In this book, James Lewis demonstrates the centrality of American ideas about and concern for the union of the states in the policymaking of the early republic. For four decades after the nation's founding in the 1780s, he says, this focus on securing a union operated to blur the line between foreign policies and domestic concerns. Such leading policymakers as Thomas Jefferson, James Madison, James Monroe, John Quincy Adams, and Henry Clay worried about the challenges to the goals of the Revolution that would arise from a hostile neighborhood--whether composed of new nations outside the union or the existing states following a division of the union. At the center of Lewis's story is the American response to the dissolution of Spain's empire in the New World, from the transfer of Louisiana to France in 1800 to the independence of Spain's mainland colonies in the 1820s. The breakup of the Spanish empire, he argues, presented a series of crises for the unionist logic of American policymakers, leading them, finally, to abandon a crucial element of the distinctly American approach to international relations embodied in their own federal union.

Most studies of human development in developing societies have focused on the childhood stage, and in a few cases exploration has extended up to adolescence, since this age group represents about half the population in developing societies. The developed world, however, is experiencing a surge in the elderly population and this has spurred its study. There is growing recognition that studies are needed in order to understand aging in all contexts, and to discover how the experience may differ in developing and developed societies. American higher education was transformed between the end of the Civil War and the beginning of World War I. During this period, U.S. colleges underwent fundamental changes--changes that helped to create the modern university we know today. Most significantly, the study of the sciences and the humanities effectively dissolved the Protestant framework of learning by introducing a new secularized curriculum. This secularization has long been recognized as a decisive turning point in the history of American education. Until now, however, there has been remarkably little attention paid to the details of how this transformation came about. Here, at last, Jon Roberts and James Turner identify the forces and explain the events that reformed the college curriculum during this era. The first section of the book examines how the study of science became detached from theological considerations. Previously, one of the primary pursuits of "natural scientists" was to achieve an understanding of the workings of the divine in earthly events. During the late nineteenth century, however, scientists reduced the scope of their inquiries to subjects that could be isolated, measured, and studied objectively. In pursuit of "scientific truth," they were drawn away from the larger "truths" that they had once sought. On a related path, social scientists began to pursue the study of human society more scientifically, attempting to generalize principles of behavior from empirically observed events. The second section describes the revolution that occurred in the humanities, beginning in the mid-nineteenth century, when the study of humanities was largely the study of Greek and Latin. By 1900, however, the humanities were much more broadly construed, including such previously unstudied subjects as literature, philosophy, history, and art history. The "triumph of the humanities" represented a significant change in attitudes about what constituted academic knowledge and, therefore, what should be a part of the college curriculum. Government agencies spend billions of dollars each year for policy analysis with the expectation that improved policy will follow. Although civil servants conduct some analysis themselves, more frequently they contract with research organizations to assess the probable consequences of new social policies and to answer other policy questions.Jams M. Rogers develops a theory that explains and predicts the impact of policy analysis. He illustrates his theory through welfare reform, where policy analysis is caught in political warfare and has little chance to improve actual policy. During the 1960s and 1970s over $108 million was spent on four unprecedented social scientific experiments to test the effectiveness of a major proposal to reform the welfare system. Now out of favor, the negative income tax was thn considered to be an appealing alternative to welfare.
