The Rules of Civil Procedure for the Magistrate Courts of West Virginia were promulgated by the Supreme Court on June 22, 1988. This Handbook provides guidance on how those rules should be applied. In addition, this Handbook provides guidance on how to apply legislative procedural statutes that are applicable to magistrate courts. It must be emphasized that this Handbook is only a reference tool, it does not purport to be the “law.” The magistrate court system replaced the justice of the peace courts, pursuant to Article VIII, § 15 of the state constitution, on January 1, 1977. During the long period in which the justice of the peace court system was in place, a rich body of case law was created. Whenever possible this Handbook references to case law decided for justice of the peace courts, as illustrative on how specific issues should be handled by magistrates. In addition, the Handbook provides case law guidance on issues decided under the rules of civil procedure for circuit courts. This Handbook is intended to be user-friendly. In doing so, the material in this Handbook has been arranged under each Rule that is set out in the Rules of Civil Procedure for the Magistrate Courts. To the extent that the Handbook covers procedural matters only found in statutes and other administrative rules promulgated by the Supreme Court, such matters have been set out near closely related Rules.

Vegetation dynamics is an important subject. A knowledge and under standing of it is central to the science of vegetation management-in grassland, range and nature reserve management, and in aspects of wildlife management, forestry and agricultural crop production. It is also a large and diffuse subject. In a small book such as this I had to be highly selective, and could not do equal justice to all aspects. I have had therefore to condense many examples, and more regrettably, many arguments. While I have tried to present a broad selection of topics and examples, the content inevitably reflects my own special interests and experience. The study of vegetation and its dynamics does not lend itselfto neat and tidy divisions, and the way of allotting material into different chapters here is arbitrary. I have used Chapter I to introduce a number of ideas, beginning with the nature of vegetation in space, then passing to an introduction to the nature of changes in vegetation with time, in particular those generally known as successions. The book also contains a number of asides to the text's central arguments; I hope the reader finds these interesting rather than disconcerting.

The international discus sion induced by the Kyoto Protocol has clearly shown that not only the tropical rain forests are endangered by man's activities, but also that the forest ecosystems of boreal, temperate, mediterranean and subtropical regions have been drastically modified. Deforestation on a large scale, burning, over-exploitation, and the degra dation of the biological diversity are well-known symptoms in forests all over the world. This negative development happens in spite of the already existing knowledge of the benefits of forests on global energy and water regimes, the biogeochemical cycling of carbon and other elements as well as on the biological and cultural diversity. The reasons why man does not take care of forests properly are manifold and complex and there is no easy solution how to change the existing negative trends. One reason that makes it so difficult to assess the impacts of human activity on the future development of forests is the large time scale in which forests react, ranging from decades to centuries.

The present volume provides a fascinating overview of geometrical ideas and perceptions from the earliest cultures to the mathematical and artistic concepts of the 20th century. It is the English translation of the 3rd edition of the well-received German book “5000 Jahre Geometrie,” in which geometry is presented as a chain of developments in cultural history and their interaction with architecture, the visual arts, philosophy, science and engineering. Geometry originated in the ancient cultures along the Indus and Nile Rivers and in Mesopotamia, experiencing its first “Golden Age” in Ancient Greece. Inspired by the Greek mathematics, a new germ of geometry blossomed in the Islamic civilizations. Through the Oriental influence on Spain, this knowledge later spread to Western Europe. Here, as part of the medieval Quadrivium, the understanding of geometry was deepened, leading to a revival during the Renaissance. Together with parallel achievements in India, China, Japan and the ancient American cultures, the European approaches formed the ideas and branches of geometry we know in the modern age: coordinate methods, analytical geometry, descriptive and projective geometry in the 17th an 18th centuries, axiom systems, geometry as a theory with multiple structures and geometry in computer sciences in the 19th and 20th centuries. Each chapter of the book starts with a table of key historical and cultural dates and ends with a summary of essential contents of geometr y in the respective era. Compelling examples invite the reader to further explore the problems of geometry in ancient and modern times. This book examines the development of the English state during the long seventeenth century, emphasising the impersonal forces which shape the uses of political power, rather than the purposeful actions of individuals or groups. It is a study of state formation rather than of state building. The author's approach does not however rule out the possibility of discerning patterns in the development of the state, and a coherent account emerges which offers some alternative answers to relatively well-established questions. In particular, it is argued that the development of the state in this period was shaped in important ways by social interests - particularly those of class, gender and age. It is also argued that this period saw significant changes in the form and functioning of the state which were, in some sense, modernising. The book therefore offers a narrative of the development of the state in the aftermath of revisionism.
