Here is a well-documented study of the structure, historical development, and present condition of the government of Nova Scotia. It deals with one of the oldest constitutions in Canada, one which was not created by statute but by the prerogative of the Crown. Nova Scotia has two major claims to priority in the history of Canadian politics: she was the first province to be granted representative institutions and the first to win responsible government. Owing in large measure to Joseph Howe's inspired leadership, the latter was achieved through peaceful, constitutional means. It is obvious that a study of the government of Nova Scotia must dig deep into the past, and Dr. Beck has investigated this early history with great care and thoroughness. This is followed by a study of the more recent period and the working of the government of our own time. The author demonstrates that the important changes, the interesting practices, and the colourful incidents have not all been in the distant past. There was, for example, the Legislative Council, that travesty on democratic institutions which lasted until less than thirty years ago. There was the odd phenomenon of a Liberal government in power for seventy out of ninety years since Confederation. There was the constant need to adapt parliamentary practices and institutions, developed under quite different conditions to the needs of a much smaller community, and one which was keenly aware of its heritage and very jealous of any serious interference. As a native of Nova Scotia and a political scientist, Dr. Beck has had a special interest in seeing how the Nova Scotian institutions of government evolved and how they work today. He has done a great deal of original research among primary sources and covered a field as yet uninvestigated by any other scholar. An admirable addition to the Canadian Government Series, of which it is the eighth volume, this is a book for serious students of political science and for students of Nova Scotia history.
Tensions between Protestantism and Catholicism dominated politics in nineteenth-century Canada, occasionally erupting into violence. While some liberal politicians and community leaders believed that equal treatment of Protestants and Catholics would defuse these ancient quarrels, other Protestant liberals perceived a battle for the soul of the nation. Protestant Liberty offers a new interpretation of nineteenth-century liberalism by re-examining the role of religion in Canadian politics. While this era’s liberal thought is often characterized as being neutral toward religion, James Forbes argues that the origins of Canadian liberalism were firmly rooted in the British tradition of Protestantism and were based on the premise of guarding against the advance of supposedly illiberal faiths, especially Catholicism. After the union of Upper Canada with predominantly French-Catholic Lower Canada in 1840, this Protestant ideal of liberty came into conflict with a more neutral alternative that sought to strip liberalism of its religious associations in order to appeal to Catholic voters and allies. In a decisive break from their Protestant heritage, these liberals redefined their ideology in secular-materialist terms by emphasizing free trade and private property over faith and culture. In tracing how the Confederation generation competed to establish a unifying vision for the nation, Protestant Liberty reveals religion and religious differences at the centre of this story.
When Newfoundland entered the Canadian Confederation in 1949, it was hoped it would promote greater unity between the Maritime provinces, as Term 29 of the Newfoundland Act explicitly linked the region's economic and political fortunes. On the surface, the union seemed like an unprecedented opportunity to resurrect the regional spirit of the Maritime Rights movement of the 1920s, which advocated a cooperative approach to addressing regional underdevelopment. However, Newfoundland's arrival did little at first to bring about a comprehensive Atlantic Canadian regionalism. Inventing Atlantic Canada is the first book to analyse the reaction of the Maritime provinces to Newfoundland's entry into Confederation. Drawing on editorials,government documents, and political papers, Corey Slumkoski examines how each Maritime province used the addition of a new provincial cousin to fight underdevelopment. Slumkoski also details the rise of regional cooperation characterized by the Atlantic Revolution of the mid-1950s, when Maritime leaders began to realize that by acting in isolation their situations would only worsen.
