In this intriguing and innovative work, James D. Schmidt examines federal efforts to establish "free labor" in the South during and after the Civil War by exploring labor law in the antebellum North and South and its role in the development of a capitalist labor market. Identifying the emergence of conservative, moderate, and liberal stances on state intervention in the labor market, Schmidt develops three important case studies--wartime Reconstruction in Louisiana, the Thirteenth Amendment, and the Freedmen's Bureau--to conclude that the reconstruction of free labor in the South failed in large part because of the underdeveloped and contradictory state of labor law. The same legal principles, Schmidt argues, triumphed in the postwar North to produce a capitalist market in labor.
Beyond Control reveals the Mississippi as a waterway of change, unnaturally confined by ever-larger levees and control structures. During the great flood of 1973, the current scoured a hole beneath the main structure near Baton Rouge and enlarged a pre-existing football-field-size crater. That night the Mississippi River nearly changed its course for a shorter and steeper path to the sea. A series of human alterations to this potentially volatile web of rivers, starting with a bend cutoff in 1831 by Captain Henry Miller Shreve, set the forces in motion for the Mississippi’s move into the Atchafalaya Basin. Told against the backdrop of the Lower Mississippi River’s impending diversion, the book’s chapters chronicle historic floods, rising flood crests, a changing strategy for flood protection, and competing interests in the management of the Old River outlet. Beyond Control is both a history and a close look at an inexorable, living process happening now in the twenty-first century.

Undergraduate economics students begin and end their study of economics with the simple claim that economics is value free. Only in a policy role will values and beliefs enter into economic work; there can be little meaningful dialogue by economists about such personal views and opinions. This view, now well over 200 years old, has been challenged by heterodox thinkers in economics, and philosophers and social scientists outside the discipline all along the way. However, much of the debate in modern times has been narrowly focused on philosophical methodological issues on one hand or theological/sectarian concerns on the other. None of this filters down to the typical undergraduate even in advanced courses on the history of economic thought. This book presents the notion that economic thinking cannot escape value judgments at any level and that this understanding has been the dominant view throughout most of history. It shows how, from ancient times, people who thought about economic matters integrated moral reflection into their thinking. Reflecting on the Enlightenment and the birth of economics as a science, Halteman and Noell illustrate the process by which values and beliefs were excluded from economics proper. They also appraise the reader with relevant developments over the last half-century which offer promise of re-integrating moral reflection in economic research. ‘The region’ has been used to understand and propose solutions to phenomena and problems outside the dominant spatial scale of the twentieth century – the nation state. Its influence can be seen in multiple social science disciplines and in public policy across the globe. But how was this knowledge organised and how were its concepts transmuted into public policy? This book charts the development of the academic field of Regional Studies and the application of its concepts in public policy through its learned society, the Regional Studies Association. In their modern form, learned societies often play a complementary role to universities, offering networks that operate in the spaces between and beyond universities, connecting specialised academics and knowledge and making it possible for them to have impact outside the academy. In contrast to the geographically tangible and popularly understood role of the university, contemporary learned societies are nebulous networks that transcend barriers and whose contribution is difficult to discern. However, the production and dissemination of knowledge would be stunted were it not for the learned society connecting scholars through a network of publications and events. This book traces the intellectual history of regional studies and regional science from the 1960s into the 2000s and the impact of the regional concept in public policy through the changing priorities of government in the UK and Europe. One of the most pressing concerns of environmentalists and policy makers is the overexploitation of natural resources. Efforts to regulate such resources are too often undermined by the people whose livelihoods depend on their use. One of the great challenges for wildlife managers in the twenty-first century is learning to create the conditions under which people will erect effective and workable rules to conserve those resources. James M. Acheson, author of the best-selling Lobster Gangs of Maine (the seminal work on the culture and economics of lobster fishing), here turns his attention to the management of the lobster industry. In this illuminating new book, he shows that resource degradation is not inevitable. Indeed, the Maine lobster fishery is one of the most successful fisheries in the world. Catches have been stable since World War II, and record highs have been achieved since the late 1980s. According to Acheson, these high catches are due, in part, to the institutions generated by the lobster-fishing industry to control fishing practices. These rules are effective. Rational choice theory frames Acheson's down-to-earth study. Rational choice theorists believe that the overexploitation of marine resources stems from their common-pool nature, which results in collective action problems. In fisheries, what is rational for the individual fishermen can lead to disaster for the society. The progressive Maine lobster industry, lobster fishermen, and local groups have solved a series of such problems by creating three different sets of regulations: informal territorial rules; rules to control the number of traps; and formal conservation legislation. In recent years, the industry has successfully influenced new regulations at the federal level and has developed a strong co-management system with the Maine government. The process of developing these rules has been quite acrimonious; factions of fishermen have disagreed over lobster rules designed to give commercial advantage to one group or another. Although fishermen and scientists have come to share a conservation ethic, they often disagree over how to best conserve the lobster and even the quality of science. The importance of Capturing the Commons is twofold: it provides a case study of the management of one highly successful fishery, which can serve as a management model for policy makers, politicians, and local communities; and it adds to the body of theory concerning the conditions under which people will and will not devise institutions to manage natural resources.
