The papers in this volume offer examples of how historians, writers, playwrights, and painters in the early modern period used ancient history as a rich field of raw material that could be used, recycled, and adapted to new needs and purposes. They focused on classical antiquity as a source from which they could recreate the past as a way of understanding and legitimizing the present. The contributors to this volume have addressed a number of important, common issues that span a wide range of subjects from fifteenth-century Italian painting to the teaching of Greek history in eighteenth-century Germany. Jan-Erik Lane begins by examining the origins and history of constitutionalism, the doctrine that the state must be regulated by means of a set of institutions that guarantee citizen rights and procedural accountability. He then examines the structure of the state in order to identify the essential elements that constitutional institutions regulate. Lane asks why constitutions exist, and how they matter for society. Finally he seeks out the requirements for a fair and democratic constitution by referring to three key concepts in political theory: justice, equality and the rule of law. The book also offers a comparative survey of formal constitutional arrangements in different countries, and an analysis of how constitutions develop in practice, through the implementation of constitutional and administrative law in a country's courts.
While an abundance of literature covers the right of states to defend themselves against external aggression, this is the first book dedicated to the right to personal self-defense in international law. Dr. Hessbruegge sets out in careful detail the strict requirements that human rights impose on defensive force by law enforcement authorities, especially police killings in self-defense. The book also discusses the exceptional application of the right to personal self-defense in military-led operations, notably to contain violent civilians who do not directly participate in hostilities. The author establishes that international law gives individuals the right to forcibly resist human rights violations that pose a serious risk of significant and irreparable harm. In 17th-century intellectual life, the ideas of the Renaissance humanist Justus Lipsius (1547–1606) were omnipresent. The publication of his Politica in 1589 had made Lipsius' name as an original and controversial political thinker. The sequel, the Monita et exempla politica (Political admonitions and examples), published in 1605, was meant as an illustration of Lipsius political thought as expounded in the Politica. Its aim was to offer concrete models of behavior for rulers against the background of Habsburg politics. Lipsius' later political treatise also forms an indispensable key to interpret the place and function of the Politica in Lipsius’ political discourse and in early modern political thought. The Political admonitions and examples – widely read, edited, and translated in the 17th and 18th centuries – show Lipsius’ pivotal role in the genesis of modern political philosophy.
While much current research on political Islam revolves around militant Islamism, the genesis of this ideology remains little understood. A System of Life is a pioneering examination of the earliest attempt at a systematic outline of Islamist ideology, namely that proposed in the 1930s and early 1940s by the renowned Indo-Muslim intellectual Sayyid Abu'l-A'la Mawdudi. Hartung reconstructs his thought in the light of the competing ideologies at play at the time, especially his claim to recast Islam as an all-comprehensive, self-contained and inner-worldly system of life. His analysis is embedded in an understanding of the history of ideas that assumed increasingly global dimensions through colonial encounters. By showing how Mawdudi -- depicted as a major protagonist of this development - attempted to align elements of Western philosophical thought with selected traditional Islamic ideas and concepts, 'Islamism' is established as an Islamic contribution to a universalistic notion of modernity. Along with offering a detailed portrayal of Mawdudi's system of thought, Hartung also discusses the reception and modification of his ideas in the Middle East, predominantly among intellectuals of the Egyptian Muslim Brotherhood, and among their imitators in postcolonial South Asia.
History and collective memories influence a nation, its culture, and institutions; hence, its domestic politics and foreign policy. That is the case in the Intermarium, the land between the Baltic and Black Seas in Eastern Europe. The area is the last unabashed rampart of Western Civilization in the East, and a point of convergence of disparate cultures. Marek Jan Chodakiewicz focuses on the Intermarium for several reasons. Most importantly because, as the inheritor of the freedom and rights stemming from the legacy of the Polish-Lithuanian/Ruthenian Commonwealth, it is culturally and ideologically compatible with American national interests. It is also a gateway to both East and West. Since the Intermarium is the most stable part of the post-Soviet area, Chodakiewicz argues that the United States should focus on solidifying its influence there. The ongoing political and economic success of the Intermarium states under American sponsorship undermines the totalitarian enemies of freedom all over the world. As such, the area can act as a springboard to addressing the rest of the successor states, including those in the Caucasus, Central Asia, and the Russian Federation. Intermarium has operated successfully for several centuries. It is the most inclusive political concept within the framework of the Commonwealth. By reintroducing the concept of the Intermarium into intellectual discourse the author highlights the autonomous and independent nature of the area. In 1826, as nationalism first began percolating through the Habsburg lands, Jan Herkel published a Latin-language Slavic grammar. Herkel, a lawyer and amateur linguist, came from the northern counties the Kingdom of Hungary which now form the Slovak Republic. Though he was inspired by a romantic love of his native language, Herkel imagined a single "Slavic language," divided into various "dialects." He proposed a single grammar for the whole Slavic world, attempting to encompass and yet restrain the diversity of orthography, morphology, phonology, and so forth found across Slavic varieties. Herkel was also the coiner of the term "panslavism", which he used to describe his efforts. This book provides the first English translation of Herkel's noteworthy grammar, with short notes. The book also contains a preface and explanatory essays by co-translators Raf Van Rooy and Alexander Maxwell. The preface introduces the topic of the book. Maxwell then gives a biography of Herkel, discusses linguistic nationalism in Slavic northern Hungary, and the legacy of panslavism. Van Rooy explores Herkel's key notion of the "genius" of the Slavic language as the legacy of early modern linguistic thought.

The book addresses the nature and meaning of subversive action and the contexts that give rise to it, as well as how it can work as an important mechanism behind institutional change and continuity. Structural transformation has resulted in an increasing share of services in aggregate value-added in advanced and developing countries across the world. We analyze the impact of this shift into services on countries’ efficiency in collecting the value-added tax (VAT). The analysis is based on two alternative measures of VAT efficiency: (1) the VAT C-efficiency, using a broad panel of 134 countries over the period 1970-2014; and (2) the VAT gap using a more granular, proprietary dataset that draws on the results of IMF’s Revenue Administraion-Gap Analysis Program covering 24 countries over the period 2004-2016. We find that a higher share of services in aggregate value-added reduces the VAT efficiency, and that this adverse effect is mainly a result of a rise of non-tradable services, which in turn contributes to a narrowing of the VAT base.

Migrant Labour in Europe (1987) examines the movement of workers from less prosperous parts of Europe to areas with demand for their services. The author identifies seven major systems of migrant labour: the North Sea System (mainly Westphalian workers heading for the German and Dutch North Sea Coast and Walloon/French workers bound for the Belgian and Zeeland coasts); the area between London and the Humber; the Paris Basin; Provence, Languedoc and Catalonia; Castile; Piedmont; and central Italy with Corsica. A detailed study of the first of these systems, tracing its development and changes, is brought into a synchronic relation with data for the other regions. The evidence shows major waves of immigration in the seventeenth century, and a rapid diminution of migratory labour to the North Sea in the last quarter of the nineteenth century, a time when new ‘pull areas’ were created by the expanding industrial complexes of Germany and labour began to come in from areas outside Europe.
In the last decades there has been an increasing interest in the relationship between Greek religion & culture and the Ancient Near East. This challenging book contributes greatly to this interest by studying the Near Eastern background of important Greek myths, such as those of the creation of the world and the first woman, the Flood, the Golden Fleece, the Titans and travelling seers, but also of the births of Attis and Asclepius as well as the origins of the terms ‘paradise’ and ‘magic’. Mediterranean and West European pre-modern agriculture (agriculture before 1600) was by necessity ‘organic agriculture’. Crop protection is part and parcel of this agriculture, with weed control in the forefront. Crop protection is embedded in the medieval agronomy text books but specialised sections do occur. Weeds, insects and diseases are described but identification in modern terms is not easy. The pre-modern ‘Crop Portfolio’ is well filled, certainly in the Mediterranean area. The medieval ‘Pest Portfolio’ differs from the modern one because agriculture then was a Low External Input Agriculture, and because the proportion of cultivated to non-cultivated land was drastically lower than today. The pre-modern ‘Control Portfolio’ is surprisingly rich, both in preventive and interventive measures. Prevention was by risk management, intensive tillage, and careful storage. Intervention was mechanical and chemical. Chemical intervention used natural substances such as sulphur, pitch, and ‘botanicals’. Some fifty plant species are mentioned in a crop protection context. Though application methods look rather modern they are typically low-tech. Among them are seed disinfection, spraying, dusting, fumigation, grease banding, wound care, and hand-picking but also scarification, now outdated. The reality of pest outbreaks and other damages is explored as to frequency, intensity, and extent. Information on the practical use of the recommended treatments is scanty. If applied, their effectiveness remains enigmatic. Three medieval agronomists are at the heart of this book, but historical developments in crop protection from early Punic, Greek, and Roman authors to the first modern author are outlined. The readership of these writers was the privileged class of landowners but hints pointing to the exchange of ideas between them and the common peasant were found. Consideration is given to the pre-modern reasoning in matters of crop protection. Comparison of pre-modern crop protection and its counterpart in modern organic agriculture is difficult because of drastic changes in the relation between crop areas and non-crop areas, and because of the great difference in yield levels then and now, with several associated differences.

General complaints about moral decay, however frequent, and perhaps even justified they might be, are of little use. This book is not complaining. It is an attempt to apply our improved knowledge in various fields to questions of morality. It seeks to enhance our ability to discern among different moral phenomena and to discuss them more precisely. Second, it tries to take use of recent developements of sciences, in particular sciences of life, in practical philosophy, without giving up the differences between a human and other living beings. With very few exceptions, the whole tradition of moral philosophy considers the acting person to be an autonomous, independent individual, handling with his or her own property to pursue his or her own happiness. On the other hand, most of us in the contemporary societies are often acting as employees or representatives of social institutions, using entrusted property and competence of our employers to pursue their – and not our own – goals. People in public roles, like judges, policemen or clerks, cannot guide themselves even by the categorical imperative or by the role reversal test. In complex networks of organizations, morals cannot be fully replaced by written rules, as some philosophers think, but takes a different shape. The content of the book can be roughly divided into three parts. In the first one, the basic notions of e.g. freedom, life, responsibility or justice are analyzed and precized, as well as varied layers of practical philosophy. The second is a succinct overview of main schools or streams of western moral thought, trying to find a binding and universal foundation of morals and ethics. The third part re-introduces another founding idea, rather forgotten in modern times, namely the idea of heritage, both biologiocal and cultural, of the past. This idea, widespread e.g. in the sedentary farming societies, has to be reformulated, but could be fundamental for more realistic and efficient solutions of our responsibility for life and nature. The last part is a tentative analysis of moral relations and problems connected with the growing complexity of institutions.

This book re-examines what democracy is, in the context of democratic disenchantment and surge of support for populist parties, in most, if not all, democratic systems. It argues that these popular protests and claims are not by themselves anti-democratic but they are manifestations of a fundamental misunderstanding about what democracy is and can be. The starting point is to underline that all democracies are the result of an historical ‘bricolage’ where many heterogeneous components have been included over time and space, becoming part and parcel of what constitutes a democratic system, even when these foreign elements are literally anti-democratic, in the proper sense of the term. Liberalism is at stake. Many political systems are deemed un-democratic as they tend to become illiberal, forgetting that reforms inspired by liberalism were often directed at limiting, repressing and forbidding the full expression of the will of the people. Today, democracies are, for the most part, characterized not only by periodic crises and the fall of representative institutions (i.e. political parties) but also by the growing expropriation of the ‘political’ by non-political institutions. Governance has replaced governments; elections do not matter, or at least, it seems that a growing number of citizens feel apathetic and resent the political process. Populism is a radical by-product of a popular rage which has not found the appropriate channels to convey its messages and aspirations for change.

In his new collection of essays, Jan Bondeson tells ten fascinating stories of myths and hoaxes, beliefs and Ripley-like facts, concerning the animal kingdom. Throughout he recounts—and in some instances solves—mysteries of the natural world which have puzzled scientists for centuries. Heavily illustrated with photographs and drawings, the book presents astounding tales from across the rich folklore of animals: a learned pig more admired than Sir Isaac Newton by the English public, an elephant that Lord Byron wanted to employ as his butler, a dancing horse whose skills in mathematics were praised by William Shakespeare, and, of course, the extraordinary creature known as the Feejee Mermaid. This object became the foremost curiosity of London in the 1820s and later in the century toured the United States under the management of P. T. Barnum. Bearing a striking resemblance to a wizened and misshapen monkey with a fishtail, the mermaid was nonetheless proclaimed a genuine specimen by 'experts.' Bondeson explores other zoological wonders: toads living for centuries encased in solid stone, little fishes raining down from the sky, and barnacle geese growing from trees until ready to fly. In two of his most fascinating chapters, he uncovers the origins of the basilisk, considered one of the most inexplicable mythical monsters, and of the Vegetable Lamb of Tartary. With the head and body of a rooster and the tail of a snake, the basilisk was said to be able to kill a person with its gaze. Bondeson demonstrates that belief in this fabulous creature resulted from misinterpretations of rare events in natural history. The vegetable lamb, a mainstay of museums in the seventeenth century, was allegedly half plant, half animal: it had the shape of a little lamb, but grew from a stem. After examining two vegetable lambs still in London today, Bondeson offers a new theory to explain this old fallacy.
