the scholarly record, Surman tracks the turn. Drawing on archives in Austria, the Czech Republic, Poland, and Ukraine, Surman analyzes the careers of several thousand scholars from the faculties of philosophy and medicine of a number of Habsburg universities, thus covering various moments in the history of the Empire for the widest view. Universities in Imperial Austria 1848–1918 focuses on the tension between the political and linguistic spaces scholars occupied and shows that this tension did not lead to a gradual dissolution of the monarchy’s academia, but rather to an ongoing development of new strategies to cope with the cultural and linguistic multitude.

Everyday Zionism examines Zionist activism in East-Central Europe during the years of war, occupation, revolution, the collapse of empires, and the formation of nation states in the years 1914 to 1920. Against the backdrop of the Great War--its brutal aftermath and consequent violence--the day-to-day encounters between Zionist activists and the Jewish communities in the region gave the movement credibility, allowed it to win support and to establish itself as a leading force in Jewish political and social life for decades to come. Through activists' efforts, Zionism came to mean something new: Rather than being concerned with debates over Jewish nationhood and pioneering efforts in Palestine, it came to be about aiding starving populations, organizing soup-kitchens, establishing orphanages, schools, kindergartens, and hospitals, negotiating with the authorities, and leading self-defence against pogroms. Through this engagement Zionism evolved into a mass movement that attracted and inspired tens of thousands of Jews throughout the region. Everyday Zionism approaches the major European events of the period from the dual perspectives of Jewish communities and the Zionist activists on the ground, demonstrating how war, revolution, empire, and nation held very different meanings for people, depending on their local circumstances. Based on extensive archival research, the study shows how during the war and its aftermath East-Central Europe saw a large-scale nation-building project by Zionist activists who fought for and led their communities to shape for them a national future.
By relating economic changes to the political backdrop, The Economy of Europe in an Age of Crisis, 1600–1750 describes and analyzes the economic civilisation of Europe in the last epoch before the Industrial Revolution. The author makes a special effort to apply economic reasoning to the economic forces of the period and challenges some longstanding opinions about what was and was not important in explaining economic performance. The significance of this study rests in its identification of the ways a 'traditional' society developed its economy despite the absence of the obvious growth factors of the nineteenth century. The approach is consciously comparative: problems of interpretation are identified; research not yet available elsewhere is incorporated into the text; and examples are drawn from minor as well as major countries in western and central Europe. This is the most comprehensive account to date of literary politics in Nazi Germany and of the institutions, organizations and people who controlled German literature during the Third Reich. Barbian details a media dictatorship-involving the persecution and control of writers, publishers and libraries, but also voluntary assimilation and pre-emptive self-censorship-that began almost immediately under the National Socialists, leading to authors' forced declarations of loyalty, literary propaganda, censorship, and book burnings. Special attention is given to Nazi regulation of the publishing industry and command over all forms of publication and dissemination, from the most presitigious publishing houses to the smallest municipal and school libraries. Barbian also shows that, although the Nazis censored books not in line with Party aims, many publishers and writers took advantage of loopholes in their system of control. Supporting his work with exhaustive research of original sources, Barbian describes a society in which everybody who was not openly opposed to it, participated in the system, whether as a writer, an editor, or even as an ordinary visitor to a library.

In the years that followed World War II, both the United States and the newly formed West German republic had an opportunity to remake their economies. Since then, much has been made of a supposed “Americanization” of European consumer societies—in Germany and elsewhere. Arguing against these foggy notions, Jan L. Outlining the abundant differences in the structures of consumer society, consumer habits, and the role of public consumption in these countries, Logemann reveals the many subtle ways that the spheres of government, society, and physical space define how we live.

Due to the current revolution in brain research the search for the “moral brain” became a serious endeavour. Nowadays, neural circuits that are indispensable for moral and social behaviour are discovered and the brains of psychopaths and criminals - the classical anti-heroes of morality - are scanned with curiosity, even enthusiasm. How revolutionary this current research might be, the quest for a localisable ethical centre or moral organ is far from new. The moral brain was a recurrent theme in the works of neuroscientists during the 19th and 20th century. From the phrenology era to the encephalitis pandemic in the 1920s a wide range of European and American scientists (neurologists, psychiatrists, anthropologists and criminologists) speculated about and discussed the location of a moral sense in the human cortex. Encouraged by medical discoveries and concerned by terrifying phenomena like crime or “moral insanity” (psychopathy) even renowned and outstanding neurologists, including Moritz Benedikt, Paul Flechsig, Arthur Van Gehuchten, Oskar Vogt or Constantin von Monakow, had the nerve to make their speculations public. This book presents the first overview of believers and disbelievers in a cerebral seat of human morality, their positions and arguments and offers an explanation for these historical attempts to localise our moral sense, in spite of the massive disapproving commentary launched by colleagues.
Debates about Liberalism in imperial Germany have focused almost exclusively on the national level. This book investigates liberal politics in local government; the only sphere in which liberals had direct access to power throughout Germany. Through the study of one of Germany's most progressive cities, Frankfurt am Main, Jan Palmowski examines more generally the processes of politicization and policy formulation at the local level. He argues that in Frankfurt as elsewhere, local affairs had become politicized not around 1900, as is generally assumed, but by the 1870s. Once in power, the liberals' concern for religion, social policy, and education, as well as their skilful use of fiscal policy shows that liberals in Germany were as sophisticated as liberals in Britain or France. Even in the face of an authoritarian state structure, German liberals received and made use of freedom for renewal and reform. German liberalism was not inherently weak. Instead, the crucial problem lay in the country's complicated federal structure, which made it impossible to transfer innovations from the local level to the state and national levels.
This book recasts questions about the overlapping boundaries of language, history, and politics that have been at the center of critical and theoretical debates in the study of Romantic literature and thought. While poststructuralism and deconstruction have been accused of privileging language over history, the New Historicism and other historicist and cultural approaches to literature have attempted to restore history's place in the study of literature. Taking its title from a reading of the word Lippe in Kleist's Die Hermannsschlacht, Borders of a Lip is drawn to neither of these poles, but instead to their meeting place or coincidence: the site of a border, a political or national boundary, even the boundary that is the political, the lip that is also the place of language. Through readings of Kant, Wordsworth, Kleist, Mary Shelley, Yeats, and Lyotard, the book examines the convergence of language and history that takes place in their work. Instead of placing language and history in absolute opposition, making the border an unbreachable limit, the book explores how crossing these borders (re)defines the political.
In this volume Jan Joosten brings together seventeen articles, published in journals and collective volumes between 1996 and 2008, with one unpublished essay. In these essays he deals mainly with questions of language and interpretation in the earliest Greek translation of the Hebrew Bible. Many of Jan Joosten's studies take their point of departure in one or the other striking features in the language of the Septuagint, propose a theory explaining its peculiarity, and go on from there to relate the linguistic phenomenon to wider historical, exegetical or theological issues. Others deal with problems of method in establishing the historical background of the version, its relation to the Hebrew source text, and its theology. Taken as a whole, Jan Joosten offers an original contribution to a number of contemporary debates on the Old Greek version. Notably in this book he addresses from various perspectives the questions of who the translators were and what they tried to do.
The book examines one of the most debated issues in current international law: to what extent the international legal system has constitutional features comparable to what we find in national law. This question has become increasingly relevant in a time of globalization, where new international institutions and courts are established to address international issues. Constitutionalization beyond the nation state has for many years been discussed in relation to the European Union. This book asks whether we now see constitutionalization taking place also at the global level. The book investigates what should be characterized as constitutional features of the current international order, in what way the challenges differ from those at the national level and what could be a proper interaction between different international arrangements as well as between the international and national constitutional level. Finally, it sketches the outlines of what a constitutionalized world order could and should imply. The book is a critical appraisal of constitutionalist ideas and of their critique. It argues that the reconstruction of the current evolution of international law as a process of constitutionalization -against a background of, and partly in competition with, the verticalization of substantive law and the deformalization and fragmentation of international law- has some explanatory power, permits new insights and allows for new arguments. The book thus identifies constitutional trends and challenges in establishing international organisational structures, and designs procedures for standard-setting, implementation and judicial functions. In 17th-century intellectual life, the ideas of the Renaissance humanist Justus Lipsius (1547–1606) were omnipresent. The publication of his Politica in 1589 had made Lipsius' name as an original and controversial political thinker. The sequel, the Monita et exempla politica (Political admonitions and examples), published in 1605, was meant as an illustration of Lipsius political thought as expounded in the Politica. Its aim was to offer concrete models of behavior for rulers against the background of Habsburg politics. Lipsius' later political treatise also forms an indispensable key to interpret the place and function of the Politica in Lipsius’ political discourse and in early modern political thought. The Political admonitions and examples – widely read, edited, and translated in the 17th and 18th centuries – show Lipsius’ pivotal role in the genesis of modern political philosophy.
Tracing multiple mobilities, entangled borderlands, microhistory and space, and human and nonhuman actors, Jan Musekamp demonstrates how an inner-Prussian railroad line turned into a transnational force, overcoming borders and connecting Europeans in a time of rising nationalism. Shifting Lines, Entangled Borderlands investigates the dichotomy between a globalizing world and tighter border control in nineteenth-century Central and Eastern Europe, focusing on the Royal Prussian Eastern Railroad (Ostbahn) between the 1830s and 1930s. The line was initially planned as a major internal modernizing project to connect Prussia's capital of Berlin to East Prussia's provincial capital of Königsberg (today's Kaliningrad). Soon, the Ostbahn connected to the growing Imperial Russian railroad network, thus becoming a backbone of European East-West transportation in trade, tourism, technological exchange, and migration. The First World War temporarily disrupted and reconfigured existing networks, adapting them to new political regimes and borders. However, World War II and its aftermath altered mobility patterns more permanently, dividing not only the Ostbahn tracks but the whole continent for decades to come. From border towns and major cities to unique structures, such as stations or bridges, this volume analyzes the obvious and not-so-obvious nodes of the Central and Eastern European rail network--and the spaces in between.
This is the final volume in the series of commentaries on Ammianus' Res Gestae. The last book of Ammianus Marcellinus’ Res Gestae is the most important source for a momentous event in European history: the invasion of the Goths across the Danube border into the Roman Empire and the ensuing battle of Adrianople (378 CE), in which a Roman army was annihilated and the emperor Valens lost his life. Many contemporaries were of the opinion that this defeat heralded the decline of the Empire. Ammianus is sharply critical of the way Valens and his generals handled the military situation, but holds on to his belief in the permanence of Roma Aeterna, reminding his readers of earlier crises from which the Empire had recovered and pointing to the incompetence of the barbarians in siege craft.
Church leaders and their contrasting opinions in the face of the Great War Cardinal Désiré-Joseph Mercier, Archbishop of Malines, was the incarnation of the Belgian resistance against the German occupation during the First World War. With his famous pastoral letter of Christmas 1914 ‘Patriotisme et Endurance’ he reached a wide audience, and gained international influence and respect. Mercier’s distinct patriotic stance clearly determined his views of national politics, especially of the 'Flemish question', and his conflict with the German occupier made him a hero of the Allies. The Germans did not always know how to handle this influential man of the Church. Pope Benedict XV did not always approve of the course of action adopted by the Belgian prelate. Whereas Mercier justified the war effort as a just cause in view of the restoration of Belgium's independence, the Pope feared that "this useless massacre" meant nothing but the "suicide of civilized Europe”. Through a critical analysis of the policies of Cardinal Mercier and Pope Benedict XV, this book sheds revealing light on the contrasting positions of Church leaders in the face of the Great War.
In this book on early modern diplomacy, Jan Hennings explores the relationship between European powers and Russia beyond the conventional East-West divide from the Peace of Westphalia to the reign of Peter the Great. He examines how, at a moment of new departure in both Europe and Russia, the norms shaping diplomatic practice emerged from the complex relations and direct encounters within the world of princely courts rather than from incompatible political cultures. He makes clear the connections between dynastic representation, politics and foreign relations, and shows that Russia, despite its perceived isolation and cultural distinctiveness, participated in the developments and transformations that were taking place more broadly in diplomacy. The central themes of this study are the interlocking manifestations of social hierarchy, monarchical honour and sovereign status in both text and ritual. Related issues of diplomatic customs, institutional structures, personnel, negotiation practice, international law, and the question of cultural transfer also figure prominently.
Staging West German Democracy examines how political “founding discourses” of the nascent Federal Republic (FRG) were reflected, reinforced, and actively manufactured by the Federal government in conjunction with the West German, state-controlled newsreel system, the Deutsche Wochenschau. By looking at the institutional history of the Deutsche Wochenschau and its close relationship to the Federal Press Office, Jan Uelzmann traces the Adenauer administration's project of maintaining a “government channel” in an increasingly diverse, de-centralized, and democratic West German media landscape. Staging West German Democracy reconstructs the company's integral role in the planning, production, and dissemination of pro-government PR, and through detailed analyses reveals the films to celebrate the FRG as an economically successful and internationally connected democracy under Adenauer's leadership. Apart from providing election propaganda for Adenauer's CDU party, these films provided an important stabilizing factor for the FRG's project of explaining and promoting democracy to its citizens, and of defining its public image against the backdrops of the Third Reich past and a competing, contemporary incarnation of German nationhood, the German Democratic Republic (GDR). In this regard, Staging West German Democracy adds in important ways to our understanding of the media's role in the West German nation building process.

In his Histories, Herodotus of Halicarnassus gave an account of Xerxes’ invasion of Greece (480 BCE). Among the information in this work features a rich topography of the places visited by the army, as well as of the battlefields. Apparently there existed a certain demand among the Greeks to behold the exact places where they believed that the Greeks had fallen, gods had appeared, or Xerxes had watched over his men. This book argues that Herodotus’ topography, long taken at face value as if it provided unambiguous access to the historical sites of the war, may partly be a product of Greek imagination in the approximately fifty years between the Xerxes’ invasion and its publication, with the landscape functioning as a catalyst. This innovative approach leads to a new understanding of the topography of the invasion, and of the ways in which Greeks in the late fifth century BCE understood the world around them. It also prompts new suggestions about the real-world locations of various places mentioned in Herodotus’ text.

This book traces the conceptions of time and history in the Germany of the early 20th century. By focusing on both the discourse and practices of the youth movement, the author shows how it reinterpreted and revived the past to overthrow the premises of modern historical thought. In so doing, this book provides insight into the social implications of the ideological de-historicization of the past.
A philosophical investigation into the connections between trust and violence The limiting of violence through state powers is one of the central projects of the modern age. Why then have recent centuries been so bloody? In Trust and Violence, acclaimed German intellectual and public figure Jan Philipp Reemtsma demonstrates that the aim of decreasing and deterring violence has gone hand in hand with the misleading idea that violence is abnormal and beyond comprehension. We would be far better off, Reemtsma argues, if we acknowledged the disturbing fact that violence is normal. At the same time, Reemtsma contends that violence cannot be fully understood without delving into the concept of trust. Not in violence, but in trust, rests the foundation of true power. Reemtsma makes his case with a wide-ranging history of ideas about violence, from ancient philosophy through Shakespeare and Schiller to Michel Foucault, and by considering specific cases of extreme violence from medieval torture to the Holocaust and beyond. These authoritarian leaders must trust others while, by means other than violence, they must convince others to trust them. The history of violence is therefore a history of the peculiar relationship between violence and trust, and a recognition of trust's crucial place in humanity. The book focusses on the origin and transformation of the priestly festival calendar. Since the epoch-making work of Julius Wellhausen at the end of the 19th century the differences between the various ancient Israelite festival calendars have often been explained in terms of a gradual evolution, which shows an increasing historicisation, denaturalisation and ritualisation. The festivals were in Wellhausen's view gradually detached from agricultural conditions and celebrated more and more at fixed points in the year. This study tries to show that the changes in the priestly festival calendar reflect a conscious effort to adapt the ancient Israelite festival calendar to the semi-annual layout of the Babylonian festival year. The ramifications of the change only come to the fore after a careful study of the agricultural conditions of ancient Israel - and Mesopotamia - makes clear that passover and the festival of unleavened bread were originally celebrated in the second month of the year. The first month of the year envisaged by the priestly festival calendar for the celebration of passover and the festival of unleavened bread in turn mirrors the date of one of the two semi-annual Babylonian New Year festivals. The two Babylonian New Year festivals were celebrated exactly six months apart at the vernal and autumnal equinoxes. In order to adapt the ancient Israelite festival calendar to the Babylonian scheme with two New Year festivals a year, the date of passover and the festival of unleavened bread had to be moved up by one month. The consequences for the origin of passover, the festival of unleavened bread, the festival of weeks and the festival of huts are charted and the relations between the various ancient Israelite festival calendars are determined anew.
Petermann's Maps focuses on the maps published in the famous German journal Petermanns Geographische Mitteilungen. This journal, which still exists today, greatly influenced the development of scientific geography and cartography in Germany in the nineteenth century. Numerous articles have been published by recognized experts in this field, along with a multitude of illustrations, showing maps, prints and photographs. The journal developed into an important publication, setting the standard in the history of the great expeditions and discoveries, and European colonial matters. Petermann's Maps contains a bibliography of over 3400 maps, the complete series of maps published in Petermanns Geographische Mitteilungen between the year of its foundation, 1855, to the end of the Second World War. Besides the bibliography 160 of the most attractive geographical and thematic coloured maps are included in Petermann's Maps. These maps can also be viewed on the CD-ROM accompanying the book.An extensive introduction precedes the cartobibliography proper, placing Petermanns Geographische Mitteilungen in its historical context. The introduction describes the history of geography from the eighteenth century onwards, outlining the development of the study of the science of cartography in Germany. The major role the founder of the journal, Augustus Petermann (1822-1878), and the publishing house Justus Perthes in Gotha played in these developments is discussed at length.
