This Brief provides a quantitative and qualitative analysis of proactive strategies for management transitions in criminal justice and other public administration civic service agencies. These organizations have a unique need for managing transitions effectively. Compared to private organizations: they have a relatively high frequency of management transitions due to the terms of elected and appointed officials, and these new managers more often come from outside the organization. Through an mixed-methods study of criminal justice command level staff in New York state, researchers found a number of key components to successful transitions. Based on their study, the researchers prepared a set of guidelines called the Command Transition Matrix. This tool is aimed at police and public administration leadership. The methodology used to develop it will be of interest to researchers in Criminal Justice Administration, Public Policy, and Management Science.
This book should be useful to anyone interested in identifying the causes of civil conflict and doing something to end it. It even suggests a pathway for the lay reader. Civil conflict is a persistent source of misery to humankind. Its study, however, lacks a comprehensive theory of its causes. Nevertheless, the question of cooperation or conflict is at the heart of political economy. This book introduces Machine Learning to explore whether there even is a unified theory of conflict, and if there is, whether it is a ‘good’ one. A good theory is one that not only identifies the causes of conflict, but also identifies those causes that predict conflict. Machine learning algorithms use out of sample techniques to choose between competing hypotheses about the sources of conflict according to their predictive accuracy. This theoretically agnostic ‘picking’ has the added benefit of offering some protection against many of the problems noted in the current literature; the tangled causality between conflict and its correlates, the relative rarity of civil conflict at a global level, missing data, and spectacular statistical assumptions. This book argues that the search for a unified theory of conflict must begin among these more predictive sources of civil conflict. In fact, in the book, there is a clear sense that game theoretic rational choice models of bargaining/commitment failure predict conflict better than any other approach. In addition, the algorithms highlight the fact that conflict is path dependent - it tends to continue once started. This is intuitive in many ways but is roundly ignored as a matter of science. It should not. Further, those causes of conflict that best predict conflict can be used as policy levers to end or prevent conflict. This book should therefore be of interest to military and civil leaders engaged in ending civil conflict. Last, though not least, the book highlights how the sources of conflict affect conflict. This additional insight may allow the crafting of policies that match a country’s specific circumstance.
Does traditional Christianity involve paradoxical doctrines, that is, doctrines that present the appearance (at least) of logical inconsistency? If so, what is the nature of these paradoxes and why do they arise? What is the relationship between paradox and mystery in theological theorizing? And what are the implications for the rationality, or otherwise, of orthodox Christian beliefs? In 'Paradox in Christian Theology', James Anderson argues that the doctrines of the Trinity and the incarnation, as derived from Scripture and formulated in the ecumenical creeds, are indeed paradoxical. But this conclusion, he contends, need not imply that Christians who believe these doctrines are irrational in doing so. In support of this claim, Anderson develops and defends a model of understanding paradoxical Christian doctrines according to which the presence of such doctrines is unsurprising and adherence to paradoxical doctrines cannot be considered as a serious intellectual obstacle to belief in Christianity. The case presented in this book has significant implications for the practice of systematic theology, biblical exegesis, and Christian apologetics.
Dunleith, a community just two miles south of Wilmington, arose in the early 1950s and was the first African American housing development marketed in Delaware. African Americans, many of whom were World War II veterans, teachers, and blue-collar workers, purchased their first homes in Dunleith. During this period of civil rights programs, finding equal education and housing opportunities was a challenge, particularly for African Americans. The school and churches of the Dunleith Estates community encouraged a generation of families to persevere through this difficult period.
