From fiscal year 2001 through July 2008, Congress provided more than $808 billion to the Department of Defense (DoD) for the Global War on Terrorism, including military operations in Iraq and Afghanistan. Moreover, since fiscal year 2003, about $49 billion has been provided to U.S. agencies for reconstruction and stabilization in Iraq and $32 billion for similar efforts in Afghanistan since fiscal year 2002. In February 2009, President Obama announced a new U.S. strategy for Iraq and plans to develop a new comprehensive strategy for Afghanistan. This statement is based on an extensive body of work examining U.S. efforts in Iraq and Afghanistan. Illustrations.
The number of individuals experiencing hunger has grown to more than 1 billion worldwide in 2009, due to the global economic crisis. International food assistance includes both emergency food aid and long-term food security programs. Due to rising food prices, increasing conflicts, poverty, and natural disasters, in 2007, a record 47 countries -- 27 in Africa -- faced food crises requiring emergency assistance. To address these emergencies, countries provide food aid as part of a humanitarian response to address acute hunger through either in-kind donations of food or cash donations. This report: updates U.S. agencies' responses to previous international food assistance recommendations; and identifies potential oversight questions for Congress. Illustrations.
Statement of Jacquelyn L. Williams-Bridgers, Mng. Dir., International Affairs and Trade, GAO, discussing the report GAO has released on U.S. efforts to address terrorist safe havens, which provide security for terrorists, allowing them to train recruits and plan operations. Various terrorist incidents demonstrate the dangers emanating from terrorist safe havens, such as the Nov. 2008 attacks in Mumbai, India, planned, in part, from safe havens in Pakistan, and the attempted airliner bombing on Dec. 25, 2009, planned from safe havens in Yemen. The discovery of Osama Bin Laden in a compound in Pakistan, from which, according to U.S. officials, he played an active role in al Qaeda focused on attacking the U.S, makes this hearing particularly timely. This testimony focuses on (1) U.S. national strategies related to addressing terrorist safe havens, (2) terrorist safe havens identified by the Dept. of State and the threats emanating from these havens, and (3) the extent to which the U.S. government has identified efforts to deny terrorists safe havens.
