Many parents desperately seek the latest ideas and place pressure on program administrators, who often are not trained to think critically about the evidence base for intervention efforts. The problems of people with developmental disabilities have historically been targeted by a wide range of professionals who rely on clinical experience and intuition and do not submit their claims to the tests of scientific research. Professional entrepreneurs have energetically promoted their treatments to a public perhaps too trustful of those with credentials. Thus, families and their children are buffeted by reforms founded on belief and ideologically driven management. Services fluctuate with the currents of social movements and rapidly shifting philosophies of care as policymakers and providers strive for increased responsiveness and individualization. These forces affect not only where and how, but how well people are served. Too often, services are less effective than they could be, or worse, damaging to personal growth and quality of life. Many treatments are based on poorly understood or even disproven approaches. What approaches to early intervention, education, therapy, and remediation really help those with mental retardation and developmental disabilities improve their functioning and adaptation? And what approaches represent wastes of time, effort, and resources? This book brings together leading behavioral scientists and practitioners to focus light on the major controversies surrounding these questions. The authors review the origins, perpetuation, and resistance to scrutiny of questionable practices, and offer a clear rationale for appraising the quality of services. In an era of increasing accountability, no one with a professional stake in services to individuals with mental retardation and developmental disabilities can afford not to read this book.

Rafting the river, one may see wild horses, blue herons, bighorn sheep, and possibly a black bear. Signs of previous people include the newsworthy, well-preserved Fremont Indian ruins along Range Creek and rock art panels of Nine Mile Canyon, both Desolation Canyon tributaries. Historic Utes also pecked rock art, including images of graceful horses and lively locomotives, in the upper canyon. Remote and difficult to access, Desolation has a surprisingly lively history. Cattle and sheep herding, moonshine, prospecting, and hideaways brought a surprising number of settlers--ranchers, outlaws, and recluses--to the canyon.

Between the 1980s and the first decade of the twenty-first century, Asian Americans in Los Angeles moved toward becoming a racial majority in the communities of the East San Gabriel Valley. By the late 1990s, their "model minority" status resulted in greater influence in local culture, neighborhood politics, and policies regarding the use of suburban space. In the "country living" subdivisions, which featured symbols of Western agrarianism including horse trails, ranch fencing, and Spanish colonial architecture, white homeowners encouraged assimilation and enacted policies suppressing unwanted "changes"—that is, increased density and influence of Asian culture. While some Asian suburbanites challenged whites' concerns, many others did not. Rather, white critics found support from affluent Asian homeowners who also wished to protect their class privilege and suburbia's conservative Anglocentric milieu. In Resisting Change in Suburbia, award-winning historian James Zarsadiaz explains how myths of suburbia, the American West, and the American Dream informed regional planning, suburban design, and ideas about race and belonging.

For over 150 years, China’s interactions with its diaspora have evolved according to the domestic and international geopolitical environment. This relationship (broadly described as qiaowu) is most visible in the form of cultural and economic activities; however, its main purpose is to cultivate, influence, and manage ethnic Chinese as part of a global transnational project to rally support for its proponents. Qiaowu: Extra-Territorial Policies for the Overseas Chinese compares the rival policies and practices of the Chinese Communist Party with the Nationalist Kuomintang and Democratic Progressive Party governments of Taiwan. Political scientist James Jiann Hua To analyzes the role that qiaowu plays in harnessing the power of strategic overseas communities, and highlights the implications for China’s foreign relations.

China has always been something of a mystery to Westerners. For one genera-tion, Mao Zedong and his followers were simple "agrarian reformers," while for another they were the "communist emperor and his blue ants." In the 1970s, some of the finest Sinologists believed there was much the United States could learn from Mao's Great Proletarian Cultural Revolution with regard to bureaucracy, criminal justice, health care, and mass education. By the 1980s, those same theo-rists asserted that Maoism was nothing more than a feudal fascism and had abso-lutely nothing positive to teach. Marxism, China, and Development provides a plausible explanation of these developments that have had such a powerful effect on the people of China for the past half century.The author describes and explains the strange collection of beliefs that made up the Marxism of Mao Zedong. He seeks to understand why the communist leader-ship of China, like that of the USSR, tried to spur economic growth by abandoning the market modalities common to developed economies. A. From the American and British counter-insurgency in Iraq to the bombing of Dresden and the Amristar Massacre in India, civilians are often abused and killed when they are caught in the cross-fire of wars and other conflicts. In Democracy’s Blameless Leaders, Neil Mitchell examines how leaders in democracies manage the blame for the abuse and the killing of civilians, arguing that politicians are likely to react in a self-interested and opportunistic way and seek to deny and evade accountability. Using empirical evidence from well-known cases of abuse and atrocity committed by the security forces of established, liberal democracies, Mitchell shows that self-interested political leaders will attempt to evade accountability for abuse and atrocity, using a range of well-known techniques including denial, delay, diversion, and delegation to pass blame for abuse and atrocities to the lowest plausible level. Mitchell argues that, despite the conventional wisdom that accountability is a ‘central feature’ of democracies, it is only a rare and courageous leader who acts differently, exposing the limits of accountability in democratic societies. As democracies remain embroiled in armed conflicts, and continue to try to come to grips with past atrocities, Democracy’s Blameless Leaders provides a timely analysis of why these events occur, why leaders behave as they do, and how a more accountable system might be developed.
