Once the capital of the Confederacy and the industrial hub of slave-based tobacco production, Richmond, Virginia has been largely overlooked in the context of twentieth century urban and political history. By the early 1960s, the city served as an important center for integrated politics, as African Americans fought for fair representation and mobilized voters in order to overcome discriminatory policies. Richmond's African Americans struggled to serve their growing communities in the face of unyielding discrimination. Yet, due to their dedication to strengthening the Voting Rights Act of 1965, African American politicians held a city council majority by the late 1970s. In The Dream Is Lost, Julian Maxwell Hayter describes more than three decades of national and local racial politics in Richmond and illuminates the unintended consequences of civil rights legislation. He uses the city's experience to explain the political abuses that often accompany American electoral reforms and explores the arc of mid-twentieth-century urban history. In so doing, Hayter not only reexamines the civil rights movement's origins, but also seeks to explain the political, economic, and social implications of the freedom struggle following the major legislation of the 1960s. Hayter concludes his study in the 1980s and follows black voter mobilization to its rational conclusion -- black empowerment and governance. However, he also outlines how Richmond's black majority council struggled to the meet the challenges of economic forces beyond the realm of politics. The Dream Is Lost vividly illustrates the limits of political power, offering an important view of an underexplored aspect of the post--civil rights era.

Is Apartheid Really Dead? Pan Africanist Working Class Cultural Critical Perspectives is an engaging and incisive book that radically challenges the widespread view that post-apartheid society is a liberated society, specifically for the Black working class and rural peasant populations. Julian Kunnie's central contention in this book is that the post-apartheid government was the product of a serious compromise between the former ruling white-led Nationalist Party and the African National Congress, resulting in a continuation of the erstwhile system of monopoly capitalism and racial privilege, albeit revised by the presence of a burgeoning Black political and economic elite. The result of this historic compromise is the persistent subjugation and impoverishment of the Black working class by the designs of global capital as under apartheid, this time managed by a Black elite in collaboration with the powerful white capitalist establishment in South Africa.Is Apartheid Really Dead? engages in a comprehensive analysis of the South African conflict and the negotiated settlement of apartheid rule, and explores solutions to the problematic of continued Black oppression and exploitation. Rooted in a Black Consciousness philosophical framework, unlike most other works on post-apartheid South Africa, this book provides a carefully delineated history of the South African struggle from the pre-colonial era through the present. What is additionally distinctive is the author's reference to and discussion of the Pan Africanist movement in the global struggle for Black liberation, highlighting the aftermath of the 1945 Pan African meeting in Manchester. The author analyzes the South African struggle within the context of Pan Africanism and the continent-wide movement to rid Africa of colonialism's legacy, highlighting the neo-colonial character of much of Africa's post-independence nations, arguing that South Africa has followed similar patterns.One of the attractive qualities of this book is that it discusses correctives to the perceived situation of neo-colonialism in South Africa, by delving into issues of gender oppression and the primacy of women's struggle, working class exploitation and Black worker mobilization, environmental despoliation and indigenous religio-cultural responses, and educational disenfranchisement and the need for radically new structures and policies in educational transformation. Ultimately, Is Apartheid Really Dead? postulates revolutionary change as a solution, undergirded with all of the aforementioned ingredients. While anticipating and articulating a revolutionary socialist vision for post-apartheid South Africa, this book is tempered by a realistic appraisal of the dynamics of the global economy and the legacy of colonial oppression and capitalism in South Africa.
Edmund Teske (1911-1996) was one of the alchemists of twentieth-century American photography. Over a sixty-year period, he created a diverse body of work that explored the expressive and emotional potentials of the medium. His drive to experiment with sophisticated techniques, such as solarization and composite printing, liberated a younger generation of American photographers; at the same time, his subject matter-sometimes abstract, often homoerotic, and always lyrical and poetic-opened up new areas for photographers to explore. There have been two common assumptions about Stanley Kubrick: that his films portray human beings who are driven exclusively by aggression and greed, and that he pessimistically rejected meaning in a contingent, postmodern world. However, as Kubrick himself remarked, 'A work of art should be always exhilarating and never depressing, whatever its subject matter may be.' In this new interpretation of Kubrick's films, Julian Rice suggests that the director's work had a more positive outlook than most people credit him. The biographical essays in this volume provide new insights into the various ways that South Carolina women asserted themselves in their state and illuminate the tension between tradition and change that defined the South from the Civil War through the Progressive Era. As old rules—including gender conventions that severely constrained southern women—were dramatically bent if not broken, these women carved out new roles for themselves and others. The volume begins with a profile of Laura Towne and Ellen Murray, who founded the Penn School on St. Helena Island for former slaves. Subsequent essays look at such women as the five Rollin sisters, members of a prominent black family who became passionate advocates for women’s rights during Reconstruction; writer Josephine Pinckney, who helped preserve African American spirituals and explored conflicts between the New and Old South in her essays and novels; and Dr. Matilda Evans, the first African American woman licensed to practice medicine in the state. Intractable racial attitudes often caused women to follow separate but parallel paths, as with Louisa B. Poppenheim and Marion B. Wilkinson. Poppenheim, who was white, and Wilkinson, who was black, were both driving forces in the women’s club movement. Both saw clubs as a way not only to help women and children but also to showcase these positive changes to the wider nation. Yet the two women worked separately, as did the white and black state federations of women’s clubs. Often mixing deference with daring, these women helped shape their society through such avenues as education, religion, politics, community organizing, history, the arts, science, and medicine. Women in the mid- and late twentieth century would build on their accomplishments.

The tumultuous North Carolina Senate primaries of 1950 are still viewed as the most bitter chapter in the state's modern political history. The central figure in that frenzied race was the appointed incumbent, Frank Porter Graham, former president of the University of North Carolina (1931-49) and liberal activist of national stature. As a Senate candidate, Graham was unrelentingly attacked for both his social activism and his racial views, and the vicious tactics used against him shocked his supporters and alarmed national observers. Peeling away the myths that have accumulated over the years, the authors present the first thoroughly researched account of Graham's eventual defeat by Raleigh attorney Willis Smith. The result, a balanced study of North Carolina politics at mid-century, is a convincing explanation of the 1950 election. In the context of the growing diversity of contemporary societies and the central importance of the electronic media, the place of popular culture in the school curriculum has become an increasingly controversial political issue. Based on in-depth research in an ethnically mixed, working-class secondary school, Cultural Studies Goes to School is concerned with the relationships between young people's involvement in popular culture outside school and their experiences of media education within the formal school curriculum. The first part of the book provides a detailed analysis of students' readings and uses of popular media, ranging from computer games and soap operas to comics and rap music. It offers a further challenge to received notions of young people as passive victims of ideological manipulation by the media and develops a social theory of reading that acknowledges the complex roles of gender, race and social class. The second part describes a number of classroom projects involving both critical and practical aspects of media education. At the outset of World War II, North Carolina was one of the poorest states in the Union. More than half of the land was rural. Over one-third of the farms had no electricity; only one in eight had a telephone. Illiteracy and a lack of education resulted in the highest rate of draft rejections of any state. The citizens desperately wanted higher living standards, and the war would soon awaken the Rip Van Winkle state to its fullest potential. Home Front traces the evolution of the people, customs, traditions, and attitudes, arguing that World War II was the most significant event in the history of modern North Carolina. Using oral history interviews, newspaper accounts, and other primary sources, historian Julian Pleasants explores the triumphs, hardships, and emotions of North Carolinians during this critical period. The Training and Selective Service Act of 1940 created over fifty new military bases in the state to train two million troops. Citizens witnessed German submarines sinking merchant vessels off the coast, struggled to understand and cope with rationing regulations, and used 10,000 German POWs as farm and factory laborers. The massive influx of newcomers reinvigorated markets--the timber, mineral, textile, tobacco, and shipbuilding industries boomed, and farmers and other manufacturing firms achieved economic success. Although racial and gender discrimination remained, World War II provided social and economic opportunities for black North Carolinians and for women to fill jobs once limited to men, helping to pave the way for the civil and women's rights movements that followed. The conclusion of World War II found North Carolina drastically different. Families had lost sons and daughters, fathers and mothers, and brothers and sisters. Despite all the sacrifices and dislocations, the once provincial state looked forward to a modern, diversified, and highly industrialized future.

This is a comprehensive history of the Woman's Suffrage Movement in the American South. Focusing on 11 of the movement's most prominent women, it explores the range of opinions within this group on many subjects, with a particular emphasis on race and states' rights.
All modern sentencing systems, in the US and beyond, consider the offender's prior record to be an important determinant of the form and severity of punishment for subsequent offences. Repeat offenders receive harsher punishments than first offenders, and offenders with longer criminal records are punished more severely than those with shorter records. Yet the vast literature on sentencing policy, law, and practice has generally overlooked the issue of prior convictions, even though this is the most important sentencing factor after the seriousness of the crime. In Paying for the Past, Richard S. Frase and Julian V. Roberts provide a critical and systematic examination of current prior record enhancements under sentencing guidelines across the US. Drawing on empirical data and analyses of guidelines from a number of jurisdictions, they illustrate different approaches to prior record enhancements and the differing outcomes of those approaches. Roberts and Frase demonstrate that most prior record enhancements generate a range of adverse outcomes at sentencing. Further, the pervasive justifications for prior record enhancement, such as the repeat offender's assumed higher risk of reoffending or greater culpability, are uncertain and have rarely been subjected to critical appraisal. The punitive sentencing premiums for repeat offenders prescribed by US guidelines cannot be justified on grounds of prevention or retribution. Shining a light on a neglected but critically important topic, Paying for the Past examines the costs of prior record enhancements for repeat offenders and offers model guidelines to help reduce racial disparities and reallocate criminal justice resources for jurisdictions who use sentence enhancements.

In this groundbreaking study, Julian Carter demonstrates that between 1880 and 1940, cultural discourses of whiteness and heterosexuality fused to form a new concept of the “normal” American. Gilded Age elites defined white civilization as the triumphant achievement of exceptional people hewing to a relational ethic of strict self-discipline for the common good. During the early twentieth century, that racial and relational ideal was reconceived in more inclusive terms as “normality,” something toward which everyone should strive. The appearance of inclusiveness helped make “normality” appear consistent with the self-image of a racially diverse republic; nonetheless, “normality” was gauged largely in terms of adherence to erotic and emotional conventions that gained cultural significance through their association with arguments for the legitimacy of white political and social dominance. At the same time, the affectionate, reproductive heterosexuality of “normal” married couples became increasingly central to legitimate membership in the nation. Carter builds her intricate argument from detailed readings of an array of popular texts, focusing on how sex education for children and marital advice for adults provided significant venues for the dissemination of the new ideal of normality. She concludes that because its overt concerns were love, marriage, and babies, normality discourse facilitated white evasiveness about racial inequality. The ostensible focus of “normality” on matters of sexuality provided a superficially race-neutral conceptual structure that whites could and did use to evade engagement with the unequal relations of power that continue to shape American life today.

With the railroad's arrival in the late nineteenth century, immigrants of all colors rushed to the U.S.-Mexico borderlands, transforming the region into a booming international hub of economic and human activity. Following the stream of Mexican, Chinese, and African American migration, Julian Lim presents a fresh study of the multiracial intersections of the borderlands, where diverse peoples crossed multiple boundaries in search of new economic opportunities and social relations. However, as these migrants came together in ways that blurred and confounded elite expectations of racial order, both the United States and Mexico resorted to increasingly exclusionary immigration policies in order to make the multiracial populations of the borderlands less visible within the body politic, and to remove them from the boundaries of national identity altogether. Using a variety of English- and Spanish-language primary sources from both sides of the border, Lim reveals how a borderlands region that has traditionally been defined by Mexican-Anglo relations was in fact shaped by a diverse population that came together dynamically through work and play, in the streets and in homes, through war and marriage, and in the very act of crossing the border.
One of the most important series of drawings in late-sixteenth-century Italian art--the twenty large sheets by Federico Zuccaro (ca. 1541-1609) showing the early life of his older brother, Taddeo (1529-1566)--was acquired by the J. Paul Getty Museum in 1999. Never fully published, the series shows Taddeo's trials and tribulations as a young artist trying to achieve success in Renaissance Rome, and his eventual triumph. The drawings contain charming details of the life of a struggling artist and reveal much about the younger brother, Federico, a successful artist in his own right. This volume--published to coincide with an exhibition at the J. Paul Getty Museum to be held from October 1, 2007, to January 6, 2008--presents Federico Zuccaro's twenty drawings and accompanying poems in their historical and artistic context and will be of interest to art historians and general readers alike. Of particular importance is its examination of the role of the copying of masterworks in the training of young Renaissance artists.
The issues arising from rapid global integration have generally been treated in isolation by most academic works. This volume examines the many pitfalls of globalization from the perspective of impoverished and indigenous peoples, including the widening wealth gap, the struggle for restoration of dispossessed lands and cultural rights, global warming and ecological annihilation, and the experiences of women in underdeveloped regions. The United States' growing prison industrial complex is discussed. Is a poem really about itself, a form of self-enunciation or a record of the process to which it owes its origin and existence? How far can poems about poems sustain themselves before yielding to some external theme and forgetting themselves? A second section of the book consists of studies of individual poems with a close eye on particular words. These include "I wandered lonely as a cloud" and Robert Browning's "The Pied Piper of Hamelin." Why do some popular and readily comprehensible poems or particularly obscure poems arouse less attention among critics than do most other works by great poets?
This book constitutes a first look at the little-known phenomenon of the Italian/American short film. What becomes apparent is the conspicuous interest these members of the newer generation of Italian/American filmmakers exhibit vis-a-vis their ethnicity, be such films a fiction, a documentary, or a music video. Equally significant is the lens through which they see their Italian/American heritage. While the older generations concentrated more on the by now well-known thematics of immigration and organized crime, as well as the debunking thereof, these younger artists/performers of short films have added to the general theme of heritage, at various degrees, that of race, gender, and sexuality. Anthony Julian Tamburri is a professor of Italian at Florida Atlantic University, where he is also chair of the Department of Languages and Linguistics. He is the author of seven other books, including A Semiotic of Ethnicity: In (Re)cognition of the Italian/American Writer and To Hyphenate or Not to Hypenate: The Italian/American Writer: Or, An Other American? and is editor or co-editor of twelve collections, including the best-selling anthology From the Margin (1991/2000) and Screening Ethnicity (2002). He is a co-founding editor of Voices in Italian Americana: A Literary and Cultural Review.
