They have cooperated to construct and preserve towering structures of debt, reshaping relations of power and ownership around the world. In Central Banks and Gold, Simon James Bytheway and Mark Metzler explore how this financialized form of globalism took shape a century ago, when Tokyo joined London and New York as a major financial center.As revealed here for the first time, close cooperation between central banks began along an unexpected axis, between London and Tokyo, around the year 1900, with the Bank of England's secret use of large Bank of Japan funds to intervene in the London markets. Central-bank cooperation became multilateral during World War I—the moment when Japan first emerged as a creditor country. In 1919 and 1920, as Japan, Great Britain, and the United States adopted deflation policies, the results of cooperation were realized in the world's first globally coordinated program of monetary policy. It was also in 1920 that Wall Street bankers moved to establish closer ties with Tokyo. Bytheway and Metzler tell the story of how the first age of central-bank power and pride ended in the disaster of the Great Depression, when a rush for gold brought the system crashing down. In all of this, we see also the quiet but surprisingly central place of Japan. We see it again today, in the way that Japan has unwillingly led the world into a new age of post-bubble economics.

‘The region’ has been used to understand and propose solutions to phenomena and problems outside the dominant spatial scale of the twentieth century – the nation state. Its influence can be seen in multiple social science disciplines and in public policy across the globe. But how was this knowledge organised and how were its concepts transmuted into public policy? This book charts the development of the academic field of Regional Studies and the application of its concepts in public policy through its learned society, the Regional Studies Association. In their modern form, learned societies often play a complementary role to universities, offering networks that operate in the spaces between and beyond universities, connecting specialised academics and knowledge and making it possible for them to have impact outside the academy. In contrast to the geographically tangible and popularly understood role of the university, contemporary learned societies are nebulous networks that transcend barriers and whose contribution is difficult to discern. However, the production and dissemination of knowledge would be stunted were it not for the learned society connecting scholars through a network of publications and events. This book traces the intellectual history of regional studies and regional science from the 1960s into the 2000s and the impact of the regional concept in public policy through the changing priorities of government in the UK and Europe. Elias Cornelius Boudinot provides the first full account of a man who was intimately and prominently involved in the life of the Cherokee Nation in the second half of the nineteenth century and was highly influential in the opening of the former Indian Territory to white settlement and the eventual formation of the state of Oklahoma. Involved in nearly every aspect of social, economic, and political life in Indian Territory, he was ostracized by many Cherokees, some of whom also threatened his life. Born into the influential Ridge-Boudinot-Watie family, Boudinot was raised in the East after the assassination of his father, who helped found the first newspaper published by an Indian nation. He returned to the Cherokee Nation, affiliating with his uncle Stand Watie and serving in the Confederate Army and as a representative of the Cherokees in the Confederate Congress. He was involved with treaty negotiations after the war, helped open the railroads into the Indian Territory, and founded the city of Vinita in Oklahoma. He also became a political figure in Washington, DC, a newspaper editor and publisher, and a prominent orator.

Development, it is generally assumed, is good and necessary, and in its name the West has intervened, implementing all manner of projects in the impoverished regions of the world. When these projects fail, as they do with astonishing regularity, they nonetheless produce a host of regular and unacknowledged effects, including the expansion of bureaucratic state power and the translation of the political realities of poverty and powerlessness into "technical" problems awaiting solution by "development" agencies and experts. It is the political intelligibility of these effects, along with the process that produces them, that this book seeks to illuminate through a detailed case study of the workings of the "development" industry in one country, Lesotho, and in one "development" project. Using an anthropological approach grounded in the work of Foucault, James Ferguson analyzes the institutional framework within which such projects are crafted and the nature of "development discourse," revealing how it is that, despite all the "expertise" that goes into formulating development projects, they nonetheless often demonstrate a startling ignorance of the historical and political realities of the locale they are intended to help. In a close examination of the attempted implementation of the Thaba-Tseka project in Lesotho, Ferguson shows how such a misguided approach plays out, how, in fact, the "development" apparatus in Lesotho acts as an "anti-politics machine," everywhere whisking political realities out of sight and all the while performing, almost unnoticed, its own pre-eminently political operation of strengthening the state presence in the local region.James Ferguson is an associate professor of anthropology at the University of California at Irvine.
