Challenging the conventional wisdom among both international relations theorists and Cold War historians, McAllister argues that America's central objective from the Second World War to the mid-1950s was to create a European order that could be peaceful and stable without requiring the permanent presence of American ground forces on the continent.The permanent presence of American forces in Europe is often seen as a lesson that policymakers drew from the disastrous experiences of two world wars, but McAllister's archival research reveals that both FDR and Eisenhower, as well as influential strategists such as George Kennan, did not draw this lesson. In the short term, American power was necessary to balance the Soviet Union and reassure Western Europe about the revival of German power, but America's long-term objective was to create the conditions under which Western Europe could take care of both of these problems on their own.In the author's view, the key element of this strategy was the creation of the European Defense Community. If Western Germany could be successfully integrated and rearmed within the context of the EDC, Western Europe would have taken the most important step to becoming a superpower on par with the United States and the Soviet Union. Understanding why this strategy was pursued and why it failed, McAllister asserts, has important implications for both international relations theory and contemporary questions of American foreign policy.

When Western explorers first encountered dolmens in the Levant, they thought they had discovered the origins of a megalithic phenomenon that spread as far as the Atlantic coast. Although European dolmens are now considered an unrelated tradition, many researchers continue to approach dolmens in the Levant as part of a trans-regional phenomenon that spanned the Taurus mountains to the Arabian peninsula. By tightly defining the term 'dolmen' itself, this book brings these mysterious monuments into sharper focus. Drawing on historical, archaeological and geological sources, it is shown that dolmens in the Levant mostly concentrate in the eastern escarpment of the Jordan Rift Valley, and in the Galilean hills. They cluster near proto-urban settlements of the Early Bronze I period (3700–3000 BCE) in particular geological zones suitable for the extraction of megalithic slabs. Rather than approaching dolmens as a regional phenomenon, this book considers dolmens as part of a local burial tradition whose tomb forms varied depending on geological constraints. Dolmens in the Levant is essential for anyone interested in the rise of civilisations in the ancient Middle East, and particularly those who have wondered at the origins of these enigmatic burial monuments that dominate the landscape.

It looks beyond simplistic arguments which blame stringent Japanese protectionist policies for keeping the Japanese market closed. Examining the history of foreign banking activity in Japan, the book shows that the inept behavior of foreign banks and foreign governments explains much of their failure. J. Robert Brown, Jr. argues that solutions designed to "punish" the Japanese--such as managed trade--are inappropriate. He suggests that foreign banks must change their approach to the Japanese regulatory system and their method of operation--including an overhaul of their personnel practices. Brown argues that a greater understanding and commitment to the market is needed, and that the US government must put its own house in order as it induces the Japanese to liberalize. Brown also discusses at length the methods used by the Japanese government to limit foreign banks to a small niche in the financial markets.
