One wet night in February 1989, Brendan O'Donnell entered his life and that of his family. He had absconded from Trinity Detention Centre in Dublin and had been missing for a week. He turned up at Tony Muggivan's door, dirty, dishevelled and starving. The Muggivans took him in. Tony had never seen Brendan before. The next day, Tony began a search for help. It was clear that Brendan should be in a psychiatric unit, not a detention centre. Doctors, social workers and the Gardaí all agreed that this was the best course of action. As there was no place for him in Co. Clare, Tony took Brendan to hospitals in Ballinasloe and Galway, where they refused to admit him. Frustrated and angry, they returned home. Over the next five years Brendan began living rough and embarked on a campaign of armed robbery and mayhem in the east Clare area. It was evident he was out of control. In 1994 Brendan murdered Imelda Riney, her three-year old son Liam and Fr. Joe Walsh. It was one of the most shocking crimes of modern times. Brendan was convicted in 1996 and died in prison in 1997 in circumstances that have never been fully explained by the authorities. Tony and J.J. Muggivan recount Brendan O'Donnell's tragic life, and highlight the failures of the system to help a deeply disturbed boy who later became a psychotic killer. The rift which has long divided the philosophical world into opposed schools-the "Continental" school owing its origins to the phenomenology of Husserl and the "analytic" school derived from Frege-is finally closing. But this closure is occurring in ways both different and in certain respects at odds with one another. On the one hand scholars are seeking to rediscover the concerns and positions common to both schools, positions from which we can continue fruitfully to address important philosophical issues. On the other hand successors to both traditions have developed criticisms of basic assumptions shared by the two schools. They have suggested that we must move not merely beyond the conflict between these two "modem" schools but beyond the kind of philosophy represented in the unity of the two schools and thereby move towards a new "postmodern" philosophical style. On the one hand, then and for example, Husserl scholarship has in recent years witnessed the development of an interpretation of Husserl which more closely aligns his phenomenology with the philosophical concerns of the "analytic" tradition. In certain respects, this should come as no surprise and is long overdue. It is true, after all, that the early Husserl occupied himself with many of the same philosophical issues as did Frege and the earliest thinkers of the analytic tradition. Examples include the concept of number, the nature of mathematical analysis, meaning and reference, truth, formalization, and the relationship between logic and mathematics.

Since the 1980s, political scientists have developed a renewed interest in the study of political institutions, based on the assumption that "institutions matter" -that is, that formal governmental institutions and constitutional-legal rules (as well as informal institutions like parties and interest groups) are crucial determinants of the shape of politics and policy outcomes. In this respect, the "new institutionalism" resembles the "old institutionalism" of pre-behaviorist days, but the crucial difference between the two is that the new institutionalists are committed to systematic empirical testing of their hypotheses, at least in principle. In practice, however, especially in compara tive analyses, this goal has often been frustrated by the lack of reliable data for a large number of countries. Researchers have therefore usually been limited to testing their hypotheses with modest data sets collected for their own particular purposes. Of all of the political institutions, the executive branch of the government is by far the most important; it can be regarded as the irreducible core of government and the principal embodiment of political authority with specific powers that are not lodged elsewhere in the political system. Almost all countries in the world, and certainly all modem democracies, have an executive body called "government", "cabinet", or "administration" (as in the term "the Clinton administration") that has the main responsibility for running the country's public affairs.

Sealing of boreholes and underground excavations has not received much engineering attention until fairly recently. The growing awareness of and sensitivity to environmental concerns of the technical community as well as of the public at large has resulted in an increasing recognition of the fact that these geological penetrations may have an environmental impact. The issue of possible contamination resulting from migration along boreholes, adits, shafts or tunnels unquestionably has been raised most forcefully with in the context of nuclear waste disposal. Several nuclear waste disposal programs, notably the Civilian and the Defence programs of the US De partment of Energy, the US Nuclear Regulatory Commission and the Canadian and Swedish radioactive waste disposal programs have conducted major research efforts aimed at developing adequate seal designs for penet rations in host rock formations for high-level nuclear waste repositories. While a considerable data base has been gathered over the last two decades or so with regard to the performance of seals, most of the information is presented in research reports and widely scattered papers in journals and proceedings of conferences. Hence, the materials are not readily accessible to potential users such as designers, contractors or regulators who are not familiar with nuclear waste disposal programs.
