Spearheaded by Harvey Washington Wiley, the Pure Food and Drugs Act of 1906 launched the federal regulation of food and drugs in the United States. Wiley is often lauded as a champion of public interest for bringing about a law that required healthful ingredients and honest labeling. Clayton Coppin and Jack High demonstrate, however, that Wiley was in fact surreptitiously allied with business firms that would benefit from regulation and moreover, that the law would help him build his government agency, the Federal Bureau of Chemistry. Coppin and High discuss such issues as Wiley's efforts to assign the law's enforcement to his own bureau. They go on to expose the selectivity of Wiley's enforcement of the law, in which he manipulated commercial competition in order to reward firms that supported him and penalize those that opposed him. By examining the history of the law's movement, the authors show that, rather than acting in the public interest, Wiley used the Pure Food and Drugs Act to further his own power and success. Finally, they analyze government regulation itself as the outcome of two distinct competitive processes, one that takes place in the market, the other in the polity. The book will interest scholars concerned with government regulation, including those in economics, political science, history, and business. Clayton Coppin is a management consultant and historian, Koch Industries, Wichita. Jack High is Professor of Economics, George Mason University.

With the 22K-year date of the Cinmar bipoint in Virginia, there is ample evidence of artifact classes that are older than Clovis. Over 50 tool types are illustrated and discussed. Artifact single-site collections are documented. The book argues the differences between Holocene biface technology with the blade and core technology of the Pleistocene era. The requirements for identifying Pleistocene artifacts is presented, such as platforms, remaining cortex, and invasive retouch. They are presented in a tool model. Major stones, namely jasper, are discussed as a lithic determinism. The east coast distribution is presented for various tool types. Additionally, as a major focus, cross-Atlantic flake/blade identical tools from Europe are illustrated with Middle Atlantic artifacts. Artifact ergonomics, such as right-left handed tools, hypothetical tool center, are argued. Structural and functional axis are shown and described on how to identify them on tools. Overall, this book presents an initiating view of the archaeology needed to study Pleistocene era artifacts on the American east coast.

Sasson’s presentation is organized around major institutions in an ancient culture: (1) Kingship, treating accumulation of wealth, control of vassals, dynastic marriages, treaty-obligations, as well as illustrating the hazards and vexation of ruling a large territory; (2) Administration, from palaces that teem with bureaucrats, musicians, and cooks, to the management of provinces and vassal kingdoms; (3) Warfare, military establishment and martial practices; (4) Society, including organs of justice (and shortcuts to it), crime, punishment, and civil transactions; (5) Religion, including notices on diverse pantheons, rituals, priesthood, cultic paraphernalia, vows, ordeals, and channels to the gods (divination, dreams, and prophecy); and (6) Culture, including ethnic distinctions, class structure, and moments in the life cycle (birth, childhood, family life, health matters, death, and commemoration). Sasson’s presentation of the material brings to life a world entombed for four millennia, concretizes the realities of ancient life, and gives it a human perspective that is at once instructive and entertaining. The book is accompanied by extensive concordances and indexes (including to biblical passages) that will be useful to those who wish to study the letters more intensively.
