This book provides a comparative analysis of 30 American interventions into Third World countries. An historical approach is used to place the featured cases into a more general history of American Diplomacy. The author uses his assessments to prove that U.S. foreign policy has been driven by the goal of being the ultimate power in the global capitalist economic system. The author makes his work unique by giving a critical view of America's place in the world during an anticipated time of war and raised patriotism. He provides a scholarly look at U.S. diplomacy leading up to the era of the War on Terror. Sullivan explains how over the past 50 years the U.S. has come to succeed Europe as ruler of the global economic system. The political systems which have been promoted by the U.S. to preserve worldwide capitalism range from one-party rule to monarchies and recurring civil war. The interventions discussed have proved to be short-term successes for U.S. policy, but more often tragic for the local societies affected. Sullivan draws on his 1996 release Comparing State Polities to create a number of tables that place U.S. involvement into geographic and hierarchic perspective. The reader is ultimately provided with a provocative thesis that challenges traditional interpretations of America's role in the world. This book will be an asset to any undergraduate college student taking classes in political science or history. It will also appeal to a general audience.

This characterization has far-reaching implications for relations between citizens and the government, as well as Egypt's foreign affairs posture, particularly in the Middle East. State repression of civil, political, and religious actors; the ineffectual provision of social services; and two religious divides, between Coptic Christianity and Islam on the one hand, and secular and conservative Islamic traditions on the other, make for an incendiary domestic environment. The resulting over-reliance on security services to quash dissent could result in a population more amenable to less democratic methods of regime change and/or the development of stronger linkages between regional Islamist groups, whether they be political, militant, or some combination thereof. Global Security WatchEgypt explores the historical background that created the current realities in Egypt and examines the players and events influencing the nation today. It concludes with a series of recommendations for the Egyptian political establishment, and for the American government, in the belief that meaningful political and policy changes in Egypt can lead to an improvement in human rights, democracy, justice, stability, and security for Egypt, and an improved partnership between Egypt and the United States.

Ecosystem effects from air pollution in the Adirondacks, Catskills, and elsewhere in New York have been substantial. Efforts to characterize and quantify these impacts, and to examine more recent recovery, have focused largely on surface waters, soils, and forests. Lakes, streams, and soils have acidified. Estuaries have become more eutrophic. Nutrient cycles have been disrupted. Mercury has bioaccumulated to toxic levels. Plant species composition has changed. Some surface waters show signs of partial chemical recovery in response to emissions control programs, but available data suggest that soil chemistry may continue to deteriorate under expected future emissions and deposition. Resource managers, policymakers, and scientists now need to know the extent to which current and projected future emissions reductions will lead to ecosystem recovery.In this book, Timothy J. Sullivan provides a comprehensive synthesis of past, current, and potential future conditions regarding atmospheric sulfur, nitrogen oxides, ammonium, and mercury deposition; surface water chemistry; soil chemistry; forests; and aquatic biota in New York, providing much needed information to help set emissions reduction goals, evaluate incremental improvements, conduct cost/benefit analyses, and prioritize research needs. He draws upon a wealth of research conducted over the past thirty years that has categorized, quantified, and advanced understanding of ecosystem processes related to atmospheric deposition of strong acids, nutrients, and mercury and associated ecosystem effects. In 2006, the cumulative cost growth in DoD¿s portfolio of 96 major defense acquisition programs was $296 billion and the average delay in delivering promised capabilities to the warfighter was 22 months. These are very poor outcomes. The auditor has used metrics to review the mgmt. and health of these programs from within the framework of best practices. This testimony discusses: (1) ¿knowledge metrics,¿ used to determine how well programs manage tech., design, and manufacturing risks; (2) outcome metrics -- concerning cost, schedule, and capability -- that serve as ¿health indicators¿ of how well programs are being executed in terms of predicted outcomes; and (3) the prerequisites that must be met in order for a program¿s plans and goals to be realistic.

As a result, the Army is outlining a new approach to ground force modernization. This statement outlines the Army's preliminary post-FCS actions and identifies the challenges DoD and the Army must address as they proceed. The Joint Requirements Oversight Council (JROC) considered trade-offs made by the military services before validating requirements for four of the seven proposed programs it reviewed in FY 2010. According to Dept. of Defense (DOD) officials, the most significant trade-offs are made by the military services during the analysis of alternatives (AOA), which occurs between the JROC's review of an Initial Capabilities Document (ICD) and its review of a Capability Development Document (CDD). The Weapon Systems Acquisition Reform Act of 2009 (WSARA) directed JROC to ensure trade-offsamong cost, schedule, and performance objectives are considered as part of its requirements review process. This report addresses (1) the extent to which the JROC has considered trade-offs within programs, (2) the quality of resource estimates presented to the JROC, and (3) the extent to which the JROC is prioritizing requirements and capability gaps.
