European Security in the New Political Environment provides a thorough analysis of the detail and nature of post-Cold War security issues, from both traditional and new security agendas, assessing the current efficacy of current institutions and policies to address these issues.
Which event better characterises British military interventions: the trauma of Suez or the triumph of the Falklands? This book, first published in 1984, examines these engagements and those of the intervening period to provide a sober and considered response to this question. The issues raised are central to the debate concerning Britain’s defence capabilities and its role in world politics. The author argues that it is only under severely restricted conditions that Britain could reasonably expect a successful outcome from long-range military intervention. The constraints are not merely those of military capacity: public opinion also has its role to play. By analysing these conditions and the way they have influenced the outcomes of past interventions the author points the way to framing a practical and reasonable defence and foreign policy in the Third World.
The viability of countering Middle East terrorism by inducting extremist movements into mainstream political processes has become a contentious issue, and one high on the international security agenda. Since the early 1990s the radical, Shiite movement Hezbollah (Party of God) and, more recently, the radical Sunni, Islamist Palestinian movement Hamas, have claimed the status of normal political actors, not least good democrats. Proponents of so-called ‘mainstreaming’ argue that such behavior should be encouraged, regardless of some continuing bad behavior. Normal politics obliges the militant group to address the interests of a variety of people in the community and, if concerns are not met, then the militants will find their influence and reputation diminished. Does an examination of the character and behavior of these actors give any encouragement to the hope that, regardless of the atavist ideological posture embedded in the world view described above, such militants can become politicians? The cases of Hezbollah and Hamas, however, are very discouraging. At least in the short to medium term, there must be grave suspicions that the democratic process, and what is deemed ‘normal political behavior,’ is being exploited pragmatically to advance an essentially Salafist agenda. The extant political cultures and, even more importantly, the balances of military power in favor of the state, do not exist in enough depth in Lebanon and the Palestinian Territories to tempt and encourage crucial elements of Islamist movements to assimilate into the democratic process. Orthodox counter-insurgency/terrorist strategies, at least as pursued by Western states, must be adapted. Unremitting and focused repression against the extremists should be pursued and given equal prominence with the political elements of the strategy. The destruction of those atavist actors with whom no compromise is possible cannot be avoided, while every political effort should be made to nurture the active political elements of the Islamic communities which reject the Salafist agenda. Simultaneously, a massive program of education and counter-propaganda, targeting the mass of peaceful people in the Middle East, needs to take place. This will more accurately cast Islam in its modern, progressive light, and also paint a more attractive, accurate and comfortable picture of Western culture. In December 2006 the new US joint army and marines field manual was released. The manual makes it clear that Washington now understands that insurgencies are “protracted by nature” and that the United States and its allies must show the “ability, stamina and will to win.” When convinced of their value, Western democracies are actually very good at sustaining long campaigns until insurgencies run out of energy. In the Gulf region, much will depend not only on the staying power of the United States and the UK, but also on the clear support demonstrated by the local progressive, reforming governments.

There has been much attention by the media recently about the causes for the 2007 financial collapse that occurred in the United States, Europe, and other parts of the world, and its linkage to the historic recession that followed. Much of the world was greatly impacted by these disturbances directly or indirectly, and therefore it is necessary to discuss the transmission mechanism that transformed the financial crisis into an economic crisis, or what some would say from “Wall Street to Main Street.” This chain of events has global implications, with different countries and regions feeling the implications differently depending on the level of integration of their financial, labor, and goods and services markets. This textbook chain of events is what took place during 2007 and 2008 to transform the financial crisis into an economic crisis in the United States. However, the real question is not so much about the chain of events that occurred, but rather why the financial crisis and the resulting economic crisis were as severe as they were, both in terms of duration and magnitude. Although recessions occur about every five years, the world has never experienced such a deep or prolonged economic recession such as this, lasting 18 months (where the average duration is 11 months). Consequently, many refer to this recession as the ‘great recession.’ The purpose of this paper is to explore the underlying causes for the magnitude and duration of the great recession and why it spread so far. The supposition of this paper is that the root causes for the severity of the recession were structural shifts in the global and US economies that have been brewing for many years if not decades, and were not based on short-term influences from the business cycle (which may have been responsible for the timing of the recession). Many of these structural shifts should have been detected beforehand and could have been acted upon to prevent, or at least minimize, the devastation that occurred. More importantly, if these trends are not acted upon now and reversed, the United States and European nations may be threatened again by future reoccurring recessions. The events leading up to the financial and economic crises are what I call the making of the ‘perfect economic storm.’
